HomeMy WebLinkAboutResolution 034-15RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 34 -15 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE SR 161 /RIVERSIDE DRIVE ROUNDABOUT (PART 1), RIVERSIDE DRIVE REALIGNMENT (PART 2), AND OTHER PUBLIC IMPROVEMENTS PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the SR 161 /Riverside Drive Roundabout (Part 1), Riverside Drive Realignment (Part 2) and Other Public Improvements project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a " "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, _ of its elected members concurring, that: Section 1. The bid submitted by Complete General Construction Company in the total amount of $22,533,750.28 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with NI Complete General Construction Company for performance and completion of the SR 161 /Riverside Drive Roundabout (Part 1), Riverside Drive Realignment (Part 2) and Other Public Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this /2 day of 2015. Bishop, P.E., S.I., Program Management Consultant Memo Re: Resolution No. 34 -1S - SR 161 /Riverside Drive Roundabout (Parti), Riverside Drive Realignment (Part 2) and Other Public Improvements Project - Bid Acceptance Summary On March 26, 2015, three (3) bids were received, publicly opened and read for the SR 161 /Riverside Drive (Part 1), Riverside Drive Realignment (Part 2) and Other Public Improvements project. The City consolidated several improvements into one strategically planned and coordinated bid, which will advance multiple projects in an efficient and cost effective manner. This bid strategy will minimize construction conflicts by having all the work performed under one contract and contractor. Further, by incorporating utility construction into this bid package, we have reduced the chances of outside companies coming in to install utilities during or after the completion of these improvements. The City will be reimbursed for the actual utility construction costs that are incurred on behalf of the utility companies. The improvements included in this bid package include: • SR 161/ Riverside Drive intersection improvement — roundabout; • realignment of Riverside Drive; • sanitary sewer installation; • park grading; • extension of John Shields Parkway from Riverside Drive to Mooney Street; and • utility installation and burial construction of duct bank for both AEP and Dublink. The SR 161 /Riverside Drive intersection is the fourth highest in traffic volume and third highest crash location in the City. Safety concerns arose in 1993 and operational restrictions have been in place since that time. An intersection improvement study was performed in the 2005 -2007 timeframe that analyzed several intersection improvement alternatives. The roundabout solution was identified as the preferred alternative for several reasons, including: allows left -turn movements from SR 161 to both northbound and southbound Riverside Drive; does not require replacement of the bridge over the Scioto River; accommodates the peak hour volume well into the future; central island provides for aesthetically appealing landscaping opportunities; pedestrians cross one direction, or fewer lanes, of travel at a time; and has the lowest construction cost of the studied intersection improvement alternatives, based on peak hour solutions. Garnering greenspace along the Scioto River has been a long -time goal of the City. In furtherance of this goal, property along Riverside Drive was acquired in late 2012. Riverside Drive will be realigned approximately 250 feet to the east between the SR 161 /Riverside Drive intersection and just north of Tuller Road. This realignment will provide for the future development of a 16 -acre riverside park. Riverside Drive will become a four- lane divided roadway similar to Emerald Parkway. The land between the river and Riverside Drive will be graded as a part of these improvements. A summary of the bids is listed below. Igel $24,849,210.50 -1.3% $24,919,310.50 Shelly and Sands $26,963,621.46 +7.6% - Staff has thoroughly reviewed the SR 161 /Riverside Drive Roundabout (Parts), Riverside Drive Realignment (Part 2) and Other Public Improvements project bids. Complete General Construction submitted the lowest and best bid of $22,533,750.28. Previous experience with Complete General Construction Company has been favorable. Complete General Construction will also be building the I- 270/US 33 interchange and staff believes having the same contractor on both of these projects will assist with maintenance of traffic coordination. The budgeted funds for these improvements are from the 2015 Capital Improvements Program (CIP) for the SR 161 /Riverside Drive intersection improvement, Riverside Drive Realignment, and Emerald Parkway, Phase 8 projects and total approximately $18,640,000. The estimates for the CIP were developed in May 2014. Since that time, the detailed design of these improvements was completed, construction schedules were developed and coordinated, and the Streetscape Character Design Guidelines were developed. These guidelines established the use of high quality, authentic, durable, and aesthetically pleasing materials such as granite and brick pavers. While these materials have higher upfront construction costs, they also have more cost effective life cycles. Costs associated with maintaining traffic on Riverside Drive and SR 161 throughout the duration of construction, proactive construction of utility infrastructure, and the grading of future parkland are also accounted for in the bids. Funding for these projects will come from income tax revenues dedicated to the Capital Improvement Tax Fund along with revenue generated within our Tax Increment Financing (TIF) districts. Staff anticipates construction to commence in late April /early May 2015. Traffic will be maintained on Riverside Drive and SR 161 throughout the duration of construction. No full closure of the bridge or intersection is expected with the exception of short-term intermittent closures. The City has developed a communication strategy that will provide advance information regarding traffic impacts and alternate routes. The anticipated completion of these improvements is October 2016. A reduced set of construction drawings has been placed in the Council Planning Room for Council's reference and review.
