YE.1R AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE 2000 STREET MAINTENANCE PROGRAM FOR THE CITY OF DUBLIN AND DECLARING AND EMERGENCY WHEREAS, after advertising, receiving and opening bids on May 24 bids were received for the 2000 Street Maintenance Program; and WHEREAS, Council has determined that the lowest and best bid for said project is from Northwood Stone and Asphalt Company, in the amount of $1,601,654.69; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can take place during favorable weather conditions. NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: section 1. That the bid from Northwood Stone and Asphalt Company in the amount of $1,601,654.69 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Northwood Stone and Asphalt Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Listed below is a summary of the bids received: Northwood Stone & Asphalt $ 1,601,654.69 Miller Pavement Maintenance, Inc. $ 1,738,524.83 Strawser Paving Company $ 1,744,939.27 The Engineer's estimate for this project was:$ 1,481,568.40 The low bidder, Northwood Stone & Asphalt, is $120,086.29 (8.11%) higher than the Engineer's estimate. A review of the bids indicates that many of the asphalt related bid items came in much higher then estimated. This can be attributed to the increase in petroleum costs. The Contractor has exceeded the Engineer's estimate for these four items by a total of $72,677.34 (8.61%). w~. Funding for the 2000 Street Maintenance Program is outlined on page 112 of the City of Dublin 2000 Budget report. Below, I have indicated how the 2000 Budget accounts would be affected by the Northwood Stone & Asphalt bid. An additional $134,124.59 will be required to adequately fund this project. Please note that this assessment does not take into account the cost difference for the Dublin Road bike path. Kindra, Director of Engineering/City Engineer' Subject: Ordinance No. 86-00 2000 Street Maintenance Program Date: May 24, 2000 On May 24, 2000 bids were received and publicly opened and read for the 2000 Street Maintenance Program. Three (3) bids were received, as shown on the attached bid form. ~~. The bids have been reviewed and it is recommended that we award this contract to Northwood Stone and Asphalt Company of Ostrander, Ohio, the lowest and best bidder. Northwood Stone and Asphalt Company's bid was $1,601,654.69. The Engineer's estimate was $1,481,568.40. The recommended bid exceeds the amount allocated in the 2000 Operating Budget for this project; however, sufficient appropriations will be available in the account. The City's share of the Rings Road/I-270 widening project will be less than originally estimated resulting in sufficient appropriations for the 2000 Street Maintenance Program. I recommend approval of this contract to the Northwood Stone and Asphalt Company. Attached is an emergency Ordinance for approval by City Council prior to awarding the contract to Northwood Stone and Asphalt Company. BSK:jc Attachment
