With the construction of a lap pool, a diverse leisure activity pool, several sport courts, bikepaths and a concession area, the park effectively provides conveniently located recreation services for the community. The park is within half a mile of several major subdivisions including Heather Glen, Trinity Park, Brighton Park, Kendall Ridge, Sandy Corners Village of Balgriffin, Cramer's Crossing, Ballantrae and a number of long-standing residences. The location makes this park desirable for a generous population within the City. In addition, the acquisition of parkland in this area will enhance and expand the green comdor being established on both sides of Woerner-Temple Road. The park will also serve as an assemblyarea for community events and, with the addition of a north-south bikepath through the park, will provide residents with additional bike and pedestrian linkages. The design of the pool area is state-of-the-art water play and leisure design. The complimenting architecture and design elements will make this park distinctive, welcoming, and exciting. This text will provide development standards for all phases. The actual park site shifted eastward from the area initially identified. However, this park will be located very near the geographic "center" of the collective southwest neighborhoods. In furtherance of this vision, Dublin City Council has amassed adequate acreage for, and adopted a plan to build, the next municipal swimrriing pool. The project is on track to put the new pool into service in summer 2004. Woemer-Temple Community Park is located along the south side of Woemer-Temple Road, approximately 1,200 feet west of Avery Road. The Ballantrae Community Park is located immediately north of this site, and its first phase was constructed largely by the developer. The two park areas flanking Woemer-Temple Road will combine to create a major focal point, a true community identifier, for the area. These park areas will also serve as a gateway into the new Ballantrae neighborhood. The acquired parkland on the south side of Woemer-Temple Road represents an assemblage of parcels, which totals approximately 14.66 acres. They were primarily used for large lot residential use, and the land is currently vacant of all development. C-ne parcel of approximately 2.64 acres is separated (to the west) from the balance of the acreage. This parcel will not be developed with permanent facilities until such time as it adjoins other park property, and an appropriate final development plan is presented and approved through the public process. [See Exhibit A] The proposed park will contain at a minimum, an outdoor pool with associated structures and parking. Future plans call for additional park components. The City may continue to pursue the acquisition of adjacent acreage. If so, the range of park facilities may broaden in the future. PERMITTED USES: This will be a community-scale park. It will be well connected to Dublin's bikepath system through nearby tunnels. This park will have facilities that are designed predominantly to serve some (not all) of the recreation needs of the southwest neighborhoods located both to the east and west of Avery Road. Permitted construction includes: swimrrung pool(s) with associated support building (i.e. ~ concession building, bathhouse, mechanical room, etc.), playground structures, shelterhouses, shade structures, volleyball courts, basketball courts, tennis courts, storage buildings, governmental offices, public art, skating rinks/parks. ~, .~ All of the above uses are permitted uses with the understanding that Woemer-Temple Community Park is partially adjacent to existing homes, and that proper planning will undertaken to m;n;m;7P any adverse impact on the residential environment. The final development plan approval process will be utilized, and the Planning and Zoning Commission is to make this deternvnation as part of its review, as each phase of the park is developed. Woerner-Temple Community Park December 31, 2002 Page 3 of 6 PHASING PLAN: This park will be developed in phases. The first phase will be the construction of afamily-oriented swimmuig pool and associated facilities. It will include a parking lot for 150-225 cars. Dublin City Council has funded this phase through the five-year Capital Improvement Program. The swimming pool design was funded in 2002 and construction is approved for 2003. Other phases will be implemented as City funding and recreational needs are identified. All proposed improvements will be submitted to the Planning and Zoning Comnussion through the final development plan process prior to construction. SETBACKS AND BUILDING HEIGHT: Buildings shall be set back as follows: • All buildings shall be set back a minimum of 75 feet, as measured from the Right-of- Wayalong Woerner-Temple Road. • All buildings shall be set back from any other public streets, to conform with the Zoning Code. • Stone walls or other landscape structures can be located within the setback area as defined above, provided that they are located outside any visibility triangle areas. • All buildings shall be set back a minimum of 25 feet from all internal property lines. Pavement and Structures shall be set back as follows: • All pavement areas shall be set back a minimum of 40 feet, as measured from the Right-of-way along Woerner-Temple Road. • All pavement areas shall be set back from any other public streets to conform with the Zoning Code. • All pavement areas shall be set back a minimum of 25 feet from all internal property lines. [For the purpose of this section pavement areas shall include parking, maneuvering areas, driveways, loading spaces and service areas and sport courts. The entrance drive and bikepaths shall not be included for this section.] Building Height. Maximum height of building will be limited to 35 feet, unless the Planning and Zoning Commission approves a building height increase as part of a final development plan. SITE PLAN The park is designed on asemi-circular, radial axis, and placement of the various park elements follows this design. (See Exhibit B] Directly off the main entry drive is the one-way drop-off point and entry to the pool area. A 165-space paved parking lot will flank the drop-off area and wraps around to the eastern side of the pool area. An additional 48-space grass parking area is shown on the south end of the plan and can be paved if the need for more parking arises. A potential basketball court to the north along Woerner-Temple Road and three tennis courts to the south of the pool area are also included in the Master Plan. A large pool area of approximately 3.5 acres is shown and will be enclosed by a six to eight-foot high metal decorative fence. An eight-foot sidewalk is shown adjacent to the parking lot and will also Woerner-Temple Community Park December 31, 2002 Page4of6 wrap around the outside of the enclosed pool area. This sidewalk leads to an eight-foot bikepath along the entry drive, which will connect to the bikepath along Woerner-Temple