AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR THE INSTALLATION OF OUTDOOR WARNING SIRENS AND
COMPONENTS AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID INSTALLATION
WHEREAS, City Council passed Ordinance 84-97 authorizing the City Manager to enter
into an agreement with Washington Township for the purpose of removing, procuring,
installing, testing, activating and maintaining outdoor early warning sirens, waiving
competitive bidding, and appropriating funds therefor; and
WHEREAS, after conducting formal advertising and competitive bidding procedures for
installation of Outdoor Warning Sirens; and
WHEREAS, Council has determined the bid submitted by West End Electric Company, Inc.,
for said installation, in the total amount of $41,825.00, constitutes the lowest and best bid;
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~_ of the elected members concurring that:
Section 1. The City Manager is hereby authorized to enter into a contract with West End
Electric Company, Inc. for said installation of Outdoor Warning Sirens as specified and within
said bidder's bid proposal on file in the Division of Human Resources and Procurement.

Re: Staff recommends Council approve Ordinance 113-97 (attached) authorizing the
City Manager to enter into an agreement for the installation of Outdoor Early
Warning Sirens
,~„ In keeping with the intent of Ordinance 84-97, staff developed specifications and received public
bids for the installation of Outdoor Early Warning Sirens in accordance with state and local laws,
rules, and regulations. The bid tabulation sheet is also attached for your review. While the City
received only one bid it is important to note that the City sent via certified mail bid specifications
to four (4) qualified and capable companies who either expressed an interest in the project or who
have previously performed work for the City in a similar fashion or both. Also, it is important to
note that West End Electric, the apparent successful bidder, installed all of the City's current siren
system. Obviously, West End Electric is well qualified to perform this work and I do believe this
is a fair market price to perform the work.
