REQUEST: Review and approval of a revised preliminary development plan for the Metro Center PUD, Planned Unit Development District, to include another hotel parcel. The specific proposal is fora 57,000 squaze foot, four-story, 102- room hotel with 1, 200 square feet of conference space on 2.678 acres located on the northwest corner of Metro Place North and (proposed) Upper Metro Place. The revision of the preliminary development plan is governed by the PUD, Planned Unit Development District, regulations of Section 153.056 STAFF CONTACT: Kim Littleton, Planner. UPDATE: This case was tabled at the June 4, 1998 Commission meeting after a long discussion. The Planning Commission was unable to heaz this case at its July 16,1998 meeting due to the late hour. The Commissioners requested that the building materials be upgraded to better match buildings in Metro Center. Suggestions included using aneutral/ natural colored standing seam metal roof, increasing green space, adding more visual interest to the facade, adding more landscaping, using less stucco, removing the parallel pazking spaces and blending the heating/cooling units into the building. BACKGROUND: Metro Center is zoned PUD and has been developed as a high quality office park with a blend of architectural styles and extensive landscaping. Hotel, bank, and restaurant uses have also been approved through the original plan and refinements to the Metro Center preliminary development plan. This rezoning proposes a revision to the overall zoning plan for Metro Center to include •. Dublin Planning and Zoning Commission Staff Report -August 6, 1998 Page 2 a fourth hotel. The subject parcel has been designated as an office site since the outset of the Metro Center Plan. Two previous revisions to the Metro Center Plan added hotel sites (Residence •--M Inn and Extended Stay). ., A revision of the preliminary development plan is a rezoning, and is the second stage of the three- step PUD process. The Planning and Zoning Commission is to determine if the revised plan properly establishes the permitted uses, development standards, general site layout, building materials, utilities, landscaping, tree preservation, and that it adheres to the Community Plan. _. ... Following:a.recommendation by:ahe Planning Commission on this rezoning application,~a public heazing will be held at City Council and a vote will be taken to approve or deny the zoning petition. Atwo-thirds vote will be necessary to override a negative recommendation from the Commission. If approved. by Council, the rezoning will take effect in 30 days. All development will -be subject to final development plan approval by the Commission prior to the start of construction. CONSIDERATIONS: • This 2.678-acre site is roughly rectangular in shape and has 250 feet of frontage on Metro Place North. It will soon be a corner lot with approximately 450 feet of frontage on (future) Upper Metro Place. The site is generally flat with a large earth mound (temporary topsoil storage) at the north end of the property. An intermittent fence row also exists along the north property line. The CMHC Systems building is to the west and the Extended Stay America hotel is to the east, across the new road. To the south are the Metro I through Metro IV buildings. To the north is undeveloped land within the recently ,,~„, approved Upper Metro Place plat. • The site is zoned PUD for office use. The approved preliminary development plan for „~,,, Metro Center has been revised several times and indicates this site is zoned for office use and to establish specific standards. According to the submitted text, the proposed revision will change it to motels. The text needs to reflect one motel use for this site. The proposal is a hotel with 102 rooms and 1,200 square feet of conference space. The conference area and a small restaurant area sized for the use of hotel guests. Sites to the east, west, and south aze part of the Metro Center PUD. The property to the north is zoned CC, Community Commercial District. • The 57,151 squaze foot building is T-shaped with a covered entrance and three open landscaped courtyards and terraces facing east, towazds Upper Metro Place Drive. The four-story building is 49 feet tall as measured to the midpoint of the lower hip style roof. It is about 58 feet to the peak. The roof has a 6/12 pitch. A one-story pavilion centered on the east side of the building serves as the main entrance. _ • The lack of any pedestrian/bike path system in Metro Center has resulted in pedestrians, bikes, and automobiles all using the public street. Staff requests that the owner of this site work with other Metro Center owners and the City on a future plan for a coordinated pathway system. This commitment needs to be included in the text. • Access is from one curbcut on Metro Place North and another curbcut on Upper Metro Place. The Metro Place North access is approximately 250 feet from the intersection of ,...