'~.rr 103-97 Amended Ordinance No.__________________ _____ Form No. 30043 Passed-- --- -- -- - 19-- -- -------------------------------- An Ordinance Amending The Annual Appropriations Ordinance For The Fiscal Year Ending December 31,1997 WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental appropriations to be made to an appropriations measure provided sufficient resources are available; and WHEREAS, City Council authorized hoteUmotel tax funds for soil amendments and plant material related to the development of a sensory garden in the Trabue Nature Reserve with the understanding that construction costs for a paved path and retaining wall be funded from the Capital Improvements Tax Fund; and WHEREAS, in an effort to address traffic concerns expressed by Ashland Chemical and the Online Computer Library Center (OCLC) and to meet previous commitments made by the City in an Economic Development Agreement with Ashland Chemical, the Administration is recommending the installation of temporary traffic signals at the intersections of the OCLC/Marriott entrance on Post Road, Blazer Parkway and Rings Road, and Frantz Road and Rings Road; and WHEREAS, in order to address traffic concerns expressed by residents, City Council has directed the Administration to install temporary traffic signals at the intersections of Avery-Muirfield Drive and Post Road, and Avery-Muirfield Drive and Tara Hill; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding for the above referenced park and traffic improvements. NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, ~,.- of the elected members concurring that: Section 1. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $165,500. Of the total, $35,500 is to be appropriated to account 40-03-14-2511 for the construction of a paved path and retaining wall as part of a sensory garden to be developed in the Trabue Nature Reserve and $130,000 is to be appropriated to account 40-03-14-2550 for the installation of temporary traffic signals at the above referenced intersections. Section 2. That this Ordinance shall take effected be in force in accordance with Section 4.04(a) of the Dublin City Charter. Grigsby, Director of Finance `M~ Attached please find a copy of the letter sent by Bryan Thurman to Janet Jordan and Fred Hahn notifying them of City Council's approval of a hoteUmotel grant related to the development of the sensory garden in the Trabue Nature Reserve. The letter includes a reference to the funding for the paved path and retaining wall. I have also attached a copy of a memo from Rick Helwig detailing the need for temporary signals. Depending upon the condition of the temporary signals after their use at the identified intersections, the signals can be reused and/or refurbished for temporary use at other locations. Rick Helwig, Assistant City Manager/Development Director May 27, 1997 Temporary Signalization -Three Intersections Initiated By: Mary L. Bearden, Economic Development Coordinator As an ongoing effort to support the City's economic vitality, emphasis has been placed on addressing concerns of our existing business community and being the best possible host for their business in Dublin. We are "listening" much better to the existing businesses of our city as we attempt to address their needs on a timely basis. ~ Transportation remains a major issue as companies move thousands of employees in and about the city. Signalization needs at various intersections are either in the CIP or have been identified in the City's traffic studies, but are usually not programmed or funded until related road improvements are completed. As a result of our aggressive road improvement campaign, traffic circulation may be curtailed during road construction. For this reason staff is suggesting the installation of three (3) temporary signals to help alleviate congestion and to address safety concerns. The intersections and associated costs are as follows: Blazer @ Rings $20,000.00 Rings @ Frantz $20,000.00 OCLC/Marriott entrance @ Post $20,000.00 The basis for the first two signals request is to help accommodate the increased traffic that will be generated at Tuttle with the opening of the mall, Ashland Chemical occupying their new 120,000 sq.ft. building, and the ever increasing employment by Nationwide. We have an Economic Development Agreement with Ashland Chemical, Inc. which contains a promise to provide improved Signalization at these two intersections. Please note that permanent improvements will be a part of the Rings Road widening project which will be triggered by Duke's second Rings Road building scheduled for 1998 or 1999. The road improvements may not be completed until the year 2000. The third signal is warranted in order to provide OCLC access to Post Road efficiently. Post Road improvements are scheduled to commence in July of this year and during construction it will be extremely difficult for OCLC's 1300+ employees, as well as businesses to the South, to access Post Road. The Frantz/Post Road improvements are scheduled to take a year to eighteen months to complete. Staff is recommending the installation of these three (3) temporary signals. Mary Bearden and I have discussed in recent weeks these longstanding needs with Mr. David D'Antoni of Ashland Chemical and Mr. Don Muccino of OCLC. We will be glad to prepare appropriate legislation for approval by the City Council to ensure that our local business community has a clear message of our highest commitment to economic development. cc: M Bearden arsha Grigsby
