AN ORDINANCE ADOPTING THE
1999 EDITION OF THE
NATIONAL ELECTRICAL CODE
' WHEREAS, it has been determined that Chapter 150.020 of the Dublin Codified
Ordinances be amended, said section which adopted the 1996 Edition of the National
Electric Code.
WHEREAS, The Dublin City Council, by reference on February 5, 1996 adopted the
1996 Edition of the National Electric Code.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1. That § 150.020 of the Dublin Codified Ordinances be replaced with:
§150.020 ADOPTION BY REFERENCE.
There is hereby adopted for the purpose of the practical safeguarding of persons,
buildings and dwellings and their contents from hazards arising from the use of
electricity, for light, heat, power, radio, signaling and for other purposes, that
certain code known as the National Electric Code, being particularly the 1999
edition thereof, recommended by the National Fire Association, except for such
portions as are herein modified, amended or deleted. ('80 Code, §1349.01)(Ord.

93; Am. Ord 13-96, passed 2-5-96)
Section 2. That § 150.021 of the Dublin Codified Ordinances be replaced with:
§150.021 AMENDMENTS, DELETIONS AND ADDITIONS.
(1) In residential dwelling units the load side of the meter to the line side of the
panel shall be installed in a raceway, i.e., PVC conduit.
(2) The minimum service for a new single-family dwelling unit shall be 200
AMPS.
(3) In the kitchen area there shall be a separate circuit for the refrigerator.
(4) Circuits for kitchen counter outlets shall be alternately spaced so that no two
adjacent outlets are on the same circuit.
(5) Whenever any electrical wiring or any other electrical equipment shall have
been inspected and approved, it shall thereafter be unlawful for any person to
change, damage or interfere with the same without the authority of the
Electrical Inspector.

RE: Adoption of 1999 National Electric Code (NEC), Ordinance No. 16-O1

I recommend the adoption of the 1999 National Electrical Code to replace the 1996 Edition of
National Electrical Code the City has currently adopted. This action would bring the City's
Electrical Code up to the most current standard available. It is important to keep up to date
Code for at least two reasons:
The first is that changes in technology and safe product usage have occurred. Such differences
are addressed by the updating of the Code. A second reason is that the adoption of the most
current Code is a major factor in the rating given the Building Inspection Division when the
division receives an Insurance Services Organization (ISO) rating. Cities that adopt the newest
Codes and enforce them properly receive higher ratings and that results in lower insurance
payments for the citizens because the risk of loss is not as great in that City.
For these reasons I recommend Council approve this Ordinance.
