Passed AN ORDINANCE TO ACCEPT AN ANNEXATION OF 520+/- ACRES IN WASHINGTON TOWNSHIP TO THE CITY OF DUBLIN ~.r WHEREAS, on December 1, 1999, the Franklin County Commissioners approved the annexation petition filed by Christopher T. Cline, 5455 Rings Road, Suite 500, Dublin, OH 43017, Agent for Petitioners Jay W. Liggett, et al.; and WHEREAS, in light of the developer's commitments reflected in the Memorandum of Understanding by and between the developer and this City, and adopted by this City pursuant to Resolution No. 18-00, Council is of the opinion that this territory should be annexed to the City of Dublin. NOW, THEREFORE BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. That the petition for the annexation of 520+/- acres (see attached legal description, Exhibit "A") to the City of Dublin, Ohio is hereby accepted. Section 2. I am the fire chief for the Washington Township Fire Department. Our department delivers fire and emergency medical services to all portions of Washington Township. This includes land within Franklin County within Delaware County and Union County which are located within the City of Dublin, Ohio. 2. Al the present, the Washington "Township Fire Department has three operating StatlOnS: Station 91 6255 Shier Rings Road, Dublin, Ohio Station 93 5825 Brand Road, Dublin, Ohio Station 95 5750 Blazer Memorial Parkway, Dublin, Ohio In approximately January, 2000, our fourth station, nearing completion of construction, will open at: Station 92 4497 Hard Road, Dublin, Ohio . 3. Full time personnel At the present, we have 81 full time personnel assigned to the department. Of these 72 are assigned to units and work 24 hours on duty and 48 hours off. The balance are inspectors, training officer and administrative staff. 60 of those working on units are certified paramedics through the State of Ohio, the remaining 12 are state certified emergency medical technicians. Part time personnel We are also authorized 48 part time positions. At the present time we have 31 part-time firefighters assigned. 12 are certified paramedics through the State of Ohio and the remaining 19 are state certified emergency medical technicians. 4. Our equipment is as follows: 3 engines 1 ladder truck 1 rescue vehicle 4 EMS vehicles (one under repair/replacement) 3 boats 1 grass fighter 1 HAZMAT trailer 1 shoring trailer 5. Due to the inclusion of those portions of Perry Township, which are also in the City of Dublin, within Washington Township, we have undertaken service of those former areas of Perry Township and are also negotiating to acquire certain of Perry. Township's firefighting equipment. We expect to acquire in the immediate future: 2 engines 2 EMS vehicles 6. The area proposed for annexation in #62-99 lies west of Avery Road, south of Shier Rings Road, east of Cosgray Road and north of Rings Road. We have two stations in near proximity to the area proposed for annexation: Station 91 Approximately .9 miles Station 95 Approximately 1.7 miles In addition to these distances being short, they are both direct runs, with Station 91 being located on Shier Rings Road, the northern border of the area proposed for annexation and Station 95 being at the corner of Rings Road and Blazer Memorial Parkway which is east of the new Woerner Temple Road which directly enters the annexed area. As a result, response times are very good and should remain so considering the efficient street access. 8. The system used is an 800mz system that is being converted to a start-of--the-art 800mz trunking system. The Dublin Police Department has received national accreditation from the Commission on Accreditation of Law Enforcement Agencies, and has been accredited as such since 1990. 6. The Dublin Police Department has specialized positions to better provide law enforcement services for the community. These include Technical Accident Investigators, Crimes Scene Evidence Technicians and Breath Testing Operators, Bicycle Patrol Officers (9), instructors in defensive tactics and firearms instructors. 7. Each patrol shift is normally staffed by 1 Sergeant and 6-10 patrol officers. Shift staffing varies with the time of day and day of week. During higher activity periods and special events, extra staffing is provided. 8. The area proposed to be annexed is partially bounded on the north and south, and fully bounded on the east by the present corporate limits of the City of Dublin. Because of its configuration and location the area is already receiving the benefit the presence of Dublin police cruisers which regularly pass through the area during normal patrol operations. As such, the area can be efficiently patrolled without significant alteration in police operations. 9. Due to the geographical location of the area proposed for annexation, which is basically internal within the present city, dispatch times for emergency calls will be short, or shorter, than for the balance of the corporate limits of the City of Dublin. Maximum times for priority-emergency calls is anticipated to be about 3+ minutes. Road improvements presently planned for the City of Dublin, including the Emerald Parkway Bridge across the Scioto River and the Emerald Parkway bridge over SR 161/US Rt 33 are anticipated to further improve mobility of police response services in the City. 10. The Dublin Police station is presently located about 11/z miles (straight line) to the northeast of the annexed proposed for annexation area. A second satellite location will be open in early 2000 as part of the new Washington Township Fire Station at Hard Road and Riverside Drive, also in the City of Dublin. 11. As set out in the foregoing averments, it is my opinion and belief that the Dublin Police Department is able to provide a very high level of police protection and services to the area proposed for annexation. Storm sewage utilities as follows: • The area proposed for annexation falls into two watersheds within the City's Stormwater Master Plan: Cosgray Creek and Cramer Creek. These will- provide outlets for the development. Also, a 60-inch storm sewer is located on the north side of the Woerner-Temple Road on the west side of Avery Road. ~ 6. All access to these utilities will be subject to detailed engineering design and associated plans.
