A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
2015 SANITARY SEWER MAINTENANCE PROGRAM
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the 2015 Sanitary Sewer Maintenance Program; and
WHEREAS, Council has determined that the bid submitted by Danbert, Inc.
constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NO ,THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section i. The bid submitted by Danbert, Inc. in the total amount of $1,617.85
is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Danbert, Inc. for the 2015 Sanitary Sewer Maintenance Program, pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

2015 Sanitary Sewer Maintenance Program — Bid Acceptance
Summary
The Sanitary Sewer Maintenance Program provides for the maintenance, rehabilitation, and
repair on the City's sanitary sewer system, which includes sanitary sewer mains, force mains,
manholes, cleanouts, lift stations, wye connections at the sewer and laterals within the right of
way. The annual Sanitary Sewer Maintenance Program is a critical component of the City's
effort to comply with the DFFO's (Director's Final Findings and Orders) established with the
Ohio Environmental Protection Agency (OEPA) on February 11, 2009.
The annual funds budgeted for this program ($200,000 in ES1501 for 2015 and 2016)
represent an annual not -to- exceed amount for labor, equipment and material costs to repair the
sanitary sewer system deficiencies identified during routine system inspection or on an
emergency basis. Manhole inspection data and Closed Caption Television Videos (CCTV), now
being collected by City staff, may provide justification for increasing the funds programmed in
the future years beyond 2017.
On April 7, 2015, one (1) bid was received and publicly opened and read for the 2015 Sanitary
Sewer Maintenance Program — General Construction Services Contract. The bid and contract
for this program are based on a per unit hour cost for providing laborers, foreman, and
equipment (e.g., grader, dozer, backhoe, etc.) including equipment operators, mobilization and
fuel. Danbert, Inc. provided the lowest and best bid as read of $1,617.85 per unit hour for
providing labor and equipment. Material costs for this program are approved only after the
Contractor obtains a minimum of three quotes. A summary of the bid is listed below.

This program will commence in May and work will be completed by December 31, 2015. Work
locations will be in various areas around the City. Staff will ensure that appropriate traffic
control and site restoration is done when necessary.
The City of Dublin has previous experience with Danbert Inc. on similar projects with very
positive results, most notably on the annual Storm Water Maintenance Program beginning in
Res. 40 -15 - 2015 Sanitary Sewer Maintenance Program — Bid Acceptance

2012 and continuing into 2014, and continues to be satisfied with their performance and their
quality of work. All bids have been thoroughly reviewed by staff.
Recommendation
Staff recommends approval of Resolution 40 -15, accepting the lowest and best bid of Danbert,
Inc. in the amount of $1,617.85 per unit hour and authorizing the City Manager to enter into a
contract with Danbert, Inc. for this project.
