Form No. 30043 Ordinance No.------~i6-9'I----- -- Passed----- - -- ------ ----- ----- ------ ---- --19-------- AN EMERGENCY ORDINANCE ACCEPTING A BID FOR THE EMERALD PARKWAY, PHASE 4 PROJECT WHEREAS, bids have been received for the Emerald Parkway, Phase 4 project; and WHEREAS,the lowest/bestbid is from George J. Igel & Company, Inc., in the amount of $643,879.12; and WHEREAS, the improvement of Emerald Parkway has been identified as a necessary improvement in the City's Capital Improvement Plan; and WHEREAS, Dublin City Council has previously approved Ordinance No. 55-94 for the purpose of constructing public infrastructure improvements to include Innovation Drive and Emerald Parkway by use of the Tax Increment Financing Agreement with Applied Innovation, Inc.; and WHEREAS, Dublin City Council has accepted rights-of--way and easements for construction of Emerald Parkway and Innovation Drive ;and WHEREAS, phases 1, 2 and 3 of Emerald Parkway are currently under construction and continuation of this process is consistent with the City's Thoroughfare Plan; and WHEREAS, it is necessary to amend the annual appropriationsto provide sufficient funding for the project. NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid of $643,879.12 from George J. Igel 8c C~mDany Inc be and hereby is, accepted. Section 2. That the City Manager and Finance Director, be, and hereby are, authorized to enter into a contract with said firm for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Capital ImprovementsTaxFund the amount of $335,000 to acccount 40-03-14-2550 for the purpose of constructing Emerald Parkway, Phase 4. Section 4. That there be advanced from the General Fund the amount of $375,000 to the Applied Innovation TIF Fund for the purpose of constructing Emerald Parkway, Phase 4. This advance is to be reimbursed to the General Fund from future service payments in lieu of taxes that will be received from the Franklin County Auditor. Section 5. That there be appropriated from the unappropriated balance in the Applied InnovationTIF Fund the amount of $375,000 to account 48-03-14-2551 for the purpose of constructing Emerald Parkway, Phase 4. ~:~~ RECORD OF ORDINANCES Dayton Legal Blank Co. [~JfDR i d1f00L2T.R, LMTID Exhibit B; Description of Public Infrastructure Improvements APPLIED INNOVATION PHASE II Public Improvements The public improvements consist of extending all or a part of Innovation Drive east approximately 1,1001ineal feet from its present terminus to Coffman Road. The public roadway improvements .~ ~ include three-lane pavement for Innovation Drive and four-lane pavement with landscaped median for Coffman Road, curbs and gutters, street lighting, storm sewers, sidewalk and/or bikewa s water main, sanitary sewer, and landscaping within the right-of--way. In addition, the public improvements include design and other related costs, final plat preparation as required, erosion and sediment control measures, grading and other related work, survey work, soil engineering for the public street, construction staking and all other matters and activities necessary and appurtenant to those public improvements. Kinds, Director of Engineering/City Engineer SUBJECT: Emerald Parkway at Innovation Drive, Phase 4 -Ordinance No. 66-97 DATE: April 10, 1997 On June 20, 1994, Dublin City Council passed Ordinance No. 55-94 for the purpose of constructing public infrastructure improvements to include Innovation Drive and Emerald Parkway (formerly known as Coffman Road) by use of a Tax Increment Financing Agreement with Applied Innovation, Inc. The plat for the right-of--way and easement dedication for Emerald Parkway at Innovation Drive was approved by City Council on March 17, 1997. At this meeting, the City Engineer informed City Council of bid approval action by City Council which would be necessary at its April 14th meeting. On Apri18, 1997 four bids were received, publicly opened and read for the subject project. The bids were received as shown on the attached bid form. It is recommended that the lowest/best bid of $642,024.12, be awarded to George J.Igel & Company, Inc. The City Engineer's estimate was $765,000.00 Attached is an Ordinance for City Council's approval by emergency action, so that construction may begin early in the season for completion by this fall.
