AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE
SOUTHWEST AREA TRAFFIC CALMING
PROJECT PHASE 1
FOR THE CITY OF DUBLIN AND
DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on June 15, 2000 bids were
received for two cul-de-sacs on Wilcox Road south of Rings Road as part of the Southwest
Area Traffic Calming project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
McDaniels Construction Company, in the amount of $290,671.00; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as possible
so that construction can take place during favorable weather conditions.
NO~rV THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
~_ of the elected members concurring:
Section 1. That the bid from McDaniels Construction Company in the amount of
$290,671.00 be, and hereby is, accepted.
ecti n 2 That the City Manager is hereby authorized and directed to execute a
contract with McDaniels Construction Company for completion of said project pursuant to
the bid specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Southwest Area Traffic Calming
Date: June 15, 2000
On June 15, 2000 bids were received and publicly opened and read for the Southwest Area
Traffic Calming, Phase 1 project. This project consists of two cul-de-sacs south of Rings
Road. One raised crosswalk on Rings Road between Brighton Park and Trinity Park has been
included in the 2000 Street Maintenance Program. Four (4) bids were received, as shown on
the attached bid form.
The current operating budget has $720,000 for implementing the Southwest Area Traffic
Calming Plan. After paying for this contract (including 10% contingency) and design
engineering ($230,000) for the entire project, the Southwest Area neighborhQ.od' group has
requested that the balance of $170,262 be utilized for purchasing the right-of--way for re-doing
the intersection of Wilcox Road and Innovation Drive, as previously approved by this Council.
However, two rights-of--way takes for implementation of these two cul-de-sacs are not
finalized and the cost is not known at this time. The Law Director is expected to present
additional information to you within the next few weeks.
Engineering staff has requested an additional $2,640,000 for implementing the remaining
traffic calming items.
The bids have been reviewed and it is recommended that we award this contract to McDaniels
Construction Company, the lowest and best bidder. McDaniels Construction Company's bid
was $290,671. The Engineer's estimate was $307,000.00.
McDaniels Construction Company has not previously done work for the City. However, they
are pre-qualified by the Ohio Department of Transportation. Attached is a copy of their
Certificate of Qualifications.
I recommend approval of this contract to McDaniels Construction Company. Attached is an
emergency Ordinance for approval by City Council prior to awarding the contract to
McDaniels Construction Company.
