Passed AN ORDINANCE WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8.04 (`CONTRACTING PROCEDURES"), PARAGRAPH C ("WAIVER OF COMPETITIVE BIDDING") FOR ALCOHOLIC BEVERAGES FOR THE DUBLIN IRISH FESTIVAL WHEREAS, Section 8.04C of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if Council determines that it is in the best interest of the City to do so; and WHEREAS, Killian's Irish Red has served as a sponsor for the Dublin Irish Festival over the past several years, contributing a substantial amount of financial and promotional support to the Festival; and WHEREAS, Coors is the parent company of Killian's Irish Red, and Central Beverage Group of Columbus is the sole distributor for Killian's Irish Red and Coors products in the Central Ohio area; and WHEREAS, it has been recommended by staff that it would be in the City's best interest to waive the competitive bidding requirements to designate Central Beverage Group as the provider of Killian's Irish Red and Coors products at the 2000 Dublin Irish Festival due to the financial and marketing benefits this sponsorship provides to the Festival and the City. That Central Beverage Group of Columbus is hereby designated as the provider for Killian's Irish Red and Coors beer products for the 2000 Dublin Irish Festival. `"`r Section 2. That competitive bidding requirements are hereby waived for this purchase, as it has been determined to be in the City's best interest to do so. SECTION 3. That this ordinance shall take effect and be in force from and after the earliest date allowed by law. Hansley, City Manager / Date: February 17, 2000 ~ Initiated By: Alison Doolittle, Senior Event Specialist Re: Alcohol Purchase for Dublin Irish Festival The Administration is recommending that the competitive bic'.ding requirements be waived for the purchase of alcohol for the 2000 Dublin Irish Festival. This year, as in years past, the alcohol sponsor for the Dublin Irish Festival is Killian's Irish Red. In exchaxige for the sponsorship dollars and advertising support provided by Killian's, the Festival serves only products offered by Coors, the parent company of Killian's Irish Red. Under the policies of the State Division of Liquor Control, the Central Beverage Group is the sole distributor of Coors and Killian's in Central Ohio. Therefore, we are requesting that the bidding requirements be waived to designate Central Beverage Group as the sole provider. The cost of alcohol for the Festival is estimated at $24,000. We believe that the financial and marketing support provided by Killian's is a compelling factor in a determination that waiving the bidding requirements would be in the best interest of the City.