~ Metro Place North and Upper Metro Place. The second access is directly aligned with the proposed access to Extended Stay Hotel. The exterior is primarily composed of red brick with a reduced amount of off-white stucco. The window frames, air conditioning grills (below windows), fascia, and trim color are white. Staff recommends that the color of these architectural features be coordinated with either the stucco or roof color. The text states that brick will dominate the base of the building up to a height of 27 feet. The total wall height up to the eve is approximately 36 feet. Brick `""'~ accounts for approximately 65 percent of each elevation (excluding windows) of the four- - story section. The east elevation (with the one-story brick pavilion) and the south ... elevation,~all show;,the most interesting~facades.. 'I'he~:west elevation has three; gabled wall ` ~ ~-~ plane projections extending approximately three feet. The north side of the building shows - a stairwell and.room bay projection.of approximately.-nine-feet. Light-bronze,-standing - - . ..seam.. metal .material is proposed for the roof. This color should be as neutral as possible - in order. to match other standing seam roof colors in Metro _Center. Chimneys are shown on the four-story section and pavilion.. All chimneys should match the primary building material (masonry). The architecture of this building .needs to coordinate with the architecture in Metro Center. Material samples will be available at the meeting. • A total of 118 parking spaces are required by Code, :based on 102 hotel rooms, 1,200 square feet of conference area (1 per 150 square feet) for exclusive visitor use, and the estimated number of employees on the largest shift (eight). The plan shows 112 spaces, or six spaces less than required by Code.. The peak demand period- for motel parking is typically the opposite of office uses. The number of rooms/conference space would need to be reduced or additional parking spaces provided on the adjacent CMHC site. An agreement between CMHC and the applicant to provide additional parking would need to be made a part of the rezoning text. • The. proposed finished floor elevation is not given, and a grading plan has not been submitted. As an infill lot, it will be important to coordinate the grading at the final development plan. ••~ • A landscape plan has been submitted with this revised site p1an..A11 landscape treatment and plant material should be.coordinated with other Metro Center sites and a statement to this effect incorporated into the text.:The.amount of interior lot landscaping needs to be increased and the planting islands enlarged to at least seven feet in width. This may result in a further reduction of the space available for parking Street trees along the future road will .be planted as part of the. road construction. ~ All heating and,ventilating equipment needs to be screened from view and all landscaping .needs to be consistent with the Landscape Code. • A fence row is located along the. north property line and should be identified on the landscape plan and an existing tree is located along Metro Place North. A tree - preservation plan should also be prepared, and site grading will need to be quite limited near the north property line. • Maximum allowable lot coverage is 70 percent. The building footprint, parking area, sidewalks and other impervious surfaces will cover approximately 65 percent of the site. • An antenna or satellite dish is not shown on the site plan. All dish antennae over three feet in diameter require a separate approval (Special Permit) through the Board of Zoning Appeals. ..r Qublin Planning and Zoning Commission Staff Report -August 6, 1998 Page 4 • Two, 42 square-foot, internally illuminated ground signs, that are six feet tall, are proposed along Metro Place North and Upper Metro Place. The signs have four colors instead of the maximum three requited by Code -white, translucent background, red and black letters and a tan accent band. To comply with Code, the translucent background needs to be opaque. Two ground signs totaling 66 square feet in area are permitted by Code for this site. The sign along Upper Metro Place appears to be set back less than the minimum eight feet required by Code. The tallest ground sign in Metro Center is approximately six feet high, and the largest ground sign is approximately 36 square feet. . - ~S.ignage needs to conform to the Sign Code and be in keeping .with: the .area. • The proposed-building is set back approximately 120 feet from the centerline of Metro Place North. .The canopy setback from Upper .Metro Place Drive. is SO feet. Parking is proposed around the entire building and set back 50 feet from Metro Place North and 30 .feet from the proposed access road: This is consistent with development in the area. The parking setback from-the north property line varies (to accommodate the existing tree row) from approximately six feetat the western edge to 27 feet at the eastern edge. A six-foot parking setback may not be adequate to accommodate the required parking lot screening. For comparison purposes, the minimum parking setback is 10 feet from the west and north property line for the Extended Stay Hotel. Minimum building and parking setback dimensions from the property line orright-of--way should be incorporated into the text and be consistent with the site plan. • An existing ten-inch sanitary sewer is located on the north side of Metro Place North. It is adequate to service this development. A 12-inch water line, located on the north side of Metro Place North, is adequate to