AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT ASSUMING CONTROL OF THE
PREMISES LOCATED AT 5300 EMERALD PARKWAY KNOWN
AS THE "COFFMAN HOMESTEAD" AND ITS RELATED
PROPERTY FROM THE DUBLIN HISTORICAL SOCIETY, INC.
WHEREAS, the City of Dublin ("City") owns the Coffman Homestead and its related
property and presently has along-term lease arrangement with the Dublin Historical
Society ("DHS"); and
WHEREAS, under the terms of the lease between the City and DHS, DHS is
responsible for the upkeep of the Coffman Homestead and its related property including
paying the costs of utilities, taxes, maintenance, renovations, and insurance; and
WHEREAS, due to an decrease in active membership, DHS has found it difficult to
bear the aforementioned costs; and
WHEREAS, DHS has requested that the City assume physical control of the Coffman
Homestead and its related property, with DHS maintaining responsibility for tours and
related activities; and
WHEREAS, it is in the best interests of the City to ensure that this important historical
property continues to be properly maintained for the use and benefit of present and
future citizens of Dublin.
NOW, THE FORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, members concurring that:
Section 1. The City Manager is hereby authorized to enter into the attached
agreement between the City and DHS terminating the lease between the parties for the
Coffman Homestead and its related property;
Section 2. The City forthwith assumes all responsibility for the upkeep,
maintenance and repair of the Coffman Homestead and its related property. The City
will continue to maintain the Coffman Homestead and its related property to achieve the
purposes and objectives of DHS;
Section 3. City Council will permit DHS to remain as an advisory board to City
Council in regard to the use of the Coffman Homestead and its related property.
Section 4. This Ordinance shall take effect and be in force from and after the
earliest date permitted by law.

ATTACHMENT A
Being situated in the State of Ohio, Country of Franklin, Town-
ship of Nashingkon, Virginia Military Survey Number 2542 and
being a part of a 16.74 acre tract deeded to Ida Coffman Et
al. in Deed Book 1004, Page 461 and Deed Book 2143, Page 279,
Recorder's Office, Franklin County, Ohio, and being more parti-
cularly described as follows:
Commencing at a Heil at the southeasterly cornet of said 16.74
acre tract and at the intersection of the centerline of Coffman
Road with the centerline of Post Road, the centerline of said
Coffman Road is shown in Road Record 13, Page 17 and on Sheets
3 and 4 of the 1926 Coffman Road Improvement Plan Tube 506,
Franklin County Engineer's Office and the centerline of said
Post Road is shown on Sheet 6 of the 1924 Right-of-Way Plan
I.C.H. 49, Section R, State of Ohio Highway Department, Division
Six, Delaware, Ohio;

said Coffman Road, passing a nail on line at centerline station
12 plus 10.15 of Post Road Relocated at 5.66 feet the centerline
of said Post Road Relocated is shown on Sheet 26B'of Right-of~
Way Plan FRA-270-7.47 N, State of Ohio Highway Department, Divi-
sion Six, Delaware, Ohio, a total distance of 328.40 feet to a
spike and the true point of beginning of this description;
thence North 70 degrees 31 minutes West across said 16.74 acre
tract passing an iron pin on line at 22.5 feet, a total distance
of 145.00 feet to an iron pin;
thence North A4 degrees 24 minutes West, a distance of 76.15
feet to an iron pins
thence North 66 degrees 07 minutes West, a distance of 130.40
feet to an iron pin;
thence North 20 degrees 23 minutes East and parallel to the
centerline of said Coffman Road, a distance of 166.50 feet to
an iron pin;
thence South 70 degrees 31 minutes East, a distance of 90.00

line of said Coffman Road, a distance of 90.00 feet to an iron

of said 16.74 acre tract, said -last described spike bears South
20 degrees 23 minutes West along the centerline of said Coffman

AGREEMENT
This is an agreement entered into on or as of the day of , 2001, by and
between THE DUBLIN HISTORICAL SOCIETY, INC. ("DHS"), whose mailing
address is P. O. Box 2, Dublin, Ohio 43017 and the CITY OF DUBLIN ("CITY") whose
mailing address is 5200 Emerald Parkway, Dublin, Ohio 43017.
WHEREAS, The City is the owner of a tract of land described in "Attachment A" hereto,
"~ which is incorporated into this Agreement by reference, hereinafter referred to as "the
Premises; "and
WHEREAS, the Premises is a historic site that DHS leased from the City to discover,
collect, preserve, restore and display historical artifacts, materials and struchires relevant to
the history of Dublin, Ohio and the surrounding areas;
WHEREAS, under the terms of a Lease Agreement entered into between DHS and the City
on June 21, 1982, DHS was responsible for numerous upkeep measures, such as taxes,
assessments, repairs, maintenance, renovations, utilities, and insurance on the Premises; and
WHEREAS, due to a decrease in active membership, DHS finds it difficult to bear the
aforementioned costs to maintain the Premises; and
WHEREAS, as a result, the City agrees to assume all of the aforementioned responsibilities
for the Premises under the conditions set forth below;
NOW, THEREFORE, the City and DHS hereby terminate the Lease Agreement entered
into between the Parties on June 21, 1982 on the following terms and conditions:
1. The City shall assume all responsibility for the upkeep of the Premises, which
,,,~,,, shall include, but not be limited to, all taxes, assessments, repairs,
maintenance and renovations, and all utility and insurance costs; and
2. The City will continue to allow DHS to use the premises for collecting,
preserving, restoring and displaying historical artifacts, materials and
structures relevant to the history of Dublin, Ohio and the surrounding areas,
with the parties recognizing that the present collection is owned solely by
DHS; and
3. The City will also continue to operate the Premises in a manner to achieve the
same purposes and objectives that DHS strived for when it operated the
Premises, and the parties recognize that the Dublin Community plan provides
for a new City Hall site south of Post Road and therefore any future negative
impact on the premises should be greatly reduced; and

4. The City will permit DHS to conduct tours and related actives on the Premises
at times as mutually agreeable between the parties, and,
5. DHS will remain as an advisory board to City Council with regard to the
Premises; and
6. If DHS is able to assume financial responsibility for the costs associated with
operating the Premises at some point in the future, it will develop a proposal
setting forth the manner in which it can resume participation in the operation
of the Premises. The City may then, after reviewing all financial
documentation, resume a lease arrangement with DHS on terms mutually
agreeable to both the City and DHS.
