Form No. 30043 Ordinance No._________-- 95-97_(Amended) Passed--------------------------------------------------19_ _-- AN ORDINANCE ESTABLISHING A PARKS & RECREATION ADVISORY BOARD WHEREAS, the City of Dublin places high value on citizen involvement and participation in the governance process; and WHEREAS, the Dublin City Council deems it necessary to have a board of citizens to advise it on matters related to parklands and open space, recreation services and recreation related facilities; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: ion 1. A Parks & Recreation Advisory Board of the City of Dublin is hereby established to address and to make recommendations to Council on park land/open space and recreation issues at the request of Council, and also at the request of Council to serve as afact-finding body on behalf of City Council and its Public Services Committee concerning such issues. Section 2. The Parks & Recreation Advisory Board shall have the following duties and functions: A. To advise City Council regarding the implementation and oversight of the Dublin Community Plan as it addresses issues and strategies related to parks, recreation and open/green spaces. B. To advise City Council concerning the acquisition of property for park land and recreation purposes. C. To advise City Council concerning policies and guidelines for operation and use of parks and recreation facilities. D. To advise City Council concerning parks, recreation and parks and recreation programs for the City. E. Perform such other duties and functions as referred by Council. i n 3. The Parks & Recreation Advisory Board shall act solely in an advisory capacity to Council and all reports and proposals shall be made to Council. Section 4. The Parks & Recreation Advisory Board may call upon the City Manager, and through the City Manager, any department of the City to render assistance to the Advisory Board as may reasonably be required. Section 5. The Advisory Board shall comply with Section 7.02 of the Revised Charter of Dublin, Ohio. The Parks & Recreation Advisory Board shall meet as determined necessary by the Chair of the Board. Minutes of all the Advisory Board's activities shall be kept and forwarded to Council, and an annual report covering the Advisory Board's activities shall be prepared by the Advisory Board each year. ecti n 6 The Parks & Recreation Advisory Board shall consist of seven members who shall be appointed by Council and who shall serve three year terms. In order to provide for staggering of terms, the initial appointments to the board shall be: three members for 1 year terms; two members for two year terms; and two members for three year terms. Thereafter, all appointments shall be for three year terms. Terms shall commence upon appointment, and end on March 31 in the year of the completed term. Members shall serve in accordance with Section 7.02 of the Revised Charter of Dublin, Ohio. RECORD OF ORDINANCES Dayton Legal Blank Co. When making appointments to the Parks and Recreation Advisory Board, City Council should seek and consider recommendations from business, school districts, recreation, cultural and athletic organizations. Council shall endeavor to appoint persons representative of all areas of recreation and cultural interest, including but not exclusive of, active recreation, both organized and individual, passive recreation, cultural and social activities, youth, senior citizens, neighborhoods play areas, arts and crafts and open space preservation. i n 8.
