AN ORDINANCE TO APPROPRIATE A 0.011 ACRE, MORE OR
LESS, BIKEPATH EASEMENT AND A 0.060 ACRE, MORE OR LESS,
TEMPORARY CONSTRUCTION EASEMENT, FROM R. KENNETH
^ WEBB AND MARY D. WEBB, LOCATED WEST OF DUBLIN ROAD
(DUBLIN-BELLEPOINT/S.R. 745), CITY OF DUBLIN, COUNTY OF
FRANKLIN, STATE OF OHIO, AND DECLARING AN EMERGENCY.
WHEREAS, the City of Dublin is preparing to construct a bikepath along Dublin Road
between Brand Road and Brandonway Drive; and
WHEREAS, said improvement will require the City of Dublin to obtain a permanent
bikepath easement and a temporary construction easement in and to the premises described
in the attached Exhibits "A" and "B" located in the City of Dublin, Franklin County, Ohio.
NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State of
Ohio, ~ of the elected members concurring that:
Section 1. A permanent bikepath easement and temporary construction easement in and
to the premises located in the City of Dublin, Franklin County, State of Ohio, and more fully
described in the legal descriptions attached hereto as Exhibits "A" and "B" is hereby
appropriated for the public purpose of constructing a bikepath along Dublin Road between
Brand Road and Brandonway Drive, pursuant to Ohio Revised Code Chapter 163 and the
Constitution of the State of Ohio.
Section 2. Council finds that the appropriation is necessary for the stated purpose, that
the City has been unable to agree with the owner of the property as to appropriate
compensation.
Section 3. The City Law Director is directed to file a petition for appropriation in the
Franklin County Common Pleas Court, to have a jury impaneled to assess the compensation
to be paid for the real estate herein described above.
Section 4. There has been appropriated from the Capital Improvements Tax Fund One
Thousand Five Hundred Fifty Five Dollars ($1,555.00) to account 401-0314-2550 for the
purpose of paying all costs incident to such acquisition.
Section 5. This ordinance is hereby declared to be an emergency necessary for the
immediate preservation of the public health, safety and welfare. The reason for such necessity
is that the construction of the bikepath on Dublin Road between Brand Road and Brandonway
Drive is necessary to continue to build out Dublin's bikeway network and to provide for safe
pedestrian travel for the citizens of Dublin. Therefore, this ordinance shall go into immediate
effect.

Re: Ordinance No. 26-01 Amending Certain Sections of the City Compensation Plan

Intent of Legislation
Attached for your consideration is Ordinance No. 26-01 amending certain sections of the City
Compensation Plan (Ordinance 98-96). As you are aware, during the first part of each year Staff
recommends amendments to the Compensation Plan, which commonly involve changes in benefits,
adjustments to the wage/salary structure, adoption of pay grades for new job classifications, and the
reassignment of classifications to different pay grades. Adoption of Ordinance 26-01 will
accomplish several objectives:
• the adoption of formal pay grades and ranges for the new job classifications;
• the reassignment of certain classifications to different pay grades; and
• the incorporation of certain "housekeeping" amendments.
Adoption of Pay Grades For New Job Classifications
The 2001 Budget authorized two new positions (Economic Development Specialist and Code
Enforcement Supervisor) for which no previously adopted job classification titles or pay grades
existed in the City Compensation Plan (Ordinance 98-96). Whenever new job classifications are
created, pay grades and ranges must be formally adopted by Council via amendments to the
existing Compensation Plan.
In addition, certain issues have arisen during 2000 which have influenced Staff to recommend the
creation of two new job classifications (Senior Building Inspector and Engineering Aide)
and the assignment of these classifications to certain pay grades. These new classifications will
assist in addressing particular staffing needs within the Divisions of Engineering and Building
Standards.

Each of these new job classifications has been analyzed and factored by the Human Resources Staff
using the "Position Appraisal Method" point-factoring system, which has been in use in the City of
Dublin since 1996. The "Position Appraisal Method" of job evaluation is comprised of the
following seven (7) compensable factors, each with a particular weighted value:
• Nature of Work and Knowledge/Ability Requirements (Weighted Value: 20)
• Supervision Exercised/Scope of Responsibility (Weighted Value: 20)
• Scope and Effect of Decisions/Actions (Weighted Value: 20)
• Problem Solving and Complexity/Nature and Extent of Guidelines
(Weighted Value: 15)
• Application of Authority (Weighted Value: 5)
• Purpose and Nature of Work Contacts (Weighted Value: 10)
• Physical and Sensory Demands/Hazards (Weighted Value: 10)
Each factor consists of numerous identifiable levels which describe certain activities,
responsibilities, and duties and each level is assigned a given number of points. Once the
appropriate level is identified by Staff, the points assigned to that level are multiplied by the
weighted value for the factor, which results in a given point total for each factor. All points in all
factors are added and the total number of points determines the pay grade to which the job is
assigned. The higher the point total, the higher the pay grade. Based upon this point factoring
analysis, Staff is recommending that these new job classifications be assigned to the following pay
grades within the City's grade structure:

Re-Assignment of Certain Classifications to Different Pay Grades
During the past year, the Human Resources Staff has re-analyzed/re-factored several job
classifications in light of their changing concept/nature of the job or the evolution in their
duties/responsibilities. These job classifications were re-factored by the Human Resource Staff also
using the "Position Appraisal Method" point-factored job evaluation system. Although several job
classifications were re-analyzed/refactored, this re-analysis/re-factoring resulted in the HR Staff
recommending only two particular job classifications (Court Clerk and Residential Plans Examiner)
be re-assigned to a higher pay grade. The recommended re-grading is as follows:

"Housekeeping" Amendments
Staff is recommending that certain "housekeeping" issues also be addressed in the 2001
Compensation Plan amendments. These issues involve changing the classification titles for
two existing positions within the City's classification system.
One such amendment involves retitling a position within the Division of Recreation Services,
which has primary authority for supervision of the Front Desk operations. This position,
when created, was initially included under the Recreation Program Supervisor classification
title at Pay Grade 7. However, given the position's primary focus, it should be formally
retitled as Front Desk Supervisor. (The position remains at Pay Grade 7.)
The other amendment involves the retitling of the Permit Coordinator position within the
Division of Building Standards to Residential Permit Tracking Coordinator. When the Dublin
Permit Review Center ("one stop shop") was created two years ago, it significantly effected
one of this position's primary functions. Since this position no longer plays a role in
commercial permit review and tracking, the focus of this position will be re-directed towards
residential permit tracking and related matters, hence the need to clarify the position's formal
job title. (The position remains at Pay Grade 5.)
Conclusion
Staff believes that the above referenced amendments to the Compensation Plan are necessary
to the effective administration and operation of the City and, therefore, Staff respectfully
requests that the attached legislation be adopted by Council. Should you have any questions

earliest convenience.
