An Ordinance Designating National City Bank As An Additional Eligible
Depository For Active Monies Of The City Of Dublin To Implement A
Purchase Card Program
WHEREAS, the City of Dublin Ordinance No. 114-00, passed by Dublin City
Council on October 2, 2000, provided for certain financial institutions to be
designated as eligible depositories for the active and interim monies of the City of
Dublin through the period ending October 31, 2002; and
WHEREAS, Section 135.01(c) of the Ohio Revised Code provides that any
municipal corporation which has adopted a charter may, by ordinance, set forth
special provisions for the deposit or investment of its public monies; and
WHEREAS, the City of Dublin has established good working relationships with
its existing designated public depository financial institutions for active and
interim monies, and has designated Bank One, NA as its sole holder of active
deposits; and
WHEREAS, the City of Dublin must designate an additional eligible depository
for active funds to establish a City of Dublin Purchase Card program.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring that:
Section 1. That active deposits of the City of Dublin be awarded to both Bank
One, NA and National City Bank for the period commencing August 1, 2001
through October 31, 2002.
Section 2. That the total active deposits awarded to National City Bank be
limited to amounts representing payment obligations incurred on the City of
Dublin's Purchasing Card program with said institution.
Section 3. That the City Manager and Director of Finance are authorized and
directed to enter into the agreements necessary to implement this ordinance.
Section 4. This Ordinance shall take effect and be in force in accordance with
Section 4.04(a) of the Dublin City Charter.

Card Program

This ordinance designates National City Bank as an active depository of funds for the
City of Dublin, and is necessary to facilitate the initiation of a purchasing card program.
Ordinance 114-00, passed on October 2, 2000, designated National City as one of several
eligible depositories for the City, but only for interim (non-active) deposits. The use of
National City Bank as a depository will be limited to dollar amounts needed for the
purchasing card program. The city will establish a checking account from which the
monthly payment for the purchasing card account will be taken. Only the exact amount
of that payment will be deposited into this account each month, and the use of the
account will be limited to that payment.
A purchasing card program will provide several benefits to the City. Other entities who
use purchasing cards have found that savings result due to a reduction in paperwork
associated with small purchase orders, and the resulting volume of payments those
purchase orders generate. As well, time savings result when employees are able to
~,,, acquire unanticipated supplies quickly and efficiently as needed in the course of the
workday.
The purchasing card program carries with it multiple controls to ensure that funds are
spent properly and accounted for appropriately. Cards will be assigned to individual
employees, for whom training on the use of the card will be required. Each employee
will sign a contract acknowledging receipt of the card and agreeing to comply with
program policies and procedures. The contracts will be maintained in the employee's
personnel file. Each card will carry specific controls as to the types of commodities for
which it can be used, as well as daily and monthly limits as to number and dollar value of
allowable purchases. In addition, each division will designate one employee to monitor
all of the division's accounts; this employee will collect and reconcile receipts on a daily
basis. Daily reconciliation is made possible through on-line availability to the
transactions posted to each card in real time.

Currently numerous government entities participate in purchasing card programs,
including the State of Ohio and the Ohio State University. To determine the viability of
such a program for Dublin, several of these entities were contacted, including the Ohio
State University, the City of Springfield, Ohio, the City of Gainesville, Florida, and the
City of Colorado Springs, Colorado. While these entities have had purchasing card
programs for varying periods of time, each reports that the programs have resulted in
increased efficiency of purchasing practices, and resulting savings. Franklin County is in
the process of initiating a program, and has selected the same provider as proposed for
Dublin.
National City is proposed as the provider of purchasing cards for the City of Dublin. A
committee comprised of representatives from the Department of Finance and the
Department of Human Resources and Procurement reviewed presentations from several
banks. National City was determined to have the program best suited for Dublin's needs
based on the program attributes, feedback from current government users of the program,
and program costs.
A ninety-day pilot program will be instituted during the month of August 2001, in the
Division of Grounds and Facilities, and will be evaluated at the end of the ninety-day
period. Based on the success of the pilot program, procurement cards will be issued to
other departments/divisions. Full implementation of the purchasing card program will
take place over approximately one year.

The following is an Ordinance enacted by the City of Dublin, Franklin County, Ohio, hereinafter
referred to as the Local Public Agency (LPA), in the matter of the stated described project.
SECTION I -Project Description
WHEREAS, the STATE has identified the need for the described project:
This project proposes to perform joint repairs; plane and overlay pavement with asphalt concrete;
replace loop detectors, pavement markings and raised pavement markers; and perform minor work
on several structures. Project limits extend on IR270 from 0.19 miles north of CR27 (Trabue Road)
over IR270 to 0.19 miles south of US33 eastbound over IR270.
NOW THEREFORE, be it ordained by the City of Dublin, Ohio.
SECTION II -Consent Statement
Being in the public interest, the LPA gives consent to the Director of Transportation to complete the
above described project.
SECTION III -Cooperation Statement
The LPA shall cooperate with the Director of Transportation in the above described project as
follows:
%,. The City hereby agrees to cooperate with the Director of Transportation of the State of Ohio
in the planning, design and construction of the identified highway improvement project and
grants consent to the Ohio Department of Transportation for its development and
construction ofthe project in accordance with plans, specifications and estimates as approved
by the Director.
The Ohio Department of Transportation shall assume and bear one hundred percent of the
necessary costs of the State's highway improvement project.
SECTION IV -Utilities and Right-of--Way Statement
The LPA agrees that allright-of--way required for the described project will be acquired and/or made
available in accordance with current State and Federal regulations. The LPA also understands that
right-of--way costs include eligible utility costs.

The LPA agrees that all utility accommodation, relocation and reimbursement will comply with the
current provisions of 23 CFR 645 and the ODOT Utilities Manual.
SECTION V -Maintenance
Maintain the right-of--way and keep it free of obstructions, and hold said right-of--way inviolate for
public highway purposes.
SECTION VI -Authority to Sign
The City Manager of said City is hereby empowered on behalf of the City of Dublin to enter into
contracts with the Director of Transportation necessary to complete the above described project.

This Ordinance is hereby declared to be an emergency measure to expedite the highway project(s)
and to promote highway safety. Following appropriate legislative action, it shall take effect and be
in force immediately upon its passage and approval, otherwise it shall take effect and be in force from
and after the earliest period allowed by law.

Resurfacing of I-270 between Trabue Road and U.S. 33
Date: June 19, 2001
Attached, please find Ordinance No. 79-O1 authorizing a Cooperative Agreement with the Ohio
Department of Transportation to complete a highway improvement project on a portion of
Interstate 270 within the city limits of Dublin at no expense to the City of Dublin.
This project is scheduled for the summer of 2002. No financial contribution is required by the
City of Dublin.

Enclosed are three copies of consent legislation for the referenced project which proposes to perform joint
repairs; plane and resurface pavement with asphalt concrete; replace loop detectors, pavement markings and
raised pavement markers; and perform minor work on several structures. Project limits extend northerly on
IR270 from 0. I9 miles north of CR27 ('I'rabue Road) over IR270 to 0.19 miles south of US33 eastbound over
IR270. We anticipate construction occurring Summer 2002 but issues related to maintenance of traffic and
funding still need to be resolved.
After your review and approval, please forward the legislation to Council for its necessary action. When
executed, please return two signed and certified copies with original signatures and the Clerk's seal affixed to
the Certificate of Copy. If the City does not have a seal, include a note verifying this on City letterhead.
