AN ORDINANCE AMENDING THE FUNCTIONAL TABLE OF ORGANIZATION FOR THE CITY OF DUBLIN. WHEREAS, pursuant to Section 6.01 (a) and (b) of the Revised Dublin Charter, Council may create, change, or alter certain Departments within the City organizational structure; and WHEREAS, Council has approved and funded the creation of a new Division of Economic Development (within the Department of Development) via the 1998 Budget; and WHEREAS, the formal Functional Table of Organization for the City of Dublin should be amended to include the new Division of Economic Development; NOW, BEFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~of the elected members concurring: Section 1• That the formal "Functional Table of Organization" of the City of Dublin is hereby amended to include a new Division of Economic Development within the Department of Development. Section 2• That this Ordinance shall take effect and be in force at the earliest point permitted by law. Hazding, Director of Human Resources/Procurement Attached for your consideration is Ordinance No. 07-98 amending the City's "Functional Table of Organization" to include a new Division of Economic Development within the Department of Development. Also attached for your consideration are two organizational charts depicting the "old" and "new" structure within the Department of Development. It should be emphasized that the attached organizational charts aze "Functional" charts and hence, no positions, position titles, or lines of authority are identified. (The intent of a "Functional" chart is to display the major organizational functions/components comprising aDepartment/Division and the relationship between these various functions/components. ) The amts depicted in the attached organizational charts realign the structure of Department of Development by elevating the existing Economic Development function within the Development Director's Office to "Divisional" status (Division of Economic Development). Formalizing the Economic Development function as a "Division" highlights its strategic importance within the City's overall organizational structure. Council may recall that this organizational realignmer-t was discussed, approved, and funded via the 1998 Budget process. Ordinance No. 07-98 formally amends the City's organizational chart and establishes a record of such change in structure. As depicted under the revised strucb~re, the Division of Economic Development will be comprised of the following major organizational functions/components: • Business Retention, Expansion & Attraction ~~ ~~ Incentive Programs • ISO 9001 Coordination • Development Project Coordination • LocaVRegional Economic Development Coordination • Housing As Council may recall from the Budget process, two of these functions/components are particularly critical to the Development Department's efforts to improve the development process in 1998 and beyond: Development Project Coordination and ISO 9001. The Development Project Coordination function will involve the implementation and administration of a new "One Stop Center", which is designed to improve efficiency within the City's development process for major development projects. This "One Stop Center" will focus on the plan review and permitting processes with the goal of reducing processing time, providing centralized, coordinated, and uniform services, and enhancing customer satisfaction. The ISO 9001 function involves the coordination of a process designed to develop and document formal standards and procedures within the development process with the goal of improving quality and customer satisfaction.