Road. Three buildings, a mechanical room to the north, a bathhouse to the east near the entry, and a concessions building to the south, are proposed within the park and partially enclose the pool area as well. The bathhouse is the largest building and will be approximately 3,000 square feet. This building will include pool offices, staff areas, changing/restrooms and the entrance loggia. The mechanical building to the north is proposed to be approximately 2,000 square feet and will house the mechanical structures for the pool and a small storage area. The concession building is about 1,200 square feet and will include food service areas. Attached to this building are restrooms available for use by pool employees and park patrons. Other smaller structures proposed include a 220 square-foot in area shade structures. Two pool surfaces that total 13,700 square feet in area are proposed within the fenced area. The 8,700 square-foot zero-depth leisure pool will incorporate all water play, wading and splash elements. This pool will include a body and tube slide, water geysers and falls, and a play structure that resembles a typical playground structure. Colors from a more subdued palette will be used for components visible from off-site. The 5,000 square foot pool will accommodate lap swimming, any competitive activities and 1-meter and 3-meter diving boards. This pool complex is family-oriented and any competitive use of it will conform to that basic concept. This pool will be 25 meters long and will have eight lanes. The 3-meter diving board is proposed to have a platform stairwell as an additional safetyprecaution. It should be noted that other improvements may be undertaken in addition to those described above, subject to Planning Commission review and approval through the final development plan process. BIKEPATH LINKAGES The site has good access to the north and to the east via bike tunnels. There are good connecting paths in other directions as well. Bikepaths are proposed throughout the park. A north-south connector path is proposed to be located along the south property line between Lots 20 and 21 of the Cramer's Crossing subdivision. This bikepath is proposed to be extended along the western border to the north end of the park to connect to the bikepath and tunnel along Woerner-Temple Road. BUFFER ZONE There shall be a minimum 25-foot wide buffer zone adjacent to any residentiallv used property. Buffer Zones shall not be utilized for structures, roads, and parking or any active recreational purpose such as tennis courts, swimming pools, playgrounds or uses of similar nature. Bikepaths may be permitted within buffer zone(s) only if approved by the Planning and Zoning Commission as part of a final development plan. The design of specific Buffer Zones shall be submitted with the final development plans. The Buffer Zone is intended to provide an appropriate level of screening/buffering between the particular park use and its adjacent residential usage along specified sections of the property line. The Buffer Zone may contain existing plant material, new vegetation, and/or mounding and need not be consistent around the perimeter. A consistent mound, for instance, along the entire property line, would be undesirable. Woerner-Temple Community Park December 31, 2002 Page 5 of 6 DEVELOPMENT STANDARDS: Development within this park will be consistent with the Dublin Zoning Code and Community Plan. All park components are subject to a final development plan review and approval by the Planning and Zoning Commission. For any standards not addressed in this text it is assumed that the applicable standards of the Zoning Code will be utilized. INFRASTRUCTURE The right-of-way for Woerner-Temple Road was already acquired, and the street improvements are in place. The median breaks were planned at the outset of planning for the road improvements, and no further breaks are anticipated. The water line was extended along the newly constructed road. Sanitary sewer is available to the site from adjacent development to the east along Avery Road. Stormwater will be collected via a series of interconnected ponds along the northeast side of the site. These ponds are proposed to be wet along Woerner-Temple and dry along the south side of the entry drive. Final stormwater pond details will be submitted at the final development plan stage and will comply with stormwater runoff regulations for water quality and quantity. All storm water facilities will be designed in an aesthetically pleasing manner that is consistent with a high quality park and residential environment. ARCHITECTURE All structures shall be developed in a coordinated way and shall be compatible with the design intent of the attached exhibits. Compatibility with the adjacent residential environment shall be used as a determining factor in making design, material and color choices for this site. The main materials for buildings will be brick, and the architectural theme will be rustic English. This Architectural style is reminiscent of the more rural English manor outbuildings such as stables and barns and will be consistent with the building elevations attached. [See Exhibit C1-C5]. Colors should be predominantly subdued in nature, and natural materials should be utilized wherever practical, and consistent with long-term maintenance and appearance. SITE ACCESS AND PARKING: ~~` ° Access is available from the existing curb cut along Woerner-Temple Road at the east edge of the property. This access will be shared with the parcel to the east whenever that site is developed. A future access point along Avery Road is dependent upon additional land acquisition and availability of capital funding. Parking will be provided to the necessary level to support park uses. Directly off the main entry drive is the one-way drop-off point and entry to the pool area. A 165-space paved parking lot will flank the drop-off area and wraps around to the eastern side of the pool area. An additiona148-space temporary or special event grass parking area is shown on the south end of the plan and can be paved if the need for more parking arises. Additional parking pods will be added if other uses are developed in the future, subject to approval of the Planning and Zoning Commission. LIGHTING: Parking lot lighting should meet the Dublin Lighting Guidelines. The swirruning pool(s) complex is being designed for neighborhood or family use and is not expected to have lighting for night swimmuzg purposes. Sport court lighting is permitted if it is approved by the Commission as part of a final development plan. Security lighting of a "cut-off" design will be installed in locations deemed Woerner-Temple Community Park December 31, 2002 Page 6 necessary. Lighting should be installed with spill and glare control, and design should be sensitive to the adjacent residential housing. '~'` FENCES: An area surrounding the swiinrtung pool and the associated facilities (such as bathhouse, concessions, sunshade areas, etc.) of about 