AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE EMERALD PARKWAY -PHASE 7 PROJECT FOR THE CITY OF DUBLIN AND DECLARING AND EMERGENCY WHEREAS, after advertising, receiving and opening bids on February 2, 2000 for the Emerald Parkway -Phase 7 project; and WHEREAS, Council has determined that the lowest and best bid for said project is from Complete General Construction Company, in the amount of $8,197,754.98; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, the bridge construction and specialty items require that consultant services be retained to augment the City's construction management effort for construction engineering and for shop inspection and steel fabrication for this project at an estimated cost of $175,000; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can take place during favorable weather conditions. NOW TI~EREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Complete General Construction Company in the amount of $8,197,754.98 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Complete General Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. DATE: February 2, 2000 SUBJECT: Ordinance No. 21-00 Emerald Parkway -Phase 7 Bid Acceptance On February 2, 2000 bids were received and publicly opened and read for the Emerald Parkway -Phase 7 project. Three bids were received from George J. Igel and Company, Shelly and Sands, Inc and Complete General Construction Company, as shown on the attached bid form. The bids have been reviewed and it is recommended that we award this contract to Complete General Construction Company, the lowest, responsible bidder. Complete General Construction Company's bid was $8,197,754.98. The Engineer's estimate was $9,300,000.00. I recommend approval of this contract to Complete General Construction Company of Columbus, Ohio. Attached is an emergency Ordinance for approval by City Council prior to awarding this contract to Complete General Construction Company. An Ordinance to appropriate funds for the project will be prepared for the February 22, 2000 City Council meeting. Because of the different funding sources that will be used to pay for this project, an analysis on the contract components will need to be completed to determine the appropriations for the applicable funds involved.
