AN ORDINANCE AMENDING SECTION 35.32 OF THE
CODIFIED ORDINANCES OF THE CITY OF DUBLIN TO
MODIFY THE DISTRIBUTION OF THE HOTEL/MOTEL
TAXES RETAINED BY THE CITY OF DUBLIN.
WHEREAS, City Council, as part of its 1997 goal setting process, requested that the
Finance Committee of Council review the distribution of hoteUmotel tax funds; and
WHEREAS, City Council, based on the recommendation of the Finance Committee of
Council, has directed the Administration to prepare legislation to further consider the
distribution of hoteUmotel tax revenues; and
WHEREAS, the Dublin Arts Council (DAC) has expressed a desire to have a more
predictable level of funding in order to complete along-term financial plan; and
WHEREAS, it is also anticipated that having an established level of funding will assist
the DAC in obtaining other grant funding; and
WHEREAS, the Administration has discussed funding options with representatives from
the DAC; and
WHEREAS, an option to fund the DAC at 25 percent of the actual revenues from the
hoteUmotel tax fund for a three year period, commencing in 1998, will provide the DAC
with an established level of funding for the three year period and will increase their
funding compared to recent grant awards; and
WHEREAS, the Arts enhance the quality of life of a community, promote tourism and
economic development; and
WHEREAS, it is necessary to amend Section 35.32 of the Codified Ordinances of
Dublin to reflect this modification.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State
of Ohio, _~ of the elected members concurring that:
Section 1. The Dublin Arts Council receives 25 percent of actual revenue from the
hoteUmotel tax fund for a three year period commencing in 1998.
Section 2. After the initial three year period this funding method would be evaluated.
Section 3. The DAC would continue the Art in Public Places program as it is currently
structured.
Section 4. The DAC will become the organization through which all arts grants are
directed.
Section 5. City Council would appoint, as their representative, one member to the DAC
Board.
Section 6. On an annual basis, in conjunction with the fall review of hoteUmotel grant
applications, the Finance Committee will review the DAC's subsequent year's budget and
their current long-term financial plan.

Section 7. That based upon the Finance Committee's review and the revenue estimates
for the three year period, a recommendation by the Finance Committee to City Council
maybe made to modify the subsequent year's distribution to the DAC.
Section 8. That this Ordinance shall take effect and be in force in accordance with
Section 4.04(a) of the Revised Charter.
