AN EMERGENCY ORDINANCE
ACCEPTING THE BID FOR THE
EMERALD PARKWAY PHASE 3 AND PHASE 4
LANDSCAPING PROJECT
WHEREAS, the roadway construction of Emerald Parkway Phase3 and Phase 4 is
complete; and
WHEREAS, bids have been received for Emerald Parkway Phase 3 and Phase 4
Landscaping Project; and
WHEREAS, the lowest/best bidder is from Greenscapes Landscape Co., Inc. in the
amount of $237,611.50; and
WHEREAS, installation of landscape and hardscape features is a desirable amenity to
the City's road construction projects; and
WHEREAS, it is necessary to amend the annual approopriation measure to provide
adequate funding for the Phase 4 portion of the project.
NOW TH BEFORE BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, ~ Of the elected members concurring:

Section 1. That the bid of $237,611.50 from Greenscapes Landscape Co., Inc. be, and
~' hereby is, accepted.
Section 2. That the City Manager and Finance Director, be and hereby are, authorized
to enter into a contract with said firm for the Emerald Parkway Phase 3 and Phase 4
Landscaping Project.
ction That there be advanced from the General Fund the amount of $26,000.00 to
the Applied Innocation TIF Fund Phase 4. This advance will be reimbursed from
future service payments in lieu of taxes that will be received from the Franklin County
Auditor.
Section 4. That there be appropriated from the unappropriated balance in the Applied
Innovation TIF Fund the amount of $26,000.00 to account number 48-03-14-2510 for
the purpose of installing landscaping on Emerald Parkway Phase 4.
Section 4. That this Ordinance be, and the same hereby is, declared to be an emergency
measure in order to expedite the project and take advantage of the spring planting
season, and therefore, this Ordinance shall take effect and be in force immediately upon

Emerald Parkway Phase 3 and Phase 4 Landscaping Project
Date: March 24, 1998
On March 16, 1998 four (4) bids were received and publicly opened and read for the
subject project. The bids were received as shown on the attached bid form. Also
attached are reduced drawings showing the extent of the landscaping work. The general
nature of the project is consistent with Emerald Parkway Phase 1 and 2, as previously ~
approved by City Council. It is recommended that Greenscapes Landscape Co., Inc. be
awarded this project.
Attached is an emergency Ordinance No. 22-98 for approval by City Council for
contract award to Greenscapes Landscape Co., Inc. An emergency approval by City
Council will allow us to take advantage of the spring planting season.