service this development. • Stormwater management for the site will be incorporated into the overall stormwater management plan .for .Metro Center and will comply with Dublin's Stormwater Master Plan. "'~'" TheBusiness Retention:and Expansion Survey of 1996 indicated a need for additional hotel rooms in Dublin. The lack of adequate conference space for business meetings was also cited as one of the top four business issues to address. STAFF RECOMII~NDATION: The proposed hotel use is consistent with the balance of Metro Center and is .well situated to serve the business ..community. The .applicant has ~ worked ~° diligently to ° address the remaining architectural and site plan concerns since the previous meeting. Rezoning Application 98-036Z -Revised Preliminary Development Plan -Metro Center - Iiilton Garden Inn - 500 Metro Place North Kim Littleton presented this revised preliminary development plan for another hotel in the Metro Center PUD. The proposed use is a 102-room hotel with 1200 square feet of conference area. The site is 2.5 acres on the northwest corner of Metro Place North and Upper Metro Place (under construction). This case was discussed and tabled on June 4 and tabled without discussion on July 16. The Commission suggested using natural colored standing seam metal roof, increasing green space, adding visual interest to the .facade, adding landscaping, using less stucco, removing the parallel parking spaces, and disguising the heating/ventilating units on the exterior. Mr. Littleton said Metro Center is a high quality office park with extensive landscaping. The architecture in the park is eclectic. Mr. Littleton showed several slides. There is an existing tree row along the north property line. The proposal is a "T" shaped building with one-story and four-story components. The plan has outdoor terraces, landscaping, and parking for 112 cars. The Code requires 118 spaces, but there is to be an agreement with CMHC [distributed to the Commission] regarding shared parking for the additional spaces. The setback along the property line is 10 feet with the exception of a corner which is 6 to 7 feet. The applicant has agreed to increase that setback and to add more landscaping as a buffer. Mr. Littleton said the elevations indicate two main materials. The lower three stories will be brick, and the fourth level will be stucco. The roof material is standing seam metal. The building is approximately 58 feet to the peak and 49 feet to the roof mid-point. The brick is a dark brick with anoff--white stucco. The trim will light, as will the air conditioning grills. The HVAC units for the rest of the building will be screened from view. Two ground signs are proposed. The example is 42 square feet and is less than 6 feet high, which is consistent with Metro Center. However, the combined area cannot exceed 66.6 square feet. The copy on the sign needs to be opaque and can only have three colors. Four are now shown. Mr. Littleton said the applicant has several alternative ideas. Regarding, chimneys, the staff report recommends coordination of the building materials and colors. Two chimneys are shown, and staff believes they should be brick, not dryvit. The applicant suggests more detailing on the dryvit material. He said there is agreement on coordinating the colors. "~"" George Peplow asked if fixing the parking deficit will reduce the interior landscaping. Mr. Littleton said staff has not completed review of the revised landscape plan. The island width and "~ number of islands will be investigated. The plan is short by six spaces, and some additional island area may be needed. Jce Harian discussed the two chimneys on the four-story building. The plan proposes using dryvit for these, and staff prefers using brick. Mr. Littleton said the plan has 112 spaces. The Code requires one space per room (102), plus one per employee, etc., requiring 118 spaces. The conference space will be strictly for internal use and will not require more parking. Wider landscaped islands are needed to accommodate the plant material. Staff has been working with the landscape architect on the internal space while maintaining the same parking count. Staff thinks additional islands will be needed. Mr. Fishman believes 112 spaces will be inadequate for 102 rooms. Mr. Littleton said only 6 to 8 employees work the largest shift. Mr. Littleton said this hotel has limited services. Reducing landscaping in order to add parking would move this application in the wrong direction. Mr. Littleton said there are three chimneys. On the north side of the main building, they have two chimneys on the roof of the four-story building. Mr. Lecklider said that they would rise out of the standing seam roof. Mr. Littleton said it would be nice if they match brick, but stucco is proposed. They are vents, not really chimneys. ., Jim Sprague asked if the conference area will be for internal or exterior use. Mr. Littleton said hotel guests will use it. Mr. Lecklider asked if the parking spaces meet the width and length requirements. Mr. Littleton said. they now meet Code. Mr. Littleton said that white window framing and grills to match the building are proposed. They are using white window frame and the trim which includes the facia on the roof and around. the door, etc. on