AN ORDINANCE AUTHORIZING THE CITY'S PARTICIPATION IN A
REGIONAL STUDY REGARDING TRAFFIC AND GROWTH
MANAGEMENT IN NORTHERN FRANKLIN AND SOUTHERN
DELAWARE COUNTIES, AND APPROPRIATING FUNDS THEREFOR.
WHEREAS, the healthy economy of the mid-Ohio region has led to an unprecedented
outward expansion of development, taxing the infrastructure and services generally
provided by the public sector; and
WHEREAS, a regional approach is needed to achieve an appropriate balance between
traffic and growth, and provision of services and infrastructure; and
WHEREAS, the Mid-Ohio Regional Planning Commission, in cooperation with other
central Ohio governmental jurisdictions and the Ohio Department of Transportation, will
facilitate a dialogue in the interest of development of a Traffic and Growth Management
Policy and a strategy to initiate and implement such a policy; and
WHEREAS, the City of Dublin has completed similar studies as part of the Community
Plan process and feels it can provide a significant contribution to the discussion; and
WHEREAS, the costs of the study will be shared among participating jurisdictions; and
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide for
the City's financial participation in the study.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, _ '' of the elected members concurring:
Section 1. That the City of Dublin is hereby authorized to participate in the development
of a Traffic and Growth Management Policy for Northern Franklin and Southern Delaware
counties, working in conjunction with the Mid-Ohio Regional Planning Commission and
the other participating jurisdictions.
Section 2. That there be appropriated from the unappropriated balance in the General Fund
the amount of $2,500 to account 101-0120-710-2349 for Dublin's share of the costs of this
study.
Section 3. That this Ordinance shall be effective upon the earliest date permitted by law.

Subject: Ordinance No. 08-02, Authorizing the City's Participation in a Regional Study Regarding Traffic
and Growth Management in Northern Franklin and Southern Delaware Counties.
Date: January 15, 2002
As directed at the January 7, 2002 City Council meeting, Ordinance No. 08-02 authorizes the City's
participation in the regional study to be facilitated by the Mid-Ohio Regional Planning Commission
(MORPC). The ordinance also authorizes the City to contribute $2,500 to the study and appropriates
the funds.
I have left a message with Bob Lawler at MORPC letting him know the first reading of the
legislation is scheduled for January 22 and the second reading will be on February 4. I have not
spoken with Mr. Habig or Bob directly as of this date so I am not sure if they will be attending the
Council meetings.
