AN ORDINANCE WAIVING COMPETITIVE
BIDDING REQUIREMENTS, PURSUANT TO
SECTION 8.04 ("CONTRACTING PROCEDURES"),
PARAGRAPH (C) ("WAIVER OF COMPETITIVE
BIDDING") FOR THE PURCHASE OF AUTOMATED
EXTERNAL DEFIBRILLATOR UNITS WITHIN THE
DIVISION OF POLICE AND DECLARING AN
EMERGENCY.
WHEREAS, Section 8.04 (C) ("WAIVER OF COMPETITIVE BIDDING") of the
Revised Dublin Charter authorizes Council, by a vote of no less than five (5) Members, to
waive .competitive bidding requirements if it determines that such waiver is in the best
interest of the City; and
WHEREAS, Council has determined that such waiver of competitive bidding is truly in
the best interest of the City.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That competitive bidding requirements are hereby waived for the purchase of
certain automated external defibrillator units, in the amount of $28,000, for the Division of
Police.
Section 2. That such waiver of competitive bidding is hereby declared to be in the best
interest of the City.
Section 3. That this Ordinance is hereby declared to be an emergency measure necessary
for the preservation of the public health, safety, and welfare in that an immediate need
exists to place these units within Division of Police vehicles in order that public safety
personnel are better able to respond to the needs of the public in times of medical
emergency. Therefore, this Ordinance shall take effect and be in force immediately upon
passage.

Attached for your consideration, please find Ordinance No. 57-00 waiving competitive bidding
requirements for the purchase of automated external defibrillators for the Division of Police.
In cooperation with the Washington Township Fire Department, the City implemented a program in
the spring of 1999 to begin acquiring Automated External Defibrillators (AED) and made an initial
purchase of five (5) AED's. (Two additional AED's were also donated by local families affected by
sudden cardiac arrests). This year the program is expanding to include ten (10) additional AED's to
be carried in police cruisers. The objective of this expanded program is to equip police officers with
AED's since they are often the first to arrive at an emergency scene. Survival rates rise dramatically
if defibrillation treatment is administered within the first few minutes of sudden cardiac arrest. This
was demonstrated by the use of an AED by a Delaware County Deputy Sheriff in May 1999, which
saved the life of an 18 year old Dublin resident.
The City is currently using the Physio Control Lifepack 500, which was initially chosen for three (3)
primary reasons:
• Leadingedge technolo~y -this unit uses biphasic shock
technology as opposed to monophasic; biphasic technology
produces a greater "1ST shock" success rate.
• Compatibility with other Fire/EMS agency life support
equipment -the unit is compatible with equipment utilized
by Washington Township Fire, Delaware County EMS and
Columbus Fire. This would enable parts of the system to be
interchanged during a combined emergency response if
necessary.
• Efficiency in training -since Washington Township Fire has
the same units, the City uses Washington Township to train
City employees. This enables the City to get its personnel
trained quickly under the guidance of a well qualified trainer.
The cost of each unit is $2,800 and given the quantity to be purchased (10), the total amount
($28,000) would exceed the City's bidding threshold of $20,000.
Section 8.04 (c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5)
members, to waive competitive bidding requirements if it determines that such waiver is in the best
interest of the City. For this purchase, Staff believes it would be in the best interest of the City to
waive competitive bidding requirements and, therefore, recommends that Council adopt Ordinance
No. 57-00.
Please note that Ordinance No. 57-00 has been drafted as emergency legislation. Staff respectfully
requests that Ordinance No. 57-00 be adopted as an emergency for the reason that it would be in the
x best interest of the public healthy, safety, and welfare for these units to be in place as soon as
possible.
