AN ORDINANCE ACCEPTING THE LOWEST/BE5T BID
FOR THE
MISCELLANEOUS TRAFFIC SIGNAL IMPROVEMENTS, 1997
AND DECLARING AN EMERGENCY
WHEREAS, bids have been received for the Miscellaneous Traffic Signal Improvements,
1997; and
WHEREAS, the lowest and responsive bid is from M.P. Dory Company of Columbus, Ohio
in the amount of $105,386.98; and
WHEREAS, in an effort to address traffic concerns and meet commitments made by the City
in an Economic Development Agreement with Ashland Chemical, the City has determined an
urgent need of signalizing the following two intersections: Rings Road and Paul Blazer
Parkway; Rings Road and Frantz Road; and additionally at Muirfield Drive and Tara Hill
Drive; and
WHEREAS, the City of Dublin has completed design and has budgeted for construction of
these improvements as appropriated in City Ordinance 103-97.
NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of
Ohio, f of the elected members concurring:
e i n 1 That the bid of $105,386.98 from M.P. Dory Company be and hereby is,
accepted.
ion 2 That the City Manager and Finance Director, be and hereby are, authorized
to enter into a contract with said firm for the Miscellaneous Traffic Signal Improvements,
1997 project.
Section 3. That this Ordinance be, and the same hereby is declared to be an emergency
measure in order to allow for safe and efficient movement of traffic, and for further reason
that this project should be initiated as soon as possible, and therefore, this Ordinance shall
take effect and be in force immediately upon its passage.

Memo
On September 9, 1997, bids were received, publicly opened and read for the subject project. Attached please
find a copy of the bid results.
M.P. Dory Company submitted the lowest and responsive bid for the project. Their bid price was
$105,386.98. One other bid received from Jess Howard Electric Company in the amount of $95,963.00 was
not accepted because their bid was submitted with a construction completion date beyond our required
` completion date. The Engineer's estimate was $97,000.00.
M.P. Dory Company is currently finishing work on the City's Emerald Parkway Phase 3 & 4 and they have
completed other projects in the past. I find M.P. Dory Company to be a responsible and reasonable contractor
and I recommend approval of their bid.
Attached is an ordinance for approval by City Council.