3.5 acres is expected to be enclosed within a fence. This fence is expected to be 6-8 feet in height and may be decorative metal in design. As tennis or other activities that require fencing may be added in later phases of the park construction. These fences shall be vinyl-clad chain link and be a maximum height of 14 feet and limited to the same ~,,, materials. Such fencing shall not be permitted in any setback or buffer zone. SIGNAGE: ° ~"` The main park identification sign shall be a low monument design, not more than six feet in height and twenty square feet in area. All signage shall comply with the City of Dublin Zoning Code. Sign materials should be consistent with those used for the building(s) within the park. A stone sign base maybe utilized as an alternate. LANDSCAPING: All landscaping shall comply with the City of Dublin Zoning Code. All reasonable efforts will be made, both in the design and construction, to preserve existing tree rows and other tree stands. Since this date, the design team has worked to further develop the pool design. Revisions have been made which include the separation of the leisure pool activities front the lap pool, and the inclusion of a 3-meter diving board. This revised pool concept was presented to City Council on October 21 and was unanimously endorsed. The text has been revised to incorporate all changes. The drawings are now far more advanced, and staff believes they contain the level of design and specific commitments outlined previously by the C01111111SS1011. T111S application is an amended rezoning application for the Commission's consideration. BACKGROUND: The City of Dublin has purchased 14.66 acres on the south side of Woerner-Temple Road to be used as part of a community-scale park. In 2001, Dublin City Council made the decision to build the next municipal pool at this location. It has been funded as part of the CIP (Capital Improvement Program) process, and it is being scheduled to be operational on Memorial Day 2004. Before the Ballantrae plan was adopted for 642 acres between Avery and Cosgray Roads, the Southwest Area Plan projected development for this area. It included a future community park, located approximately at the Woerner-Temple Road/Eitel-lnan Road intersection. This is the site on which the chlbhouse and driving range have been constructed. The Ballantrae plan provided for the comprehensive planning of the area, and included a public, daily-fee golf course, but it did not address a community park. The City of Dublin made the decision to utilize the land on both sides of Woerner-Temple Road, to the west of Avery Road for park/recreational purposes. This is a preliminary development plan for the south side of Woerner-Temple Road under the PUD, Planned Unit Development District regulations of Section 153.056. The preliminary development plan is the actual PUD rezoning phase that determines the land use and development standards. Once the Planning Conmmission makes its recommendation, this D Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 17 application will be forwarded to City Council for a public hearing and final vote. Atwo-thirds vote of City Council is necessary to override a negative recommendation from the Commission. If ultimately approved by City Council, the rezoning ordinance will become effective in 30 days. Following that point, any proposed construction will require prior approval of detailed plans by the Planning Commission under the PUD final development plan provisions. CONSIDERATIONS: Site Characteristics: The City has purchased seven parcels on the south side of Woerner-Temple Road containing a total of 14.66 acres. Six of the parcels are contiguous to one another and contain about 12.5 acres. This area begins about 700 feet to the west of Avery Road and extends 750 feet to the west. The parcels vary greatly in depth. The overall site is only 250 feet deep at the eastern end, and the depth increases to 1,000 feet at the western end. There is anon-contiguous park parcel 300 feet to the west, adjacent to the traffic circle at Woerner-Temple Road and Ballantrae Place. It is separated from the balance of the park acreage by two long-standing homesteads. The City continues to have interest in purchasing more acreage in the immediate area to expand this park. Consistent with City Council's direction, Dublin will work with willing property owners as opportunities present themselves in the future. The site is zoned R-1B, Limited Suburban Residential District, and R-SR, Restricted Suburban Residential District. Both are Washington Township classifications. The site contains several parcels that were formerly single-family residences. The houses and outbuildings were removed early last year. One parcel contained a secondary access off Woerner-Temple Road for Parke Drilling, an industrial business fronting on Avery Road. Tree lines delineate most of the property lines of the original parcels, and there is a wooded area along the western edge of the consolidated area of parkland. The site is bounded on the west by the Ballantrae development zoned PLR, Planned Low Density Residential District. To the north across Woerner-Temple Road is Ballantrae Park zoned R, Rural District. To the east is a vacant parcel at the corner zoned R-1B, and to the southeast are several industrial uses fronting on Avery Road, zoned RI, Restricted Industrial District (Washington Township). To the south is Cramer's Crossing zoned PUD, Planned Unit Development District. Community Park Plan: The initial drawings developed for the Ballantrae project fostered the goal of creating a . completely new entryway and image along Avery Road. This was generally depicted as a park and open space of soiree kind. Every parcel abutting this section of road was not acquired, but tlne City of Dublin has purchased all properties that were reasonably available to further the goal of creating a new identity. The Edwards Land Company has constructed park improvements on the north side of Woerner-Temple Road pursuant to a contract with the City of Dublin. This northern park site is L-shaped and only the frontage improvements are constructed at this time. The improvements included realigning the actual roadway for Woerner-Temple Road and rebuilding it as a landscaped boulevard. A large pond was constructed at the entrance. An interactive play fountain, the Dancing Hares sculpture, buffering along Kendall Ridge, and a parking lot are connpleted. The Dancing Hares sculpture is owned by Mr. Edwards and is on loan to the City for the next few years. Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 18 • The City has hired a design team consisting of EDG as the lead consultant to work on the community swimming pool park plan. Also included in this team are David Meleca, who is responsible for the design of the architectural elements, and Water Tech, Inc., a technical specialty swimming pool/water play designer. • Dublin City Council considered the conceptual park Master Plan for this swimming pool site at several public meetings during this past spring. On June 3, 2002, City Council directed the staff to bring back a plan that reflected a pool and facilities that are generally equivalent to those at the Dublin Municipal Pool (Earlington Park) on Dublinshire Drive. City Council tentatively approved an expenditure of about $5 million for this development. It is to be afamily-oriented, community pool. On October 15, 2002 City Council unanimously endorsed the concept of separating the leisure pool from the lap pool area and including a 3-meter diving platform. The advantages in having two separate pools include sanitization, the inclusion of a 3-meter diving board, water temperature regulation and safety. • This is a rezoning application, and it will establish the master plan for implementing park improvements over time. The final development plan is expected to be submitted in the next few months. It will include the pools and support facilities. Other recreational elements such as tennis or basketball courts will be included in future park phases in subsequent years. The park master plan is silent on the proposed development for the westernmost, non-contiguous parcel. Site Layout: • The park is designed on asemi-circular, radial axis and placement of the various park elements follow this design. Directly off the main entry drive is the one-way drop-off point and entry to the pool area. A 165-space paved parking lot flanks the drop-off area and wraps around to the eastern side of the pool area. An additional 48-space grass parking area is shown on the south end of the plan and can be paved if the need for more parking arises. A potential basketball court to the north along Woerner-Temple Road and three te~ulis courts to the south of the pool area are also included in the Master Plan. A large pool area of approximately 3.5 acres is shown and will be enclosed by a six to eight-foot high metal decorative fence. An eight-foot sidewalk is shown adjacent to the parking lot and will also wrap around the outside of the enclosed pool area. This sidewalk leads to an eight-foot bikepath along the entry drive, which will connect to the bikepath along Woerner-Temple Road. • Three buildings, a mechanical room to the north, a bathhouse to the east near the entry, and a concessions building to the south, are proposed within the park and partially enclose the pool area as well. The bathhouse is the largest building and will be measure approximately 3,000 square feet. This building will include pool offices, staff areas, changing/restrooms and the entrance loggia. The mechanical room to the north is proposed to be approximately 2,000 square feet and will house the mechanical structures for the pool and a small storage area. The concession building is about 1,200 square feet and will include food service areas. Attached to this building are restrooms available for use by pool employees and park patrons. Other smaller structures proposed include a 220 square-foot in area shade structures. • Two pool surfaces that total 13,700 square feet in area are proposed within the fenced area. The 8,700 square-foot zero-depth leisure pool will incorporate all water play, wading and splash elements. This pool will include a body and tube slide, water geysers and falls, and a play structure that resembles a typical playground structure. The 5,000 ' Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 19 square foot pool will accommodate lap swimming, any competitive activities and 1-meter and 3-meter diving boards. This pool complex is family-oriented and any competitive use of it will conform to that basic concept. This pool will be 25 meters long and will have eight lanes. The 3-meter diving board is proposed to have a platform stairwell as an additional safety precaution. Access and Circulation: • The site has frontage on Woerner-Temple Road. Right-of--way adequate to handle all of ax - the road improvements was acquired prior to this point. • The road access is located at the northeast corner of the site. It aligns with a median break with left turn lane in the Woerner-Temple Road, and is designed to be shared with the undeveloped parcel to the east. An easement is needed from the adjacent Swickard property for the entryway. With additional land acquisition in the future, a secondary access point may be possible from Avery Road. This has been anticipated in the site planning for the facility. • There is a proposed bikepath along the frontage. There are existing bikepaths along Avery Road and the north side of Woerner-Temple Road. Bikepath tunnels connect the park area on the north side of Woerner-Temple Road and under Avery Road. Additionally, there is a connection to the Cramer's Crossing development to the south. The master plan includes a proposed bikepath along the frontage and through the park. It should be noted that the bikepath could be installed within the required 25-foot wide buffer where it does not conflict with the "buffer" function. Development Standards: • The text states that all buildings and pavement will have a minimum setback of 75 feet and 40 feet respectively, from the right-of--way for Woerner-Temple Boulevard. The mechanical building is proposed to be setback 220 feet and the sport court shown is proposed to be setback 40 feet from the right-of--way for Woerner-Temple Road. • Internal setbacks of 25 feet for both building and pavement are shown on the east, south and west property lines. Buffer zones are required along all residential properties. No buffer is required adjacent to industrial sites. The nature of the buffer will be defined at the final development plan and will be designed to maximize the private enjoyment of the adjacent residents. • The text states that buildings will be limited to 35 feet in height. This is a standard requirement in residential districts. Proposed buildings shown comply with this standard. • The text states that signage will be of a monument style and limited to six feet in height, 20 square feet in area and will be consistent with the materials on the buildings. Signage is not included with this submission, and it will be submitted with the final development plan. • A duinpster is proposed southeast of the concession building near the parking lot. Code requires all mechanical structures be screened to one foot above the height of the structure. Landscaping/Tree Preservation: • A tree survey and preservation plan has been submitted. The survey indicates 299 caliper inches of protected trees and 75 caliper inches of landmark trees (three trees) are scheduled for removal as part of the construction. The plans indicate a wood fence enclosure, 30'x 40' in area, around the AEP box along Woerner-Temple Road. Staff recommends that this screening be replaced with an opaque mix of deciduous and evergreen vegetation one foot above the mechanical structure. • The text states that a 25-foot wide buffer zone, including existing and new vegetation, will be placed betwee~i the park and any residentially used