AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE HANNA HILLS AND MACBETH/MACDUFF WATER LINE AND SANITARY IMPROVEMENTS AND DUBLIN MANOR WATER LINE , IMPROVEMENTS PROJECT FOR THE CITY OF DUBLIN, APPROPRIATING FUNDS AND DECLARING AN EMERGENCY. WHEREAS, after advertising, receiving and opening bids on March 28, 2001 bids were received for the Hanna Hills and MacBeth/MacDuff Water Line and Sanitary Improvements and Dublin Manor Water Line Improvements; and WHEREAS, Council has determined that the lowest and best bid for said project is from, Complete General Construction Company in the amount of $2,758,066.05; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can start early in the spring of 2001; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding authorization for the projects. NOS' THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Complete General Construction Company in the amount of $2,758,066.05 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Complete General Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Water Fund the amount of $1,614,000 to account number 610-0312-780-2561 for the installation of water lines for Hanna Hills Drive, MacBeth Drive, MacDuff Place, MacDuff Way, and the Dublin Manor subdivision. Section 4. That there be appropriated from the unappropriated balance in the Sewer Fund the amount of $1,419,000 to account number 620-0312-780-2563 for the installation of sewer lines for Hanna Hills Drive, MacBeth Drive, MacDuff Place, and MacDuff Way. Section 5. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Kindra, Director of Engineering/City Enginee ~ S~' Subject: Ordinance No. 40-01 Project No. 00-009-CIP Hanna Hills Water and Sanitary Sewer Line Improvements Project No. 00-029-CIP MacBeth/MacDuff Water and Sanitary Sewer Line Improvements Project No. 00-028-CIP Dublin Manor Water Line Improvements , Date: March 28, 2001 On March 28, 2001 bids were received and publicly opened and read for the Hanna Hills and MacBeth/MacDuff Water Line Improvements and Dublin Manor Water Line Improvements projects. Three (3) bids were received, as shown on the attachment. All bids have been reviewed and it is recommended that we award this contract to Complete General Construction Company. Complete General Construction Company's bid was $2,758,066.05. The Engineer's estimate was $3,866,230.00. I recommend approval of this contract to Complete General Construction Company. Attached is an emergency Ordinance for approval by City Council prior to awarding the contract to Complete General Construction Company. BSK:jc Attachment
