Form No 0043 20-00 Ordinance No Passed AN ORDINANCE WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8.04 ("CONTRACTING PROCEDURES"), PARAGRAPH (C) "(WAIVER OF COMPETITIVE BIDDING"), FOR THE PROCUREMENT OF SERVICES TO BY-PASS SANITARY SEWER FLOW, CLEAN AND TELEVISE 20,000 FEET OF SANITARY SEWER LINE WHEREAS, Section 8.04 (c) ("WAIVER OF COMPETITIVE BIDDING") of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) Members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City; and WHEREAS, Council has determined that there is a legitimate basis on which to justify such waiver for the procurement ofnon-professional services related to by-passing sanitary sewer flows, clean and televise 20,000 feet of a 36-inch sanitary sewer line along Dublin Road; and WHEREAS, Council has determined that such waiver of competitive bidding is truly in the best interest of the City; and NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That competitive bidding requirements are hereby waived for the procurement of services related to by-passing sanitary sewer flows, clean and televise 20,000 feet of a rrr~ ' 36-inch sanitary sewer line along Dublin Road. ection 2. Passed thiso~~ day of 2000. ayor -Presiding Officer Attest: Clerk of Council t hereby certify that copies of this Ordinance~Resolution were pasted in the City of Du61in in accordance with Section 731.?S a# the Ol?ia Revised Code. t .r c of Council, Duhlin, Ohio OUTLINE OF WORK Cleaning and Video Inspection Riverview Interceptor - 36 inch Sanitary Sewer, Division of Engineering and Division of Streets and Utilities City of Dublin, Ohio Introduction Within Dublin, a major portion of the collection system west of the Scioto River is comprised of a 36 inch sanitary sewer (see attached map) that parallels the west bank of the Scioto River. The average daily flow and peak daily flow at the terminus end of this sewer is approximately 2 mg/d and 5 mg/d respectively. During heavy rains, flow has a potential of reaching 9 mg/d. The sewer is comprised of approximately 20,000 feet of reinforced concrete sewer pipe (Class II, III and IV). There are approximately 70 manholes with an average depth of about 8 feet although several of the manholes are constructed as drop structures (approximately 20 feet deep). The scope of services for this project is provided in the following sections. Task 1 Review of Existing Information 1.1 Review the pertinent construction drawings and other maps of the tributary area which have a bearing on the 36 inch sanitary sewer being inspected. Task 2 -Sewer Line Cleaning 2.1 Remove solids, dirt, grease, rocks, sand and other materials from the sewer using the following equipment, combination of equipment or other equipment as required: hydraulically propelled equipment (e.g., movable dam, cleaning balls, etc.); high velocity jet equipment to scour lines and manholes; bucket machines or power rodding machines to dislodge solids so they may be removed or conveyed. Root removal shall be performed using mechanical or chemical treatment methods as appropriate. If cleaning of an entire section of sewer line cannot be successfully performed from one manhole, the cleaning equipment shall be set up on another manhole and cleaning again attempted. All solid or semisolid materials resulting from the cleaning of the sewers and the manholes shall be removed from the site by the Contractor and disposed of in accordance with all applicable environmental and health and safety requirements (see Section 2.2). All work shall meet OSHA confined space entry requirements. P:\PASS\Eng\JAY\doc\SEWER. WPD 2.2 The Contractor shall be responsible for transporting the materials removed during cleaning of the sewers to an appropriate facility where the materials may be dewatered. After dewatering, the Contractor will again be responsible for transporting the dewatered material to the Franklin County Landfill (or other suitable facility). The Contractor shall include with their cost quotation an allowance for costs associated with transporting and land-filling the debris and sampling and characterizing the chemical, bacterial and viral content of the waste to determine if it may be accepted by the landfill for disposal. 2.3 The Contractor shall be responsible for obtaining hydrant and water permits from the City of Dublin and City of Columbus. City of Dublin permit costs are $40 per 30 day time frame and do not include costs associated with flushing the hydrant during winter months. Assuming that hydrant water will be required on Monday through Friday only, City of Columbus permit and water usage costs average approximately $700 per month. 