or zoned property. A buffer between the enclosed pool area (pool fence) and the adjacent residential property is shown on the plans. The specific plans for the buffers will be submitted with the final development plans. Architecture: • The architectural style is rustic English and is reminiscent of the more rural English manor outbuildings such as stables and barns. The proposed buildings will also be similar in architectural style and materials. Materials include brick, synthetic stone, wood timbers and trim and copper. • Roof materials are tentatively set to be cedar shake, however a metal or asphalt shingle may be used as an alternate. A copper standing seam roof is proposed on the middle portion of the bathhouse. All roof pitches shown are 10:12. • A functional suspended lighting element is shown on the bathhouse building. Staff recoininends that this lighting element be tethered in some fashion to prevent the wind from damaging the light and/or the building. Staff recommends that these fixtures be shielded to prevent light trespass and glare. • The plans show the loading area of the mechanical building along the north elevation of this building. Since this building is the closest to Woerner-Temple Road and will be clearly seen fi-oin the right-of--way, staff recommends heavily screening this loading zone with a mixed evergreen and deciduous buffer in the immediate area and along Woerner- Temple Road. Accessories: • Tl~e pool area will be fenced by decorative metal fencing six to eight feet in height. The more secluded sections of it will be and the more visible sections will be an ornamental type (faux wrought iron). • Future tennis courts or other sports facilities may need taller fencing. This fencing could be up to 14 feet tall and will have a black vinyl-coated chain link fence. There will, however, be no perimeter fencing. • Water play equipment including the body and tube slides is proposed as neutral in color or as is available in the marketplace. A children's committee will be formed per City Council direction to select the remaining play element colors and styles. Water play equipment will remain on-site and in place throughout the year. • Although parking lot lighting is not proposed at this time any future parking lot lighting will meet the Dublin Lighting Guidelines. Sport lighting is a possibility in the future. All lighting is subject to final development plan approval by the Commission. Utilities: • Stormwater will be collected via a series of interconnected ponds along the northeast side of the site. These ponds are proposed to be wet along Woerner-Temple and dry along the south side of the entry drive. Final stormwater pond details will be submitted at the final Dublin Planning and Zoning Commissloll Staff Report -January 9, 2003 Page 21 development plan stage and will comply with stocmwater runoff regulations for water quality and quantity. • Water is available to the site via a 20" water line extended along the southern side of the newly constructed Woerner-Temple Road. Sanitary sewer is available to the site from an 8" main currently located the eastern adjacent development along Avery Road. STAFF RECOMMENDATION: As part of the ever-growing recreational opportunities within Dublin, the Woerner-Temple Pool will clearly provide local residents with ahigh-end gathering place and park. Additional greenspace along Woerner-Temple Road will serve to continue and widen this green corridor to the east of Avery Road. Staff certainly encourages the acquisition of additional acreage to amass a true community-scale park within the Southwest area. Staff recommends approval subject to three conditions: Conditions: 1) That the PUD be expanded to include any additional acreage that is acquired; 2) That the plan be amended to reflect the standards in the text and the comments contained within the staff report; and 3) That the text be updated consistent with the staff report and the Commission's comments prior to scheduling the City Council public hearing. Rezoning (Amended) 02-OSSZ - Woerner-Temple Community Pool - 6363 Woerner-Temple Road Anne Wanner said this is an amended PUD preliminary development plan, or rezoning. The Commission approved the concept plan on July 18, 2001, but disapproved the rezoning. The design team has further developed the pool design. The revisions include separating the leisure pool and activities from the lap pool, and adding athree-meter diving board. She said staff has updated City Council three times, and the "two pool" concept was unanimously endorsed. The text was significantly revised, and the drawings are more advanced. Staff believes this revised application contains the level of specific commitment requested by the Commission. Ms. Wanner showed a PowerPoint presentation. The seven parcels contain 14.66 acres south of µ„ Woerner-Temple Road. Six of the parcels are contiguous to each other, and tree lines delineate the old parcel lines. There is no proposal for the westernmost parcel. The outbuildings and houses were removed. The zoning is R1B and RSR, both Washington Township classifications. The proposal includes 165 paved parking spaces with adrop-off area and 48 grass overflow spaces which can be paved if needed as well as a basketball court and tennis courts to the south. The 3.5-acre enclosed pool area will have a 6' 8" high metal decorative fence. The leisure pool is 8,700 square feet with water play elements. There will be water geysers, waterfalls and body and tube slides. A 5,000 square foot lap pool has one- and three-meter diving boards. There is a 40-foot pavement and structure setback, and a 75-foot building setback. Stormwater ponding will be located at the northeast section of the site. A wet pond is proposed along Woerner- Temple Road and a dry pond along the entry drive. A patio will be adjacent to the concessions building. The entry pavilion materials include brick, stone, wood timbers, and copper and shake roofing. A material board was presented. The shade structures should be earth tone, and the details will be submitted at the final development plan. A bike tunnel will connect to the Ballantrae park. The City may buy more parcels in the future. Ms. Wanner said this project has both high design and high quality materials, and it will be a positive addition to the area, and staff recommends approval with three conditions: 1) That the PUD be expanded to include any additional acreage that is acquired; 2) That the plan be amended to reflect the standards in the text and the comments contained within the staff report; and 3) That the text be updated consistent with the staff report and the Commission's comments prior to scheduling the City Council public hearing. Fred Hahn said he and the design consultants were available to answer any questions. Mr. Saneholtz said the concept was exciting. He said the artificial shade structures at Earlington Pool get a lot of use. He was concerned what shade was provided and how large were the trees. Mr. Hahn responded that the