An Ordinance Amending The Annual Appropriations Ordinance For The
Fiscal Year Ending December 31, 2000
WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental
appropriations to be made to an appropriations measure provided sufficient
resources are available; and
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to
the annual appropriations measure to be made in order that appropriations are not
over expended; and
WHEREAS, it is necessary to amend the annual appropriations measure to
provide funding in various budget accounts.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of
Dublin, State of Ohio, of the elected members concurring that:
Section 1. There be appropriated from the unappropriated balance in the General
Fund the amount of $110,500. Of the total, $7,000 is to be appropriated to
account 101-0511-710-2110 for salaries paid to members of the Planning and
Zoning Commission, $1,000 is to be appropriated to account 101-0511-710-2120
for related retirement and Medicare benefits, $2,500 to account 101-0511-710-
2201 for training expenses, and $100,000 is to be appropriated to account 101-
0410-710-2349 for outside legal services.
Section 2. There be appropriated from the unappropriated balance in the Sewer
Fund the amount of $44,000 to account 620-0312-730-2420 for bioxide chemicals
used for odor control.
Section 3. The public hearing be waived to provide immediate funding for the
above accounts.
Section 4. This Ordinance shall take effect and be in force in accordance with
Section 4.04(a) of the Dublin City Charter.

Subject: Ordinance No. 78-00, An Ordinance Amending The Annual Appropriations Ordinance

Ordinance No. 78-00 requests additional funding authorization purposes:
Section 1. Ordinance 02-00 authorized the payment of $100 per month to members of the Planning and
Zoning Commission. The requests for account number 101-0511-710-2110 and 101-0511-710-2120 will
provide the funding necessary to comply with Ordinance No. 02-00. The additional $2,500 for training is
necessary due to the number of Planning and Zoning Commission members that attended the American
Planning Association conference held in April. City Council previously authorized that Commission members
be allowed up to $2,500 per year for related training.
Other Legal Services have been significantly higher than anticipated. The 2000 Operating Budget assumes
the following allocations:
Dublink $ 40,000
Labor relations 40,000
Other litigation 100,000
Funds allocated for Dublink and labor relations are currently well within their budget allocations. Other
litigation has total expenditures and encumbrances in the amount of $246,891 and is broken down as follows:
Litigation on capital projects $ 65,460
Economic development 14,344
Bond Counsel 15,710
HB 283 151,377
A portion of the fees will be recouped through TIFs (Economic Development), other communities (HB 283)
and a significant portion of the litigation fees maybe recouped depending on resolution of the individual cases.
Section 2. Additional funds being requested will be utilized to purchase chemicals used to control odor related
to the sanitary sewer system, specifically the Upper Scioto West Branch Interceptor. The City of Columbus
anticipates the facility to eliminate the odor problem will be in place by May 31, 2001. This request will
provide funding for the remainder of 2000. The 2001 budget request will include funding from January
through May 2001.