the entire building. Staff recommends using a darker color to match either the roof or the dryvit to reduce the number of colors on the building. Mr. Lecklider noted that white grills were proposed, but the renderings show a dark color. Mr. Littleton said that the framing and the grills are one unit. The standardized unit will be one color. He confirmed that there was not a reduction in brick since the last presentation. Mr. Littleton said the lot coverage is 56 percent, and the reference to 65 percent was an error. Mr. Lecklider said since the July 16 report, the signs were reduced in height but increased in square footage. Mr. Littleton said originally the sign had a larger base and smaller sign face. To comply with Code, they must reduce the sign area. Mr. Lecklider asked if staff is concerned that the green space to the north will reduce parking? Mr. Littleton said there is enough room to move the parking spaces and to widen the area by about 4 feet to give 10 feet for landscaping. Mr. Lecklider asked that in the text submitted references a 102-room, three story hotel. Mr. Littleton said it is four stories. Staff is recommending text changes to make the description more generic and to require the landscape theme of Metro Center, etc. The text needs to be consistent with the plans submitted. The text needs to reflect the current plans. Bob Rasche, with 12ashun, Hogan, Ota, Rasche Architects, presented renderings showing the hotel with brick on the lower three stories and (EIFS) dryvit on the fourth story. Mr. Rasche showed a brick sample. The window treatment color will be the white to match the stucco color. All the windows would be the white color with white window trim and louvers on all floors. There will be brick, EIFS, taupe colored metal roof and the white trim. The chimneys on the four-story building would be coming out of the standing seam roof. On the pavilion, the fireplace is located in the entry lobby and the chimney comes out of the middle of the one-story roof. On an outside wall, it could be all brick. In the middle of the roof it will not work, and they prefer an EIFS finish on the chimneys. They are willing to do detailing to the satisfaction of the Planning Department. The new landscape plan has islands with the 7-foot clear area for planting. No parking is .lost. Along the northern tree row, the last three or four spaces of the last row of parking can be moved. The signs will be 33 square feet to meet Code and be opaque. Mr. Lecklider asked if the applicant agreed to the 13 conditions. Mr. Rasche said they hope to work with staff concerning the details of the chimneys. They agree to the other conditions. There was some discussion of the two shades of brown being proposed for the roofing. Mr. Rasche said the window trim will match the EIFS color, which is off white. Mr. Littleton said staff recommends using either the roof color or the EIFS color. Dublin Planning and Zoning Commission Minutes -August 6, 1998 Page 5 Mr. Fishman strongly preferred brick chimneys. The stucco makes them look like boxes on the roof. Stucco chimneys look very bad over time, and he wanted a better solution. He noted the off-white trim is very bright and will contrast against the brick. Mr. Rasche said the EIFS tends to be bright for the first six months, but the color tones down over time. Mr. Rasche said they will explore different colors or detailing of the chimneys, according to staff. Mr. Fishman said the site seems very tight, and Metro Center is usually open and green with water features. Mr. Rasche said that Hilton feels there is adequate parking with one space per room, and there is an agreement for shared parking. Laura Esterline, Operations Manager, said she has spoken with the neighboring owner. They have an agreement to share 12 parking spaces. There will be a walkway from the hotel to CMHC. Mr. Littleton said the site plan meets the green space requirement, but it is still short on interior island area. Mr. Fishman said islands are very important. Mr. Littleton said they are and will need to comply with code. Mr. Harian said the south elevation has many more windows than the north elevation, and he preferred the look of the south elevation. Mr. Rasche said the north side houses the stair tower. They turned the guestrooms to face the street, in order to improve its appearance and prefers to keep the north side as shown. Mr. Harian said the window trim would be fine matching the stucco. He understood the reasons for not using brick on the four-story chimneys, but he thought the lower one should be brick. Jim Sprague asked about screening of the HVAC on the north elevation between the tower and the main structure to the satisfaction of the Planning Department. Mr. Rasche said landscaping and fencing will screen all equipment. Mr. Rasche said that all the equipment is tucked close to the building and will be completely screened from the parking area. Mr. Sprague preferred air conditioning grills that are darker and that match the brick. Mr. Rasche said that generally the traffic is intermittent throughout the day. Mr. Sprague expressed his preference for the buckskin color roof. Mr. Rasche said that they would use insulated clear windows. Mr. Lecklider expressed concern for the pool area and its