quantity and locations for shade structures will be provided at the final development plan. He said it was important to provide adequate shade at an outdoor pool. He was concerned about the whole openspace corridor between Wilcox Road and the Ballantrae traffic circle. The development will be at the end of the 200-foot greenspace setback. He thought the pool would be visible from Avery Road. Mr. Hahn disagreed. Mr. Ritchie said there is a substantial setback with openspace and trees without development or parking for approximately a mile. The basketball court breaks up the established setback. He suggested doing a plan for "all the land" to the east and west of the site. He would like to see what changes would be made on the larger site. He thought it might be a lost opportunity. While Dublin does not control that land, it should be considered. He concluded that his concerns are not "deal breakers." This is a nice opportunity for nice facilities. Mr. Hahn appreciated the comments about the adjacent properties that are not owned. He said things may work out to expand the park, but this would be to add park facilities. The pool size and layout will stay the same with the pool at the center. More land would get us closer to having a community scale park. He thought that was desired in the future. Mr. Hahn said they want to highlight the positive points of the site, protect the green vista along Woerner-Temple Road, and screen such things as asphalt parking lots. Mr. Ritchie preferred that the site be developed incrementally. Mr. Gerber said this was a fantastic concept. He shared Mr. Ritchie's thoughts and concerns. He asked about the shake roofing and its cost. Mr. Hahn said the text permitted dimensional asphalt shingles, but the roof is small and will be wood shake if the budget permits. Mr. Hahn noted a very limited area of the roof is copper as an accent. Ms. Boring said the copper roof made it look overdone, and a shake roof may cost more to insure, but those are Council issues. She said asphalt shingles match Ballantrae better. She requested that the costs and insurance risk differences between shake and dimensional shingles be presented to City Council with this rezoning. Mr. Hahn agreed to comply. Mr. Zimmerman said shade structures are needed. Conduit should be provided for future lighting. Mr. Hahn said they will analyze the lighting before bidding this project. He said the pool itself is not designed for nighttime activities, and it is very impractical to convert it later for night swimming. He believes only security lighting will be needed. Regarding future lighting of tennis courts, Mr. Hahn said AEP will determine where the electric will be run. The transformer might be tapped directly, if the location works. Mr. Zimmerman said this was a great layout, and the package presented was great. Mr. Sprague agreed and appreciated the work done to develop this level of detail and sophistication, as the Commission had previously requested. Mr. Ritchie was concerned that the water was available via a 20-inch water line along Woerner- Temple Road and aneight-inch sanitary sewer. Mr. Hahn said their needs are relatively small. Mr. Hahn stated that his memo outlines the work done to date by the design team. The idea of having two separate bodies of water has been reintroduced, and the reasons for that are outlined in the report. Briefly, upon review of the plans by some of the operating staff for pools, they advocated reconsideration be given to two separate bodies of water. Mr. Kranstuber stated that he notes there are wood shake roofs, natural timbers, and wood louver shutters on the plans. If cost becomes an issue, can some of these be modified? Mr. Hahn agreed that this could be done if necessary. Mr. Kranstuber asked for clarification regarding the segregated pools. Mr. Hahn stated that they are talking about the same square footage. They asked the consultants in general for their estimate of the premium on construction costs for separating the pools and they estimated this at $100,000. They are not asking for an increased budget tonight; they are instead reintroducing the concept of separate pools. Mr. Kranstuber stated that in regard to the three-meter board, he understood that cities have sovereign immunity. So why would there be a huge liability for this item? And if properly designed, could someone prevail in a lawsuit against the City? Mr. Hahn responded that staffs position is not based on fear of losing a lawsuit; it is instead focused on what other entities are doing and the desire to have a platform stairwell because of operational issues with the 3-meter boards. In addition, there is not a programming need fora 3-meter board at this time. Ms. Chinnici-Zuercher supports the concept of two separate pools. The reasons outlined support the desirability of having separate pools. Ms. Salay pointed out that staff is very cognizant of the cost issues and is committed to working within the budget. She understood that Council was intrigued with the idea of two separate pools, but abandoned this, as it was cost prohibitive. Upon further study, staff has found that it is not cost prohibitive and there are benefits to having two separate bodies of water. The group has been working very effectively to address a variety of issues involved. Mr. Lecklider asked where the 3-meter board would be located. The site contains 14.6 acres on the south side of Woerner-Temple Road at the entry to Ballantrae. Dublin City Council decided in 2001 to build a municipal pool. It is to open on Memorial Day 2004. She showed several slides. The site is zoned R-1B, Restricted Suburban Residential District, and R-SR, Suburban Residential District, both Washington Township categories. Ms. Boring wanted to know why this concept plan was being combined with the rezoning. Ms. Wanner said the Code permits them to be combined, and it is a timing issue. Ms. Boring said City Council had approved the pool in concept only, but that is different from a PUD concept `"" plan. She noted the azchitectural materials and other details were not included. She said if this was approved as a PUD, it would permit staff to approve the details. Ms. Wanner said Council approved the conceptual master plan. Ms. Wanner asked for two motions from the Commission. The detailed final development plan will come later. Ms. Boring said nothing could be changed at the final development plan. Mr. Sprague said the text and standards are established at the rezoning stage. If .the Commission desires text changes, this is the appropriate time. Ms. Wanner agreed. Ms. Wanner said there are six contiguous parcels, and a seventh that is sepazated which abuts the Ballantrae development. Dublin will continue to negotiate with the adjacent property owners to obtain more land. Ms. Wanner said the pool will be 10,000 to 14,000 squaze feet area, with 170 to 225 parking spaces, depending on the size of the building and associated facilities. The park is well connected to the Dublin bikepath system. An