A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
CROSBY COURT BUSINESS PARK PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Crosby Court Business Park project; and
WHEREAS, Council has determined that the bid submitted by George J. Igel &
Company, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above - referenced project as a
% %single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by George J. Igel & Company, Inc. in the total
amount of $1,447,053.80 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
George J. Igel & Company, Inc. for performance and completion of the Crosby Court
Business Park project pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Crosby Court Business Park - Bid Acceptance
Summary
Memo
On April 15, 2015, four (4) bids were received, publicly opened and read for the Crosby Court
Business Park project, which consists of widening 1,335 -feet of SR 161 for a turn lane and
construction of a 650 -foot long cul -de -sac south of S.R. 161 consisting of curb and gutter, asphalt
shared -use path, concrete sidewalk, water main, storm sewer, sanitary sewer and street lights. This
project will provide access to all three lots established within the Crosby Business Park.
The Engineer's estimate is $1,630,000. Funds for this project are budgeted in the 2015 Capital
Improvement Program from a Tax Increment Financing MF) fund to be created for this area. In
addition, the City has also been awarded an $810,000 Roadwork Development Program (629) grant from
the Ohio Department of Development Grant Fund for this project.
George J. Igel & Company, Inc. submitted the lowest and best bid of $1,447,053.80. Staff has reviewed
all bids and a summary of the bids is listed below.

For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
Staff anticipates the construction to commence in early May, 2015. State Route 161 (Post Road) will
remain open to traffic for the duration of the construction. The scheduled final completion date for the
project is August 28, 2015.
Staff has thoroughly reviewed the bid from George J. Igel & Company, Inc. Previous experience with
George J. Igel & Company, Inc. has been favorable, including these recent projects: Emerald Parkway —

Phase 8 (2014), Hyland -Croy Road /Brand Road roundabout (2013), Brand Road /Coffman Road
roundabout (2013) and Academic Drive — Phase 1 (2014).
Recommendation
Staff recommends Council approval of Resolution 37 -15, accepting as lowest and best the bid of George
J. Igel & Company, Inc. in the amount of $1,447,053.80 and authorizing the City Manager to enter into a
contract with George J. Igel & Company, Inc. for this project.
