WHEREAS, upon the recommendation of the City Manager, Council has determined that the "Functional Table of Organization" for the City of Dublin should be amended for the purpose of re-titling the "Division of Parks & Recreation" to the "Division of Recreation Services"; WHEREAS, Council has also determined that such amendment will help clarify and better reflect the primary function, focus, and mission of the Division; NOW, HEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section 1. Harding, Director of Human Resources/Procurement ~-~ Attached for your consideration is Ordinance No. 99-97 amending the City's Functional Table of Organization for the purpose of re-titling the "Division of Parks & Recreation" to the "Division of Recreation Services". Also attached for your reference are two organizational charts showing the existing Divisional title and proposed new Divisional title. It should be emphasized that the attached charts are "Functional" charts and hence, no positions, position titles, or lines of authority are identified. (The intent of a "Functional" chart is to display Departmental and Divisional titles and ~. the major organizational functions/components comprising these Departments and Divisions.) It should be emphasized that in this case, the proposed amendment involves only a change to a Division title, not the organizational structure or functional components comprising the "" organizational structure. Council will recall that when the Department of Service was reorganized in July 1996 to, in part, create a new Division of Grounds & Facilities, the Parks Maintenance function, which had historically been housed within the Division of Parks and Recreation, was reassigned to the new Division of Grounds & Facilities; however, the title of the Division of Parks & Recreation remained unchanged. Staffbelieves that the adoption of the amendment as proposed in Ordinance No. 99-97 would help clarify and better reflect the primary focus, role, and mission of this Division within the City functional organizational structure. StaRalso believes it is especially important to clarify and better reflect the Division's primary focus, role, and mission prior to the selection of a new Division Director and, therefore, recommends that Council adopt Ordinance No. 99-97 at its second reading at the July 21, 1997 Council Meeting.