entry drive is planned in the northeast corner aligned with a median break on Woerner-Temple Road. There are many significant tree stands and rows located throughout the proposed park. Ms. Wanner said for many years the Southwest Area Plan showed a future community-scale park in this area. It was shown as a "blue egg" on the maps. The new golf clubhouse is now situated on the blue egg site, but the need for the park remains. These pazcels are being assembled to create a community park with ample room for a new neighborhood pool, and staff encourages further land acquisition. The park will continue the greenbelt along Woerner-Temple Road. She said that staff recommends approval with two conditions: 1) That all landscaping and ADA requirements be met as outlined in the staff report and that a revised landscape plan be submitted to staff by October 15, 2002; and 2) That no lighting or bells be incorporated into the steeple or cupola. Fred Hahn, Director of Grounds and Facilities, announced he would answer any questions. Ms. Wanner said this was comparable to the Wyandot pool in facilities and parking. She said the PUD rezoning text sets up the general parameters for development, noting areas for buildings and pazking as well as development standards. She said the Commission will be bound by the text, and at the final development plan, they will be told that their discretion is too limited to change anything. This has happened several times. She objected to the text language that states pazking will be provided "to the necessary level to support park uses." This leaves no Commission discretion for later. Mr. Hahn said the swimming pool in Earlington Pazk has 12,000 square feet of combined water area for the main pool plus wading pool. The paved parking contains 110 parking spaces, and it was planned with grass overflow parking for 50 vehicles. Mr. Saneholtz said he was concerned about providing adequate parking. He was familiar with the parking on the grass and elsewhere at Wyandot pool. Mr. Ritchie wanted clarification on the Commission's role tonight. Approving the concept plan was agreeable, but determining everything that could happen on the park ground was a completely different issue. Conceptually, it was a good idea, but he had many questions. Gary Gunderman said this is a PUD rezoning, and the most important issues should be addressed. He said this is a City project, and City Council has set a specific timeframe. The consulting team is doing the more detailed design while this rezoning is going through the system. The southwest community park has been along-established goal, and it did not seem to need a separate concept plan. He said the Commission may desire a higher level of detail, but that is not necessarily required under the Code for the preliminary development plan. This plan should establish the broad guidelines and issues critical to the Commission. Mr. Banchefsky suggested leaving the parking issue as subject to staff review. Having the City as an applicant is always a problem. He said a concept plan was totally non-binding. It should tell an applicant whether it makes sense to proceed with the more expensive part of the process. Tonight, the Commission is only effectively voting on the rezoning. When it comes back as a final development plan later, the Commission's job will be purely administrative. The only task is to assure the final development plan matches what was approved previously subsequently. He said whatever input the Commissioners had, should be made now. Mr. Ritchie said Dublin's greenspace corridor between Wilcox Road and Ballantrae was outstanding, and this is one of the last links. He said this piece of property had not been examined comprehensively. The entire area needs to be designed, not just the swimming pool. He was impressed with this entryway into the neighborhood, and the north side of the Woerner- Temple Road was outstanding. The south side of the road should compliment it. The proposed chain link fence did not reflect the "Dublin way." He said there should be more quality. Mr. Hahn said part of the fence line along the west property line goes through a stand of woods, and chain link is more flexible around obstacles such as trees. The intention is to incorporate it as part of the woodlot within the pool grounds itself. Where the pool site can be seen along the north, east, and west perimeters, a more ornamental type of fencing will be used. The traditional vinyl clad fencing will be used if tennis courts are added. Mr. Ritchie said that needed to be spelled out specifically in the text. The pool site should be designed comprehensively, and then developed incrementally. This is merely a swimming pool. 02-O~SZ Woerner-Temple Community Pool 6363 Woerner-Temple Road Dublin Planning and Zoning Commission - Minutes -July 18, 2002 Page 8 Ms. Boring said City Council decided to build another community pool, and this site was selected. At present, this is all the land that is currently available. The City needs to move forwazd with its goals if it has sufficient land. She said the Commission was in kind of a box, where this land has been purchased and a choice has been made. Mr. Sprague said Dublin may not get any additional land. Based on that, is this an appropriate usage, an appropriate design, or is it too intensive? There may be too much planned for this site. Mr. Ritchie said this is a visual corridor, and the swimming pool has a potential of being a visual ,~ impairment. He is concerned that it does not continue the greenway that started at Wilcox Road. Mr. Gerber agreed. The text is inadequate. Architecture is addressed by requiring it to be "coordinated" and "compatible with the design and intent of the surroundings." This is completely vague. He said the concept was great, but the rezoning is not even ready for the Commission's review. Mr. Ritchie agreed and said other applicants are required to do more. Ms. Boring said a very nice job has been done, and she hoped it would be perfect in the long run. This PUD, however, is too loose and has too many holes. Mr. Zimmerman agreed. He said the Council minutes were not in his packet. Mr. Hahn said City Council's direction was to build a family pool, without a heavy competitive emphasis, of up to 14,000 squaze feet. It will be an updated version in scope and style of the existing outdoor pool. It will have a zero depth area and an architectural package reflecting the community standards. A plain, cinder block building would not be approved by anyone, including staff and Council. He said the budget is based on the architecture and features within the pool fence as well as the design. Ms. Boring said she believed it will be done top notch. Dublin is more likely to put in too much, rather than fail to do enough. Strictly as a Commission member, however, she did not think this application would be acceptable from any other developer. She will go along with the majority. Mr. Gerber said the Commission has to do its job on the pool also. This