AN ORDINANCE WAIVING COMPETITIVE
BIDDING REQUIREMENTS, PURSUANT TO
SECTION 8.04 ("CONTRACTING PROCEDURES"),
PARAGRAPH `C' ("WAIVER OF COMPETITIVE
BIDDING"), FOR THE PROCUREMENT OF LAPTOP
COMPUTERS FOR THE DIVISION OF POLICE.
WHEREAS, Section 8.04 (C) ("WAIVER OF COMPETITIVE BIDDING") of the Revised
Dublin Charger authorizes Council, by a vote of no less than five (5) members, to waive
competitive bidding requirements if it determines that such waiver is in the best interest of the
City; and,
WHEREAS, Council has determined that waiving competitive bidding requirements for the
procurement of the above referenced computer equipment is in the best interest of the City,
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That competitive bidding requirements are hereby waived for the purchase of
laptop computers in the amount of $91,472.00 for the Division of Police and that such waiver
is in the best interest of the City.
Section 2. That this Ordinance shall take effect and be in force at the earliest point permitted
by law.

Re: Procurement of Panasonic Laptop Computers

Attached for your consideration, please fmd Ordinance 91-00 waiving competitive bidding requirements for the
procurement of laptop computers for the Division of Police. (Section 8.04 c. of the Revised Dublin Charter authorizes
Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that such
waiver is in the best interest of the City.)
This purchase involves the acquisition of sixteen (16) Panasonic laptop computers (in the amount of $91,472.00), which
would enable the City to continue its program of providing mobile computing capability to Police Officers while on
patrol . By way of background, Council may recall that the initial purchase of laptop computers under this new program
was brought to Council in January 2000, at which time, competitive bidding requirements were waived for the purchase
of the same brand and model of Panasonic computers. In 1999, the Division of Police and the Division of Information
Technology researched the feasibility of equipping patrol officers with this capability and consequently, identified the
Panasonic laptop as the best available, most suitable equipment meeting the Police Division's objectives for the use of
such technology. Council may also recall that, as part of Division of Police and Information Technology's feasibility
analysis, five other manufacturer's units were field-tested and the following criteria were used to evaluate each
manufacturer's unit: user friendliness; space constraints in cruisers; ease of installation; and reliability.
Based upon the above criteria, the Panasonic unit was deemed to be the most suitable equipment available.
In the judgement of the Director of Information Technology, Panasonic is one of the most respectable and reliable
,,,~, manufacturers of laptop computers. In addition, the City of Westerville has recently installed the same units in their
cruisers and has given-the equipment an excellent recommendation.
Panasonic nor its authorized distributor (Data Tech) have a contract through the State of Ohio Cooperative Purchasing
Program and, therefore, a purchase in this amount would normally require competitive bidding. Although the needed
equipment is not available through State contract, Data Tech is offering governmental discount pricing on the Panasonic
units. Given the extensive investment of time and energy involved in reaching the determination that the Panasonic unit
best meets the Police Division's objectives and established criteria and, that the distributor of such equipment has
provided governmental discount pricing, the Director of Information Technology believes that waiving the competitive
bidding requirements would again be in the best interest of the City. The attached legislation, therefore, proposes that
competitive bidding requirements be waived for the procurement of the above referenced equipment.