visibility from the street. Mr. Rasche said it may be screened with landscaping. It would be like the entry pavilion that has large windows and would be lit at night. Mr. Lecklider liked the fourth floor elevation where the grills match the EIFS, but he is unsure about the look of the lower floors. Mr. Rasche said Hilton wants to use the white color on all window treatments and the grills. Regarding mortar, Mr. Rasche said the sample is not a real piece of mortar. It will be more natural looking and be more closely matched to the EIFS. Mr. Lecklider expressed some concern that the parking agreement is only for one year. Mr. Littleton wants ayear-by-year agreement based on performance. Typically, the parking agreement is part of the text. There is typically an easement and a connecting walkway as well. Dublin Planning and Zoning Commission Minutes -August 6, 1998 Page 6 Ms. Esterline said CMHC will grant an indefinite parking agreement, and if it is a concern, Hilton will agree to that. ,r Regarding retention, Mr. Littleton said Metro Center has an overall storm water management plan, and this site would have to comply with the plan. This will plug into the Metro Center plan. Mr. Fishman said Hilton has made a great effort. The signs conforming to Code and the chimney treatment are both important. He favored a darker trim color, especially on the lower three floors. This is quite dense for Metro Center and he .feels it should add something special. Mr. Harian said this building is 65 percent brick and will coordinate well with Metro Center. He prefers a brick chimney on the first floor and detailed stucco on the higher one. He is glad the landscape plan is being redone and wants proper placement of the plantings. Mr. Sprague said this is a very interesting design. The lot size presents some problems. He would like the lower grills to match the brick and prefers the buckskin roof. Mr. Sprague said that the grills be closely matched to the brick color as possible. Mr. Peplow also preferred the buckskin color and at least a brick chimney on the one-story element. He preferred the lighter trim color. Mr. Lecklider said signs need to conform to Code. This site presented some challenges, but he does like the landscaping. The chimney compromise is a good idea. He said the air conditioners, framing and louvers should not be obvious. There should be the appearance of one piece. The Commissioners agreed that the lower chimney should be brick. Mr. Fishman wanted something special, such as a water feature or lots of tries, on the site. Mr. Harian said he would like to see the windows a lighter color. Mr. Sprague said that he would like a color that matches the brick for the lower floors, with the fourth floor optional. Mr. Peplow preferred the lighter color. Ms. Esterline agreed to the brick chimney on the first floor building. Hilton wants the light color window treatment. She said the property will be "over-landscaped." She would like to work with staff on the landscaping. Mr. Fishman said that there are a lot of older, nice trees in the Metro Center, and landscaping is a huge feature. Mr. Sprague said that they need a more permanent parking agreement. Ms. Esterline said it would not be a problem to extend the agreement. Mr. Rasche agreed to use brick on the one story building and use appropriately detailed chimneys on the four story building. He agreed to exceed the landscape code as acceptable to staff. Mr. Rasche agreed to all conditions as modified. Mr. McCash noted that the site did not meet several Code requirements. There are also concerns about the elevations, the building footprint, and the parking lot configuration.. There were no photographs of a hotel with a standing seam roof. Mr. Fishman said the open feeling. of Metro Center is very important to preserve. The Hilton group-has developed in-.many places-and he was confident they can-meet the local standazds. Mr. F.astep wanted more green space. He would prefer a standing seam roof in a natural tone, as it would be very durable and high quality. He wanted all staff concerns to be addressed. (Tabled 7-0.) r. ~. 98-036Z Revised Preliminary Development Plan Metro Center-Hilton Garden Inn 500 Metro Place North Introduction It is the intent of Pacifica Companies to request a re-zoning of the 2,679 acres located on the north side of Metro Place North in Metro Center. The parcel is located immediately west of 450 Metro Place North (Extended Place America) in the P.U.D. district. It is requested that the City of Dublin allow the use of a hotel on this parcel. The intent of the proposed hotel is to assist in catering to traveling business individuals by providing pleasant accommodations for their comfort while in Dublin. The proposed development will have.frontage on the proposed Upper Metro Place access road to the Capital Square, Ltd. Property north of the site. The planning staff has requested that our design be sensitive to the landscaping along the street side. Our efforts to achieve this are consistent with the ESA property to the east of the proposed access road. The developer and RHOR Architects, Inc. are committed to providing an esthetically pleasing and elegant enhancement to what we would consider an attractive office park with great potential for future