Form No. 30043 76-97 Passed-- -- - --- --- --- -- -19- ---- - Ordinance No._______________________ AN ORDINANCE ACCEPTING THE BID FOR THE EMERALD PARKWAY PHASE I AND PHASE II LANDSCAPING PROJECT WHEREAS, the City of Dublin has entered into Tax Increment Financing/Economic Development Agreements with Cardinal Health, Inc. (CHI) and The Alter Group/Air Touch Cellular (Alter) which provided for the City to construct Emerald Parkway Phase I and Phase II, including landscaping; and WHEREAS, the roadway construction of Emerald Parkway Phase I and Phase II is scheduled to be completed this summer; and WHEREAS, during the rezoning process for this site, commitments, including landscaping in accordance with the City's Landscape Code, a fence along the Dublin Coffman High School property and a buffer wall along the Willow Grove condominiums, were made by the City; and WHEREAS, after advertising and receiving bids on May 6, 1997 for the Emerald Parkway Phase I and Phase II Landscaping Project, it has been determined that the base bid from Zuber Landscaping, Inc. in the amount of $267,145 is the lowest and best bid; and WHEREAS, the base bid, Alternates 2A 2B 2C 2D 3 4 5 (modified to brick naversl. 6 7 8 and the addition of trees on the north side of the Indian Run Bridge ,are recommended for the purposes of reducing on-going maintenance costs and improving the aesthetics at the Emerald Parkway/Dublin Road and Coffinan Road intersections. NOW THE FORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section 1. That the base bid, Alternates 2A 2B 2C 2D 3 4, 5 (modified to brick paversl 6 7 8 and the addition of trees on the north side of the Indian Run Bridge , from Zuber Landscaping, Inc. for the Emerald Parkway Phase I and Phase II Landscaping Project be, and hereby are, accepted. Section 2. That the City Manager and Finance Director be, and hereby are, authorized to enter into a contract with said firm for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the McKitrick Tax Increment Fund the amount of $ 35.000.00 to account 52-03-14-2510 for the purpose of installing landscape, steel fence, noise wall etc. along Emerald Parkway, Phase I and Phase II. With this appropriation, the total funding available for this project is $600,000.00. Section 4. Hansley, City Manager INITIATED B~: Balbir Kindra, Director of Engineering/City Engineer DATE: May 14, 1997 SUBJECT: Landscaping for Emerald Parkway Phase I and II -Ordinance No. 76-97 In connection with the AirTouch/Cellular One and Cardinal Health Corporate PUD, and the Emerald Parkway Road plan, the City of Dublin Planning Commission adopted the idea of landscaping the entire length of Emerald Parkway between Coffman Road and Dublin Road for a distance of 6024 feet. This concept for the landscaping plan was estimated to cost $908,595, and is shown in Exhibit 12. The remaining length of Emerald Parkway, between Sawmill Road and Rings Road, is still to be considered for landscaping. Landscaping plans and the bidding process have been completed that provide several design and budget options, ranging from a basic plan street tree planting concept (cost of $267,145) to completely matching the original concept plan (cost of $811,000). The current budget has an appropriation balance of $565,000 for landscaping items as a part of the TIF agreement. On May 6, 1997, three bids were received, publicly opened and read. The bids and alternate bids were received as shown on the attached bid forms. Zuber Landscape, Inc. was the lowest and best bidder. No combination of the base bid items and any of the alternates create a situation where Zuber landscape was not the lowest bidder. Professional landscape architect, Jim Burkart, and City staff have evaluated the bid proposal for minimum requirements of street tree planting, maintenance consideration, visual and aesthetic `~~~ appeal. Based on this evaluation, our recommendation includes the base bid of $267,145, as shown in the attached Exhibit 1. This base bid primarily includes tree planting along Emerald Parkway, a noise wall along Willow Grove, and a safety fence along Dublin Coffinan High School. The landscape plan is designed to be consistent and compatible with the AirTouch/Cellular and Cardinal Health landscaping. Additionally, staff suggests upgrading the base bid with an irrigation system for $218,248 and stamped concrete in the narrow portions of the median, as shown in Exhibits 5, 9, and 12 for $91,000. The total sum of the recommended and suggested upgrade is $576,393, which approximates the budgeted allowance of $565,000. City staff and the landscape architect also suggest stucco/stone veneer walls and perennial plantings at the two entry ways at Coffman Road and Dublin Road, as shown in Exhibits 5 and 6 for an additional cost of $49,595 to enhance the entryways appearance of Emerald Parkway. The total of all recommended and suggested upgrades is $625,988, as highlighted in the project cost detail sheet. .~~, '~ Memo to Dublin City Council Page 2 For consideration of this bid, we will present explanation of staff and consultant recommendations of various options through visual aids. Additionally, we will not be asking for an emergency action to allow extra time for City Council consideration. OTHER CONSIDERATIONS: Landscaping on this section of Emerald Parkway will set precedence for the remaining 19,300 feet of Emerald Parkway between Sawmill Road and Rings Road. The landscaping will also require additional operating dollars for upkeep and maintenance effort. Additionally, water consumption is expected to increase by 1.2 million gallons. The City of Columbus water tap fee requirement of $28,256 is included in the irrigation system. However, the Dublin capacity charge of $23,520 will require fee waiver by City Council. Tree planting included in the proposal is not expected to start before September.