2.4 Acceptance of sewer line cleaning shall be made upon the successful completion of the television inspection. If TV inspection shows the cleaning to be unsatisfactory, the Contractor shall be responsible for re-cleaning and inspection of the sewer line. 2.5 If during the course of normal cleaning operations, the following occurs: damage to sewer pipe; damage to manholes; damage to structures, either privately or publicly owned; or damage to surface features such as lawns or landscaping; the Contractor shall be responsible for restoration at no additional cost to the City. Task 3 -Television Inspection 3.1 After cleaning, the sewer line and manholes shall be visually inspected by means of closed circuit television. Three copies of the video tapes prepared during the TV inspection, that provide information as described in task 3.2 below, shall be provided to the City. The equipment used to perform this work shall be suitable to provide a clear picture of the entire periphery of the pipe and shall be fully functional in corrosive, high humidity conditions. 3.2 The Contractor shall prepare a written report (3 copies) that summarizes the results of the video inspection. This report will be used to prepare construction plans and documents. The report shall comprehensively describe areas where sewers and manholes require repair/replacement or rehabilitation. Photographs of the television picture of problems identified shall be included with the report. For construction document preparation purposes, accurate distance measurements that clearly show the location of each deficiency in relation to an adjacent manhole, and audio reports, for each section of sewer examined shall be provided to the City in conjunction with the video tapes in the form of a comprehensive Television Inspection Log (3 copies). WPD Task 4 -Flow Bypassing 4.1 When pumping and bypassing is required the Contractor shall supply the pumps, conduits, and other equipment to divert the flow of sewage around the manhole section in which work is to be performed. The bypass system shall be of sufficient capacity to handle existing flow plus additional flow that may occur during a rainstorm. The Contractor will be responsible for furnishing the necessary labor and supervision to set up and operate the pumping and bypassing system. Pump motors/engines shall be equipped in a manner to keep noise to a minimum. Discharge of sanitary flow to storm sewers, streams and/or rivers is strictly prohibited. Task 5 -Maintenance of Traffic, Work Hours and Staging of Equipment 5.1 The Contractor shall prepare and submit for approval traffic control plans. These plans shall show how the Contractor will provide and maintain traffic control devices necessary to maintain in safe condition roads, walks, bike paths, driveways or other facilities affected during the project. Traffic control devices shall be designed in accordance with the Ohio Manual of Traffic Control Devices for Construction and Maintenance Operations. The traffic control plans must be approved to the satisfaction of the City Engineer prior to its implementation. 5.2 The Contractor shall adhere to the following work schedule for this project: Monday through Friday, from 7:00 am to 5:00 pm. Deviations from this schedule may be permitted only after review and approval of a deviation request by the City Engineer. 5.3 Under no circumstances will equipment or materials be permitted to be staged overnight within the project area unless prior approval is obtained from the City Engineer. Kindra, Director of Engineering/City Engineer~~~- ' DATE: January 31, 2000 SUBJECT: Ordinance No. 20-00 Waiving Competitive Bidding Process Attached, please find Ordinance No. 20-00, for your approval for waiving the competitive bidding requirements for the procurement of services to bypass sanitary sewer flow, clean and televise a 36-inch sanitary sewer along Dublin Road. This sewer is 27 years old, 20,000 feet in length and carries 5 million gallons peak flow per day. This sewer has a potential of carrying flows of up to 9 million gallons per day. The sewer is suspected to have cracks, defects and problems throughout its length. However, before a repair budget can be proposed and repairs can be designed, it is essential to determine at what locations and to what extent these problems exist. To accomplish this task, the sewer line must be televised. However, before televising, sewage flows must be by-passed between manholes via temporary sewer lines laid on the ground surface and the line must be clean of debris before televising. The nature of this operation makes it difficult to estimate time, equipment and manpower for a standard type of construction contract for this specialized work. However, it is possible to seek quotes from a few specialized vendors who perform this type of work, and staff will indeed solicit quotes from such vendors. The operating budget included an allocation of $150,000 in the sewer fund to televise and clean sewer lines. This project will be completed within this budget. Pursuant to Section 8.04 (b) of the Revised Dublin Charter and Section 37.03 of the Dublin Codified Ordinances, the procurement ofnon-professional services in the amount of $20,000 or greater requires the City to conduct formal competitive bidding unless Council waives such competitive bidding requirements as specified in Section 8.04 (c) of the Charter. Section 8.04 (c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City. Under the circumstances, Staff believes it would be in the best interest of the City to waive competitive bidding requirements and, therefore, recommends that Council adopt Ordinance No. 20-00.