growth and stability. Description of Architecture RHOR Architects, Inc. on behalf of Pacifica Companies, is proposing a 102 room four (4) story hotel located on Metro Place North in the Metro Center. The exterior of the building will feature a combination of brick masonry veneer and a painted stucco system, that will be coordinated with the architecture in Metro Center. The brick masonry will dominate the first three floors of the building up to a height of approximately 27'-0" and will be capped with a band of synthetic stucco at the top floor. Roof will be Berridge metal standing seam; buckskin. Stucco to be natural white with trim, fascia and air conditioning grills coordinated to match stucco. Brick to be Glen Gerry Heartland Series, Shelby. Chimneys on the one-story structure will be brick. Chimneys on the four-story structure will be of another material with appropriate details and subject to staff approval. This is a new product line from Hilton and is known as the Hilton Garden Inn. It functions primarily as a limited service hotel with the added features of a dining room and bar for hotel guests. We feel that the proposed development of the hotel lends itself to Metro Place. It will serve the purpose of providing comfortable lodging for out-of--town business travelers as well as an attractive statement intended to compliment its surroundings. Page 2 Proposed Uses It is intended that one hotel will be permitted on the development site. All of the guidelines and provisions set forth in the City of Dublin Zoning Code and other development regulations regarding land usage shall be adhered to by the developer/owner. Proposed Provision of Utilities Water, natural gas, electric and sanitary sewer are available to the site along Metro Place North. Storm water management solutions shall be submitted for review and approval by the City Engineer at Final Development Plan submission for this development. All civil engineering including utilities, grading and drainage shall be performed by a registered professional engineer in the State of Ohio. Proposed Traffic Circulation Access to the property will be provided at the southwest corner of the site off of Metro Place North as well as the north end of the site along the proposed Upper Metro Place. The latter access shall be directly in line with the proposed access .:v, drive intended by ESA. The proposed access points provide good site circulation due to the fact that they are at opposite ends of the site. This allows potential ~~ patrons to pass in and out of the property easily with minimal disruption to Metro Place traffic. Development Standards 1. Project Density • The ground floor plan shall incorporate 18,355 s.f. on 2.6 acres with 45,871 s.f. of asphalt and 12,371 s.f. of sidewalks. This constitutes 76,597 s.f. (65.8%) of the total 116,370 square foot site. 2. Parking • 112 parking spaces have been provided. • Free standing handicap signs shall be installed per Section 351.04(e) of the Dublin Codified Ordinances. • Refuse enclosures shall be installed as required for this use and shall be screened from view per City of Dublin's requirements. • A permanent parking agreement with the adjacent property (CMHC) has been executed to provide additional spaces. Lighting • All parking lot lighting shall be cut-off type fixtures and shall be in '~""' compliance with Dublin Lighting Guidelines. • PedestriaN walkway lighting shall be low cut-off type fixtures and shall be designed in such a way as to eliminate unnecessary light pollution. 4. signage • Two (2) freestanding monument signs shall be located at the on-site drives off of Metro Place North and Upper Metro Place. All signage and graphics meet the sign code and shall be integrated with the building design. It will also respond to existing monument signage at adjacent properties and be no higher than six feet. • All monument signs shall be internally illuminated or washed with ground mounted lighting so as not to interfere with safe vehicular movement. 5. Setbacks • The building setback along Metro Place North shall be (120) feet with parking setback at (50) feet landscaped consistent with the current theme along Metro Place North. • The building setback along Upper Metro Place shall be (50) feet with parking setback at (30) with full landscaping consistent with the east side of Upper Metro Place. • Minimum parking setback at the north and west property lines will be ten feet. Landscaping The landscaping plan will utilize a wide variety of plants and shrubs to achieve a well balanced site consisting of building mass and vegetation. All reasonable effort will be made to maintain existing trees and shrubs for use in the design. A street tree program shall be maintained as well as sight triangles and distances. All landscaping will exceed code and be coordinated with surrounding sites. Parking areas will be screened from Metro Place North and Upper Metro Place with a combination of mounding and shrub/ tree placement. Landscaping will be strategically placed within the parking lot areas to provide relief and visual breaks from parking spaces. There currently is no pedestrian/bike bath system in Metro Center. The developer/owner will work with other Metro Center owners and the City to establish a pathway system.
