FRANTZ ROAD/S.R. 161/POST ROAD INTERSECTION IMPROVEMENTS PROJECT .~ AND DECLARING AN EMERGENCY WHEREAS, bids have been received for the Frantz Road/S.R. 161/Post Road Intersection Improvements project; and WHEREAS, the lowest/best bid is from Shelly and Sands, Inc. of Columbus, Ohio in the amount of $3,293,461.70; and WHEREAS, the widening and improvements of Post Road between I-270 and Frantz Road, and providing additional left turn lanes on S.R. 161 at Frantz Road, and widening and improvements of Frantz Road from Metro Place North to S.R. 161, underground electric installation, and new signalization have been identified as necessary improvements in the City's Capital Improvement Plan; and WHEREAS, Dublin City Council has previously taken formal action to acquire all necessary easements and rights-of--way for the Frantz Road/S.R 161/Post Road Intersection Improvements; and WHEREAS, the Ohio Public Works Commission has granted money for intersection ~""' improvements and widening of Frantz Road/S.R. 161/Post Road; and ~""' WHEREAS, it is necessary to amend the annual appropriations ordinance to provide sufficient funding for the project; and WHEREAS, to minimise inconvenience and danger to the motoring public, this contract has been set up for night time construction, with the exception of the final layer of asphalt work and private utility work being done in the day time; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement for reason that the company owning the utilities in question has the exclusive right to relocate such utilities; WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can start early this summer. NOW TH~+~REFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, _~_ of the elected members concurring: ~,,, ec i n 1 That the bid of $3,293,461.70 from Shelly and Sands, Inc. be, and hereby is, accepted. Jr~w e i n 2 That the City Manager is hereby authorized and directed to execute a contract with Shelly and Sands, Inc. for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. i n 3 That there be appropriated from the unappropriated balance in the Franz Road Intersection Improvements Fund the amount of $3,621,000.00 to account for construction of the project. c i n 4 That competitive bidding requirements, if necessary, are waived for the procurement of services that may be necessary for the relocation of existing utilities in the private rights-of--way and/or easements by American Electric Power, Columbia Gas, Ameritech and Time-Warner Companies in connection with this project. Section 5. That this Ordinance be, and the same hereby is declared to be an emergency measure for the reason that the construction must be started during the summer construction season, in order to meet requirements for the grant money from the Ohio Public Works Commission, and for the preservation of health and welfare of the residents of this City, and therefore, this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager Initiated By: Director of Engineering/City Engineer Date: July 7, 1997 Re: Frantz Road/S.R. 161/Post Road Intersection Improvements Ordinance No. 102-97 Memo On July 3, 1997, bids were received, publicly opened and read for the subject project. For your information, attached is a copy of the bid results. Shelly and Sands, Inc. submitted the lowest bid for the project. Their bid price was $3,293,461.70. ,~ Two other bids were from Complete General Company and George J. Igel Company in amounts of $3,295,622.75 and $3,649,664.43 respectively. The City Engineer's estimate was $3,000,000.00. Shelly and Sands bid is higher than the Engineer's estimate perhaps due to premium charge for night work. However it has a very competitive price as compared with the other two bids. ,~. Shelly and Sands, Inc. is currently finishing work on the City's 1996 Street Maintenance Program, and they have completed other projects in the past. I find Shelly and Sands to be a responsible and reasonable contractor. I recommend that the Frantz Road/S.R. 161/Post Road Intersection Improvements project be awarded to them.
