AN ORDINANCE TO ACCEPT THE LOWESTBEST BID FOR THE
SOUTHWEST AREA TRAFFIC CALMING -PHASE 2 PROJECT
FOR THE CITY OF DUBLIN AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on April 18, 2001 bids were
received for the Southwest Area Traffic Calming Phase 2 project; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from, Columbus Asphalt Paving, Inc. in the amount of $804,030.80; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single
source" procurement, for reason that the company owning the utilities in question has
the exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that construction can start early in the spring of 2001; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding authorization for the projects.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from Columbus Asphalt Paving, Inc. in the amount of
$804,023.30 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Columbus Asphalt Paving, Inc. for completion of said project pursuant to
the bid specifications and documents on file in the office of the City Engineer.
Section 3. That there be appropriated from the unappropriated balance in the
Capital Improvements Tax Fund the amount of $328,000 to account number 401-0314-
780-2550 to provide adequate funding for the Southwest Area Traffic Calming Phase 2
project.
Section 4. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Southwest Area TYaffic Calming Phase 2 Bid Acceptance
Date: May 2, 2001
On April 18, 2001 bids were received and publicly opened and read for the Southwest Area
Traffic Calming Phase 2 project. This project consists of realigning the intersection of Wilcox
Road and Innovation Drive, installation of a traffic circle at Rings Road and Norn Street, and
construction of parking islands on Norn Street. Six (6) bids were received. Five bids were
very close, as shown on the attachment.
At the April 23, 2001 Council meeting, information regarding the reasons for increased
construction cost estimate for all phases were requested. Attached, please find a copy of the
"Construction Cost Summary" for phase 1 through phase 6.
At the time of project envisioning, it was to be done all in one phase. However, during the
budget phase, the project was segmented into six phases. Some items were shifted from one
phase to another to match expectations of the Southwest Area Task Force. Budget
projections, at the time, were our best guess estimates. Since most of the work is re-work of
existing roads, accurate estimates were not possible until plans and quantities were finalized to
account for underground drainage work and earthwork. Our goal has been to work with the
Southwest Traffic Task force and make the southwest area like the rest of Dublin. Traffic
circles and pedestrian bridges provided us wide areas for extra landscaping.
The Southwest Area Task Force worked with us to design items to match expectations for their
respective neighborhoods without over-doing it.
The attached "Construction Cost Summary" pages show that there are multiple reasons for cost
increases including those stated above. All of the street items are necessary items to
accomplish construction of road, traffic circles, etc. However, streetscape and landscape items
are discretionary and may be minimised to reduce costs.
All bids have been reviewed and it is recommended that we award this contract to Columbus
Asphalt Paving, Inc., the lowest and best bidder. Columbus Asphalt Paving, Inc.'s bid was
$804,030.80. The Engineer's estimate was $924,000.00. The 2001 Operating Budget
appropriated $572,000 for this project. In addition to the construction, $54,600 will be
required for right-of--way acquisition per Ordinance No. 62-01.
I recommend approval of this contract to Columbus Asphalt Paving, Inc. Attached is an
emergency Ordinance for approval by City Council prior to awarding the contract to Columbus
Asphalt Paving, Inc. "
