Form No. 30043 19-98 Ordinance No._______-_____________.__ Passed------ -- - ------- -------------19- -- An Ordinance Amending The Annual Appropriations Ordinance For The Fiscal Year Ending December 31,1998 WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental appropriations to be made to an appropriations measure provided sufficient resources are available; and WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual appropriations be made in order that appropriations are not over expended; and WHEREAS, it is necessary to amend the annual appropriations measure to provide adequate funding for the review of commercial plans and fire protection plans and for design fees related to the Rings Road improvement project. NOW, THEREFOJ~tE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, _~_ of the elected members concurring that: Section 1. There be appropriated from the unappropriated balance in the General Fund the amount of $60,000 to account number 01-03-13-2348 for the purpose of obtaining outside services for commercial plan reviews and fire protection reviews. Section 2. There be advanced from the General Fund the amount of $172,000 to the Rings Road TIF Fund for the purpose of designing the improvements to Rings Road as identified in the Tax Increment Financing Agreement. This advance is to be reimbursed to the General Fund from future service payments in lieu of taxes that will be received from the Franklin County Auditor. Section 3. There be appropriated from the unappropriated balance in the Rings Road TIF Fund the amount of $172,000 to account number 57-03-14-2349 for the purpose of designing the Rings Road improvements. Section 4. This Ordinance shall take effect and be in force in accordance with Section 4.04(a) of the Dublin City Charter. Passed this ~ day of ~,~..._ , , 1998. Hansley, City Manager ~ vnv Date: March 12, 1998 Re: Ordinance No. 19-98, Amending The Annual Appropriations Initiated by: Marsha I. Grigsby, Director of Finance As indicated in Section 1, it is estimated that an additional $60,000 is needed to obtain outside services for commercial plan reviews and for fire protection reviews provided by BOLA. When the 1998 Operating Budget was prepared, the amount budgeted for BOCA's fire protection reviews was underestimated and it was thought the new Commercial Plans Examiner position would be staffed before the end of 1997. The position was not staffed until February 1998; therefore, commercial plan reviews have been completed by a consultant and due to the continued commercial activity some outside review will probably continue to be needed. In 1997, we expended $111,000 in this account and had another $15,000 encumbered. The 1998 Operating Budget only appropriated $5,000. With the addition of the Commercial Plans Examiner, we are currently estimating that authorized funding in the amount of $65,000 will be sufficient in this account for 1998. This will continue to be dependent on the level of commercial activity that we experience throughout the year. .*- Section 2 provides funding for design fees related to the improvements on Rings Road. These 'tow improvements were identified in the Rings Road Tax Increment Financing (TIF) Agreement entered into with Duke Realty Limited Partnership and Ordinance No. 105-97 which established the TIF district.
