AN ORDINANCE AUTHORIZING A NEW POSITION
(COMMERCIAL PLANS EXAMINER/ARCHITECTURAL PROJECT
MANAGER) WITHIN THE DIVISION OF BUILDING STANDARDS
AND AMENDING SECTION 2 (WAGE & SALARY
STRUCTURE/ADMINISTRATION) OF ORDINANCE 98-96
(COMPENSATION PLAN).
WHEREAS, Council has determined that the need exists for a new Commercial Plans
Examiner/Architectural Project Manager position within the Division of Building Standards;
and,
WHEREAS, Council has determined that said position is necessary to enhance the
effectiveness of the services provided by said Division.
NOW, T.~REFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~_ of the elected members concurring:
Section 1. That a new Commercial Plans Examiner/Architectural Project Manager position
is hereby authorized.
Section 2. That Section 2. (WAGE & SALARY STRUCTURE/ADMIl~TISTRATION),
subsection A is hereby amended to include the following classification title and corresponding
pay grade under the Planning, Development & Zoning categorical heading contained therein:

i n 3 That an amendment to the 1997 appropriations shall be submitted after the annual
salary and benefit costs have been determined.
i n 4 That this Ordinance shall take effect and be in force at the earliest point permitted

Re: Creation of a New Commercial Plans Examiner/Architectural Project Manager
Position (Ordinance No. 134-97)
Attached for your consideration is Ordinance No. 134-97 authorizing a new position (Commercial
Plans Examiner/Architectural Project Manager) within the Division of Building Standards and
amending the City Compensation Plan to establish a pay grade for this new job classification.
The primary functions of this new position would include:
- the examination of commercial building construction plans for all private construction within
the City to ensure compliance with all relevant provisions of the Ohio Basic Building Code
and other applicable federal, state, and local codes and ordinances;
serving as the City's "in-house" Architect for City-owned building constnaction/renovation
projects under $300,000 in value, preparing the plans and specifications for such projects,
evaluating bid submissions, and managing such projects from start to finish (projects over
$300,000 in value would be designed and managed by an outside architectural firm with
assistance from Peter Lenz, Director of Building Standards);
providing technical support regarding architectural issues to the Division of Planning during
the planning and zoning review process, lending professional expertise in evaluating the
appropriateness of architectural style, features, texture, and color of materials, etc.
associated with proposed private development projects; and
- providing technical support to the Division of Grounds & Facilities regazding facilities issues
requiring azchitectural expertise, lending professional expertise, reference material, etc.
regarding such issues on fixtures and operating/mechanical systems.
The proposed breakdown of time to be allocated to the above functions is as follows:
- 40% Commercial Plans Examination;
- 35% Architectural Project Management;
- 15% Technical Support to the Director of Planning;
- 10% Technical Support o the Division of Grounds & Facilities.
Staff believes creation of this new position is justified for the following reasons:
External Customer Service -would allow the City to provide more
responsive commercial plan review services to the community. (There have
been performance issues in the past with the City's contractual services
provider in terms of timeliness.)
Internal Customer Service -would allow the Division of Building Standards
to provide more responsive architectural project management services to
other Divisions for building/facility renovations (e.g. carport, Service
Complex, City Hall, etc.). (It is anticipated that the volume of such
renovation projects will continue to grow as the number of facilities also
grows.)
Cost EtTectiveness -the City could hire a licensed, professional Architect to
perform commercial plan review, architectural management, and the other
previously referenced duties at a slightly higher annual cost than is presently
incurred by the City for outside commercial plan review services alone. (The
City expends $30,000 - $35,000 annually on outside commercial plan review
services and anticipates hiring a licensed, professional Architect to fill this new
position at an annual salary in the range of $40,000 - $45,000.)
„~.., The Division of Human Resources/Procurement has factored this position by using the new point-
. factoring job evaluation system, and this position falls within the range of points delineating pay
~., grade 8 ($34,851 - $52,276) within our established salary structure. Staff would, therefore,
recommend that pay grade 8 be assigned to this new position/classification.
As a side note, it should be mentioned that Staff has taken the initiative to design and place
recruitment announcements concurrently with seeking formal approval from Council. Staff chose
this course of action based upon the strength of the justification presented by Mr. Helwig (Director
of Development) and Mr. Lenz (Director of Building Standards).
Also as a side note, the salary budget for the Division of Building Standards does not contain
funding for this new position; therefore, an amendment to the 1997 appropriations will be submitted
after the actual salary and benefit costs have been determined.
