AN ORDINANCE ACCEPTING THE LOWEST/BEST BID
FOR
PAINTING OF THE
,,,,., POST ROAD AND AVERY ROAD WATER TOWERS
AND DECLARING AN EMERGENCY

WHEREAS, bids have been received for the painting of the Post Road and Avery Road
water towers; and
WHEREAS, the lowest/best bid is from R & M Sandblasting of Gibsonia, Pennsylvania in
the amount of $282,000.00.
WHEREAS, the Post Road and Avery Road water tower schemes were previously reviewed
and approved by Dublin City Council; and
WHEREAS, painting of the water towers is essential in order to prevent exterior rusting and
upkeep of the City's infrastructure, and enhance the aesthetics of the water towers and quality
of life in Dublin; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as possible
so that painting can be completed during the summer of 1997.
NOW TH>~REFORE BE IT ORDAINED, by the Council of the City of Dublin, State of
~ Ohio, ~_ of the elected members concurring:
Section 1 That the bid of $282,000 from R & M Sandblasting and Painting be, and
"'"' hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a contract
with R & M Sandblasting and Painting for completion of the said prof ect pursuant to the bid
specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is declared to be an emergency
measure, so that construction can be completed in the summer of 1997, and for the
preservation of health and welfare of the residents of this City, and therefore, this Ordinance
shall take effect and be in force immediately upon its passage.

SUBJECT: Painting of Post Road and Avery Road Water Towers - Ordinance No. 77-97
DATE: May 8, 1997
Last year, Dublin City Council reviewed and approved color renderings of the Post Road and Avery
Road water tower painting schemes. As a result, funding in the amount of $300,000 for the painting
of the Towers was included in the 1997 operating budget. Subsequently, constructionplans, contract
and bid documents were prepared for bid letting.
On May 7, 1997 four bids were received, publicly opened and read for the painting of the Post Road
and Avery Road water towers. The bids were received as shown on the attached bid form. It is
recommended that the lowest/best bid of $282,000 be awarded to R & M Sandblasting and Painting
of Gibsonia, Pennsylvania . The City Engineer's estimate was $354,450.00.
Attached is an Ordinance for City Council's approval by emergency action, so that painting may
begin and be completed this summer.
