AN ORDINANCE AMENDING SECTION 37.03 OF
DUBLIN CODIFIED ORDINANCES TO INCREASE
THE THRESHOLD FOR COMPETITIVE BIDDING
WHEREAS, Article VIII, Section 8.04(b) of the Revised Dublin Charter requires Council,
by Ordinance, to establish a threshold amount for Competitive Bidding; and
WHEREAS, the City Manager has recommended that the existing threshold for Competitive
Bidding be increased from $20,000 to $30,000; and
WHEREAS, Council desires to increase the threshold for Competitive Bidding from $20,000
to $30,000;
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, _~ of the elected members concurring:
Section 1. That Section 37.03 of the Dublin Codified Ordinances be amended to increase the
existing threshold for Competitive Bidding from $20,000 to $30,000.
Section 2. That this Ordinance shall take effect and be in force from the earliest point
permitted by law.

Attached for your consideration is Ordinance No. 13-01 amending Section 37.03 of the Dublin
Codified Ordinances to increase the existing threshold for competitive bidding from $20,000 to
$30,000. Council may recall that this issue was discussed briefly by Staff during the 2001
Operating Budget process and at that time, Staff advised Council it would bring forth the
proper legislation for Council's consideration early in 2001.
Article VIII, Section 8.04 of the Revised Dublin Charter requires Council, by Ordinance, to
establish a threshold amount for Competitive Bidding. The existing bidding threshold of
$20,000 was initially established by Council via Ordinance No. 49-96, adopted June 17, 1996,
which created Chapter 37 of the Dublin Codified Ordinances. At that time, the State's bidding
threshold was $10,000 and it was thought that establishing the City's threshold at twice the
amount of the State would not only provide Staff with an appropriate degree of flexibility,
but would also result in a less cumbersome, more efficient procurement process. Within the
past year, the State has raised its bidding threshold from $10,000 to $15,000. Given that the
City's threshold has not been amended since it was established in 1996, Staff believes now
would be an appropriate time to recommend an increase to $30,000.