is an A-1 concept, but he needs more information so he can perform his duties as a sworn Commissioner. He asked what can be done tonight to move this forwazd. Mr. Zimmerman said this application lacks structure, and he cannot visualize it. He wants to see what the concession stand and other buildings will look like. He asked for a list of materials. Mr. Messineo said he supports this proposal; it is a good use at this location. He said the text was too loose regarding required pazking, allowable fencing, and other issues. It permits too much leeway and is vague. It is not the job of the Commission to design this project. Mr. Gunderman said if the Commission wanted staff to bring back proposals at that level, they should let the staff know what level is expected. Mr. Sprague said the conceptual pazk master plan shows No. 3 is in two areas. He asked about its maximum limits. He said the final development plan could include tennis courts in that area, etc. The size of the pazking lot will be based on the facilities included in the final development plan. Parking is shown conceptually. Mr. Sprague said based on seeing the Earlington poollpazk, a basketball court, three tennis courts, plus picnic facilities, etc.,. parking need might exceed the proposed parking facilities. There have been pazking issues at the Earlington Park Pool. The parking area might be inadequate and seems to be strung out too far. Mr. Sprague asked about lot coverage. Mr. Sprague said another concern was having two pool designs and unknown square footage. Pool size will determine the amount of parking needed. Even a concept plan should include the pool size. The specifics on the materials and azchitectural design aze also needed. Everyone spent thousands of combined hours on Ballantrae's architectural theme and aesthetic consistency, and that standazd should be upheld here. He thought Dublin would do a good job, but it had to be ensured. Ms. Wanner said the text requires, "Development within this park will be consistent with the Dublin Zoning Code and Community Plan." It does not address lot coverage. She said typically, residential azeas generally have a maximum lot coverage of 40-60 percent. Ms. Boring noted the PUD gives the Commission the most discretion. The concern of the Commissioners is that the text is too loose. Mr. Sprague said the Commission needs to consider how this parcel fits into the overall area. Compazed to the Earlington Pool, there is substantial greenspace around the pool. He wants to assure there will be adequate greenspace at full development. This should not be squeezed, and perhaps too many uses are proposed for the limited site. He said specific materials, design of the building and pool, accessory uses, the parking lot, the numbers, and the lot coverage are needed. Mr. Messineo said that a site plan, landscape plan, architectural elevations (but not necessarily details) are needed. Mr. Sprague said a landscape plan was particulazly important, and screening along some non- residential uses is needed. The visual corridor and sight lines to the circle are important. Mr. Hahn said the pool has only been designed conceptually. He has a list of components and square footage at this point. The architecture and the site plan are now finalized, and he would like to get the land use established first. The level of detail being requested tonight will be available in the very final stages of final design, just before bid documents. He hoped to get input of this general design layout before proceeding into higher design areas. Mr. Hahn had expected approval of the land use tonight plus feedback from the Commission on its specific concerns. There have been a series of public meetings on pool components, length of lap lanes, design features, etc., and that feedback has been incorporated where possible. He needs feedback on the land use and overall layout, not the specific components of the pool. One had a zero entry area, and he prefers the other that has a separate kiddy wading pool because it protects babies and toddlers. Mr. Sprague said several private pools now require babies to use special swim diapers. He said the separate pool might make it be easier to regulate diaper usage. There was some discussion of roping off areas and lifeguard control of running, etc. Ms. Boring said she appreciated these comments and said such things had been discussed at City Council. Mr. Banchefsky read from the PUD contents section of the Code Section 153.056. He advised the Commission to examine those elements and to expect that general level of detail. The contents relate to location of all uses, useable areas, .traffic circulation, drainage, utility feasibility, maximum density and population, building sizes, basic engineering issues, relationship to the surrounding area, etc. If it does not meet that, this is a legitimate concern. Mr. Sprague said the Commission wants to process this in a timely way but needs more detail. He estimated there have been ten applications in the last two years on an unrealistic timetable. Mr. Hahn said he expects that such issues as determining whether there is a separate baby pool will be done elsewhere. There will be a very high degree of design work done at that point. He would rather not have to redesign the project to meet the Commission's needs late in the game. They have already had a fairly elaborate public input process. Mr. Sprague said Mr. Hahn should proceed with the most appropriate design, based on his expertise and consultants, and present it on an interim basis. The Commission will look at it and give feedback. He said a subcommittee to assist in that task was possible. Ms. Boring- said that as a Council, they were given several different choices. She said for the budget, which has been exceeded, this is what they chose. She said the square footage was not provided because of the budget restraints. She said Council wanted the slides and diving boards. Ms. Wanner said the concept plan was directly based on the color drawing. Mr. Gunderman said in terms of flexibility, the exact precise square footage of any building at the preliminary development plan/rezoning stage is not expected. It is supposed to be vague. Mr. Sprague said they should know within 30 to 40 percent the square footage. Mr. Sprague said "time line" is used as an excuse too often, and the Commission does what it can to cooperate. The Commission does not expect this project to be completely designed next time, but the City has to be treated like every one else. A timetable that is inconsistent with the review requirements is not the Commission's problem. Mr. Gerber agreed. He understood Mr. Hahn and did not want to redesign the pool, but the rezoning text needed more substance than that presented. He said another applicant with a similar problem was told at the last meeting to request tabling or expect disapproval. Ms. Boring made the motion to approve this concept plan because it is based on the work by City Council and the accepted budget.
