HomeMy WebLinkAboutResolution 039-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30005 39 -15 Resolution No. Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE SR 161 /EITERMAN ROAD ROUNDABOUT PROJECT WHEREAS, rormai aavertising ana competitive twaing procedures nave been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the SR 161 / Eiterman Road Roundabout Project; and WHEREAS, Council has determined that the bid submitted by Double Z Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, ± of its elected members concurring, that: Section 1. The bid submitted by Double Z Construction Company in the total amount of $2,397,439.75 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Double Z Construction Company for performance and completion of the SR 161/ Eiterman Road roundabout, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Hammersmith, P.E., Director of Engineering /City Engineer Re: Resolution No. 39 -15 SR 161 /Eiterman Road Roundabout - Bid Acceptance Summary Memo On April 7, 2015, six (6) bids were received, publicly opened and read for the SR 161 /Eiterman Road Roundabout project, which involves the construction of a roundabout at the intersection of SR 161 and Eiterman Road. SR 161 will be widened to four lanes within the project limits. The existing traffic signal will be removed. Street lighting will be added. Underground duct bank is also included in the project. This project is consistent with the SR 161 /Post Road Interchange drawings previously developed. When the future interchange improvements are constructed, the US 33 southbound off -ramp will tie into the northern side of the roundabout at Eiterman Road. Given this project was developed using the design from the interchange upgrade project, staff does not expect extensive modifications to this intersection will be needed when the full interchange is built. The Engineer's estimate is $2,500,000. Funds for this project are budgeted from the Perimeter West TIF, as detailed in the Capital Improvements Program. Double Z Construction Company submitted the lowest and best bid of $2,397,439.75. Staff has reviewed all bids and a summary of the bids is listed below. Res. 39 -15 - SR 161 /Eiterman Road Roundabout - Bid Acceptance April 23, 2015 Page 2 of 2 Staff anticipates the construction to commence this spring. SR 161 will remain open to traffic for the duration of the construction. During the early phases of the project, Eiterman Road will be detoured to Cosgray Road for approximately two weeks. The scheduled completion date for the project is October 16, 2015. Staff has thoroughly reviewed the bid from Double Z Construction Company. Previous experience with Double Z Construction Company has been favorable, including these recent projects: Dublin Road and Glick Road Intersection Improvement (in 2014), the Perimeter Drive /Commerce Parkway Roundabout (in 2011), and the Dublin Methodist Hospital Ingress Lane (in 2008). Recommendation Staff recommends Council approval of Resolution 39 -15, accepting as lowest and best the bid of Double Z Construction Company in the amount of $2,397,439.75 and authorizing the City Manager to enter into a contract with Double Z Construction Company for this project.
