A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE COFFMAN PARK EXPANSION PHASE 2A AND
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT FOR THE PROJECT.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Coffman Park
Expansion Phase 2A; and
WHEREAS, Council has determined that the base bid in the amount of
$104,370.00 along with Bid Alternate 1 in the amount of $69,255.00, Bid
Alternate 2 in the amount of $84,775.00, Bid Alternate 3 in the amount of
$4,200.00, Bid Alternate 4 in the amount of $21,850.00, and Bid Alternate 5 in
the amount of $22,000 for a total contract of $1,471,280.00 submitted by Jess
Construction is the lowest and best bid; and
WHEREAS, Coffman Park Expansion Phase 2A was programmed in the approved
2015 Capital Improvement Program (CIP); and
WHEREAS, funding is available in the Capital Projects Funds.
NOW, THEREF , BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, # of the elected members concurring, that:
Section 1 . The base bid in the amount of $104,370.00, along with Bid Alternate
1 in the amount of $69,255.00, Bid Alternate 2 in the amount of $84,775.00, Bid
Alternate 3 in the amount of $4,200.00, Bid Alternate 4 in the amount of
$21,850.00 and Bid Alternate 5 in the amount of $22,000 for a total contract of
$1,471,280.00 submitted by Jess Construction is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract for
said project as specified within the bid proposal and the City's bid documents on
file in the Division of Parks & Open Space.
Section 3 . This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Summary
Memo
On Friday, March 27, 2015, bids were opened for the Coffman Park Expansion Phase 2A project.
Four (4) bids were received (complete bid results, which include all five bid alternates are attached
in Exhibit A):
Base Bid
Jess Construction, Inc. $1,269,200.00
2K General Company $1,293,400.00
R.W. Setterlin Building Company $1,494,000.00
Charter Hill Construction $1,471,000.00
The funds for the Coffman Park Expansion Phase 2A are included in the 2015 CIP budget in the
amount of $2,900,000.00. The base bid estimate for this portion of the project was $1,666,951.00.
This phase of work consists of the construction of (2) two parking lots, a restroom facility, storm
water improvements, landscaping and grading. Much of the grade work for this phase will prepare
the site for the next phase of work that includes the construction of (5) five tennis courts, (2) two
basketball courts, court lighting, and a concrete skate park. The skate park is scheduled for
construction later this year. The court construction, including lighting is tentatively programmed for
2018. The existing tennis and basketball courts will be removed at that time. The Justice Center
Expansion project will not be negatively impacted by this project.
In addition to the base bid, bid alternates being considered are: (1) sports light precast pole bases,
conduit and electrical panel; (2) skate park sports lighting; (3) heating at shelter /restroom
building; (4) stone wall; and (5) skate park demolition.
The advantage of each bid alternate is:
Bid Alternate 1 - Placing the future light pole bases at this time will avoid significant site
damage when the actual light poles are installed.
Bid Alternate 2 — Will enable the skate park to be 100% complete in a single phase
Bid Alternate 3 - To protect the plumbing from winter freeze
Bid Alternate 4 - To further enhance the intersection of Commerce Parkway and the entry drive
to the Dublin Community Recreation Center
Bid Alternate 5 - Allows for compliance with Planning & Zoning Commission condition.

Included in the site design for the future hard court area is the ability to have (2) two platform
tennis courts. We also included in the restroom design the ability to have a warming room' facing
the platform tennis area, as well as the ability to heat the restrooms for year -round use.
We are currently negotiating a design /build contract with Spohn Ranch for the construction of the
skate park. Dublin belongs to the Houston Galveston Area Council through their HGACBuy
program, and Spohn Ranch is an approved contractor. Spohn Ranch is exclusively a skate park
design /build company that has been in business for years.
The advantages of using Spohn Ranch over a more conventional type of bid /construction process
include:
• Having a contractor whose sole business is that of skate park design and construction with
many years of directly related experience;
• Fairness of pricing verified by an independent third party;
• Utilizing numerous pre -cast concrete components manufactured off -site in a controlled setting.
This provides superior strength and durability. In addition, all of the pre -cast components come
with a ten -year warranty as opposed to the standard one year workmanship warranty
As an additional check regarding the cost appropriateness, staff compared the unit costs of the
existing Dublin skate park with the proposed unit costs of the new skate park. When taking into
account inflation, the skate park constructed in July of 2001 worked out to be $45.26 per sq. ft. in
2015 dollars compared with approximately $50.00 per sq. ft. being considered for the new skate
park. Given the comparable price coupled with superior workmanship, warranty and expertise,
staff is confident that this is the right direction to take.
Under this plan, the skate park area will be ready for the skate park construction (tentatively
scheduled for August 2015) with the skate park construction being finished around the end of
September 2015. The new skate park design is highly reflective of the input gained from the users
during two input sessions and on -line feedback. The total cost of the new skate park is anticipated
to be $650,000.00.
Also included in the 2015 Coffman Park budget is a $400,000 allocation for the boulder field' (rock
climbing). Staff is continuing to evaluate various options for this proposed addition and will report
back to Council once we are confident in our recommendations.
Recommendation
Staff recommends adoption of Resolution 33 -15, accepting Jess Construction's base bid of
$1,269,200.00. Staff is also requesting acceptance of all five bid alternates listed below:
(1) $69,255 - sports light precast pole bases, conduit and electrical panel
(2) $84,775 - skate park sports lighting
(3) $4,200 - heating at shelter /restroom building
(4) $21,850 - stone wall
(5) $22,000 - skate park demolition.
The total of all five bid alternates is $202,080.00 for a total amount of $1,471,280.00. Jess
Construction has completed multiple projects for the City of Dublin and staff has found their work
to be most satisfactory.
