YEax AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN SKATE PARK, APPROPRIATING FUNDS THEREFOR, AND DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bids on July 10, 2001 for the Dublin Skate Park Project, Council has determined that the base bid of $350;000.00 and alternate of $93,900.00 submitted by Baker Concrete & Construction, Inc. is the lowest and best bid for the project; and WHEREAS, this project is an approved 2001 CIP project; and WHEREAS, the Ohio Revised Code requires that amendments to the annual appropriations be made when necessary in order that appropriations are not over expended. NOW, THF{REFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~of the elected members concurring: Section 1. That the base bid and alternate submitted by Baker Concrete & Construction, Inc. in the amount of $443,900.00 for the Dublin Skate Park Project is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the Division of Grounds and Facilities. Section 3. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $443,900.00 to Account 401-0314-780-2511 for the Dublin Skate Park. Section 4. Hansley, City Manager , '~-~' ~ `'`` "~ Date: July 17, 2001 ~ Re: Dublin Skate Park Initiated By: Fred Hahn, Director of Grounds & Facilities Skate Park: On July 10, 2001 bids were opened on the Dublin Skate Park, an approved 2001 Capital Improvement Project. As Council is aware, the preliminary cost estimate on this project was around $250,000. As plans were further developed the cost estimate increased based on interaction with potential bidders and based on other skate parks being developed in Central Ohio. Staff proceeded in finalizing the bid documents based on the original square footage design. As the bid opening grew closer, we elected to separate some of the design components from the base bid in order to provide more options in bid review. It was still our hope of being able to accept the entire bid package, since the bid alternates contained several key components including the bowls, the snake run and landscaping. We announced the estimated base bid of $339,407.28. The lowest best bid came in at $350,000 with bid alternates adding another $93,000, making a total bid of $443,900. Staff is asking for direction from Council on how to proceed. Several options could be considered by Council including: • Accepting the lowest/best bid in the amount of $350,000 and the bid alternates for a total contract award in the amount of $443,900 • Accepting the lowest/best bid in the amount of $350,000 and phase in missing design components at a later date. • Rejecting all bids and re-bid at a later date hoping for lower numbers. • Redesign the Skate Park making it smaller and thus less expensive. The bid, including bid alternates, exceed the original estimate and amount appropriated by $193,900. This amount can be offset by approximately $100,000 that had been programmed for Darree Fields and will not be needed due to costs coming in lower than programmed. The remaining $93,900 may be taken from unprogrammed reserve funds. Each year funds are "reserved" and not programmed in anticipation of instances such as this. In 2001, there was approximately $500,000 that was identified as unprogrammed reserves in the Capital Improvements Tax Fund. Staff has checked references on Baker Concrete and Construction Inc. and responses have been positive. Staff will await direction and be available to answer questions on this matter. Water Play Update, Dublin Municipal Pool: Dublin City Council allocated $150,000 in the 2001 Capital Improvement Project funds for the addition of recreational components at the Dublin Municipal Pool. These components are a small tot lot (completed) and a water play area. The design on the water play area has been completed. It is apparent the original cost estimate of $150,000 including design fees for this area was in error. The current estimate is approximately $227,000. We have assessed scaling back the design and have determined that any further reduction would make the water play area less then desirable. Staff intends to proceed with this project using the additional funds from the reserve fund mentioned above unless Council directs otherwise.
