AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH THE BOARD OF TRUSTEES OF
WASHINGTON TOWNSHIP, FRANKLIN, DELAWARE AND UNION
COUNTIES, OHIO FOR THE CITY OF DUBLIN TO PROVIDE
COMMUNICATION SERVICES
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1. That the City of Dublin agrees to provide communication service twenty-four
(24) hours per day and seven (7) days per week to the Fire Department of the Township
of Washington, Franklin, Delaware and Union Counties, Ohio.
Section 2. That the terms of said agreement are attached hereto as Exhibit "A" .
Section 3. That this Ordinance shall be effective upon the earliest date permitted by law.

AGREEMENT
This agreement made and entered into by and between the Board of Township Trustees of
Washington Township, Franklin County, Ohio, Delaware County, Ohio, and Union County, Ohio, a
Board of Township Trustees as defined in Chapter 505 of the Ohio Revised Code, sometimes
hereinafter referred to as "Washington", and the City of Dublin, Ohio, a municipal corporation,
sometimes hereinafter referred to as "Dublin":
1. In consideration of a one time payment of a sum not to exceed $100,000 toward the cost of
new Emergency 911 Public Safety Answering Point/PSAP Equipment for dispatching along with an
initial annual payment by Washington to Dublin of $165,000, a payment of $170,000 for the second
annual period and a payment of $175,000 for the third annual payment, Dublin agrees to provide
communication services twenty-four (24) hours per day and seven (7) days per week to the Fire
Department of the Township of Washington, Ohio.
2. It is mutually agreed by the parties as follows:
(a) Dublin shall, at its cost, continue to maintain a fire phone in the Dublin Police
Division during the period of this contract.
(b) Dublin Shall answer such phone and shall communicate the message or
request to the Washington Township Fire Department in accordance with
generally acceptable procedures for dispatching and in accordance with such
procedures as shall from time to time be prescribed by the Washington
Township Fire Chief.
(c) Dublin shall answer the Washington Township Fire radio and shall
communicate messages and requests in accordance with generally acceptable
dispatching procedures and in accordance with such procedures as shall from
time to time be prescribed by the Washington Township Fire Chief.
(d) Dublin shall monitor the fire alarms and shall communicate the alarms to the
Washington Township Fire Department in accordance with generally
acceptable procedures for dispatching and in accordance with such
procedures as shall from time to time be prescribed by the Washington
Township Fire Chief.
(e) Dublin shall keep a log of all communications referred to in Paragraphs (b),
(c), and (d) above. Such log and all other papers and information relating to
the operation of the Washington Township Fire Department shall be
maintained by Dublin and transferred to the Washington Township Fire
Department in accordance with procedures prescribed by the Washington
Township Fire Department. The Dublin dispatchers shall not release or
divulge any information relating to Washington Township Fire Department
except as necessitated by generally acceptable dispatching procedures.

(fj Dispatching shall be performed only by qualified individuals hired by Dublin
for that purpose. A review panel consisting of Washington's Fire Chief and
Dublin's Police Chief shall establish and periodically review the selection
process, criteria, experience, and performance requirements for qualified
dispatchers.
(g) Dublin shall perform all of its obligations under this contract in accordance
with procedures set forth by the Washington Township Fire Chief and shall in
no way interfere with the operation of the Washington Township Fire
Department.
(h) Dublin shall endeavor to schedule a minimum of two (2) dispatchers at all
times. Both parties recognize that Dublin is under no obligation to assign
either dispatcher to exclusively perform fire dispatch duties and that there is
no penalty upon Dublin to meet this staffing minimum during personnel
shortages. Dublin will continue its policy of handling radio calls in priority
order without regard to whether the call is related to police, fire or emergency
medical activity.
(i) The parties recognize and agree that by previous agreement, title to the 9-1-1
emergency dispatch equipment has transferred from Washington to Dublin.
(j) All existing fire alarms shall continue to terminate at Dublin's Police Division
during the period of this contract. Washington's Fire Chief and Dublin's
Police Chief shall be responsible for maintaining guidelines for any new
businesses to be added to the alarm panel, and shall jointly review all such
applicants to determine if the guidelines for installation are met.
(k) Washington shall assume all responsibility for their mobile radio equipment
and shall pay any expenses required to render it compatible to the Dublin
dispatch center.
~ (1) All maintenance expenses for the central dispatch computer and radio
equipment shall be the responsibility of Dublin.
(m) All maintenance expenses for Washington's computer and fire dispatch
equipment shall be the responsibility of Dublin.
(n) Dispatchers will be periodically available, as mutually agreeable, for training
purposes. Should Emergency Medical Dispatching be adopted by the Dublin
Dispatch Center, the cost of said training for certification and continuing
education requirement will be shared equally between the City of Dublin and
Washington Township.
This agreement shall become effective June 1, 2001, and shall remain in force for a period of
three (3) years. The annual payments outlined in Paragraph 1 are due on June 1, 2001, June 1, 2002,
and June 1, 2003 respectively. The one time lump sum payment not to exceed $100,000 (sum to be
50% of actual cost of new 911 system equipment) shall be paid no later than June 1, 2002. It is the
intention of both parties to negotiate a replacement agreement during the final year of this agreement

period to cover an additional three-year period. However, both parties recognize that it the
conditions covered by this agreement undergo any substantial change, then either party may request
the commencement of negotiations which could lead to the execution of a new agreement prior to the
execution of a new agreement prior to May 31, 2003. It is also mutually agreed by the parties that
either party may cancel its obligations under this agreement by providing a minimum of 180 days
notice prior to the proposed termination date.
In Witness Whereof, the Board of Township Trustees, by Jan Antonoplos, Ruth M. Reiss, and
Michael H. Keenan, its members, by authority of Resolution of said Board passed on the

authorized herein by virtue of Ordinance No. 27-01, of the City of Dublin, Ohio, passed on the

Re: Dispatching Contract with Washington Township

Summary and Action Recommended:
The three year dispatching contract we have with Washington Township will expire May 31, 2001.
Negotiations with Washington Township on a new 3 year agreement have occurred over the last several
months and are reflected in the attached ordinance. Chief Geis and I recommend passage of this ordinance.
Issue:
Currently, dispatching services for Washington Township Fire Department are performed by the Dublin
Division of Police Communication Center. It is the desire of Washington Township to renew the contract
for these services an additional three years.
In conjunction with Washington Township, we have identified the following annual reimbursement schedule
for Dispatching Services:
June 1 2001 -May 31, 2001 $165,000
June 1 2002 -May 31, 2003 $170,000
June 1 2003 -May 31, 2004 $175,000
We are in the final year of the current three year agreement. Washington Township is paying $135,000 for
dispatching services during the final year of this agreement.

In addition, Washington Township has agreed to pay 50% of the actual cost (not to exceed $100,000) of
improving and upgrading our Emergency 911 Public Safety Answering Point Equipment. The police
division has this capital improvement project approved for 2001 at an estimated cost of $200,000.
We recognize the continued partnership between Washington Township and the City of Dublin, especially
in the area of public safety, is beneficial for our residents. We endorse this proposed ordinance and are
asking for passage in order to continue to provide dispatching services for the Washington Township Fire
Department.
