Hensley, City Manager Date: March 30, 1998 Re: Single Axle Dump Truck and Related Equipment (Ordinance No. 21-98) By: David L. Harding, Director of HIt/Procurement Spencer A. Isom, Procurement Specialist ~ I'c Attached for your consideration please fmd Ordinance No. 21-98 accepting the lowest and best bid for a single axle dump truck and related equipment for the Department of Service. Also, attached for your reference is a copy of the bid tabulation. This bid project involves the purchase of a single axle dump truck and related equipment for the Citywide snow removal program and other Service Department related activities. Before seeking formal bids for this project, the Department of Service compared and tested single axle dump trucks and related equipment from many manufacturers and developed detailed specifications based on functionality. The City invited competition from nine (9) different companies but received a bid proposal from only one vendor: * Center City International Although the City only received one bid, Staff believes that the $60,351.00 bid price is competitive and, therefore, recommends that said bid be accepted. Staff compazed the above bid price ($60,351.00) to the bid prices received from two previous bid processes for the same equipment, conducted in 1996 and 1997, and determined that the above bid price is indeed competitive. These two previous bid processes resulted in awazds to Center City International as the lowest and best bidder. Staff believes that these two prior awazds to Center City International may have discouraged other suppliers/manufacturers from participating in this bid process. In the final analysis, Staffbelieves the bid submitted by Center City International is responsive to the City's expressed need and offers a competitive bid price. Therefore, Staff recommends that the bid from Center City International be accepted. Attachments
