NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That the following described real estate (see attached map marked Exhibit "A") situated in the City of Dublin, State of Ohio, is hereby rezoned PCD, Planned Commerce District, and shall be subject to regulations and procedures contained in Ordinance No. 21-70 (Chapter 153 of the Codified Ordinances) the City of Dublin Zoning Code and amendments thereto. Section 2. Council will consider Ordinance 133-00, "An Ordinance Providing for a Change in Zoning for 17.014 Acres Located on the South Side of Shier-Rings Road, 2,100 Feet West of Avery Road, from: R, Rural District, to: PCD, Planned Commerce District. (Dublin Service Center/File No. 00-104Z)" at its January 2, 2000 meeting. The purpose of this memo is to revisit the background and to provide you an update on certain aspects of the design, budget issues and timeline. Planning staff will provide and present Ordinance 133-00. More specifically, please find attached a rendering of the project; floor plans (first floor); and mezzanine floor plan in a reduced format. Back rg ound The analysis and plan development for an expanded Service Center began in 1993. Elements for expansion were studied, developed and revisited in 1996-97 as part of the Facility Master Plan and Community Plan process. The Facility Master Plan projected City growth needs to the year 2015. The Department of Service appears to be growing ahead of that curve but not at an alarming rate. Based on this study, it was determined that a Service Center expansion would occur as a strategic step in the consolidation of City facilities and ultimately a City Hall. Staff assessed various options and sites and presented them to Council. It was determined that an expansion would best occur adjacent to the existing Service ComplexBus Transportation Center. Seventeen acres immediately west of the Bus Transportation Center was purchased in late 1999. The following options were assessed: 1. Buy out the Bus Transportation Center; construct new Bus Transportation Center; renovate existing facilities for City needs. Estimated cost $S.1 million (not including land costs). 2. Construct new facility for City. Estimated cost $6.5 million (not including land costs). A concept plan was drafted and costs were studied for a new facility in light of these options. It was determined that it would be most cost effective for the City to provide for its own expansion needs on the new site. The new expansion will be done in a continued spirit of partnership with Dublin City Schools. By building on the new site, with the connectivity to the existing site, the City will save nearly $2 million. The benefits of this expansion are: • 1. Maximize the City's investment in the current facility. 2. From a service perspective, the existing and new site are centrally located with quick access to major north/south and east/west thoroughfares. 3. The entire site will function better; experience improved ingress-egress; and will be better organized. 4. Tie together the frontage; provide a uniform appearance around the entire site. 5. Provide a better transitional use from the existing facilities to the new golf course development. Another maintenance facility will also be located further to the west by the new golf course development. 6. The internal road system across the school's facility will tie together the City sites; allow for use by schools; keep vehicles internal and off Shier Rings Road; provide a "traffic flow" to the entire site. 7. The concept plan was developed with the schools input and interests in mind. We continue to work together to make the entire site benefit both parties. 8. The park-like setting with retention pond provides screening while greatly improving the overall appearance of the entire facility along Shier Rings Road. 9. The new site, with cooperation from the schools, will require the removal of the existing west mound. This will accommodate the City's retention needs and will provide some expanded bus parking and access to bus parking areas. Overall, the entire site will better meet the City's current and expanding needs. The proposed office area, employee services area and warehouse provide maximum flexibility. The combination of the two facilities and ability to expand at the existing site should accommodate needs well into the future. Budget Issues Current estimates show the building being right at or slightly over budget, depending on the bidding environment. The following areas are unanticipated changes/requirements impacting the budget and how staff intends to cover these costs: 1. Turn Lane: a turn lane on Shier Rings Road is required for the new facility entrance. Estimated cost: $20,000. This may be absorbed in the initial construction budget, depending on bids. 2. Irri ag_tion: This is required for the new facility along the western boundary for landscape buffer for Edward's development. Estimated cost: $22,000. This may be absorbed in the initial construction budget, depending on the bids. 3. Additional Landscaping Requirements: Additional landscaping requirements not _ ~ a s originally anticipated. Estimated cost: $106,000. This may be absorbed into the original construction budget, depending on bids. 4. Backup Power Supply: Because the operations of this facility are critical to emergency response, staff desires the facility to have full backup power supply instead of the original concept of partial backup power. The estimated cost for full backup power is $175,000-$200,000. This expenditure is easily justified under savings from the 2000 CIP for fleet/equipment purchases. Staff will ask Council to re-appropriate these funds in the first quarter of 2001. 5. Fiber Optic Connectivity: The existing and new facility will be connected with three 1'/4" conduits and fiber to complete the City's internal network loop. Funds from the IT Division and the City's burial of utility funds from 2000 will be used to provide this. Burial of these utilities rather than using the pole lines is in keeping with the City's policy to bury such utilities. Estimated cost: $45,000. 6. Additional Salt Shed: At this point to help save on construction costs, staff will defer $250,000 needed for an additional salt storage building with asphalt area. This was contemplated for construction in 2001, as part of this project. This will be deferred to 2002, unless funds are made available in whole or in part by lower than estimated bids. Obviously, the construction costs are subject to the bidding process and the current building climate. Schedule: December 7, 2000 P&Z approved zoning and development plan. December 29, 2000 Partial plans submitted to begin plan review process. These are listed below. It should be noted that there is full endorsement of the land use and "general" site plan across the board. None of these present an insurmountable issue, but some adjustments are needed. Plans submitted include both those applicable to the rezoning and the development plan. 1. There are a number of outstanding design issues for the proposed retention pond: the design quality of inlets and outlets, visual quality and maintenance issues related to the pond shape, and the details on freeboard, or variability of the water level. New information indicates the proposed retention pond will not provide retention for future expansion of bus parking. This contradicts the information provided to the Planning Commission, and additional retention will need to be presented with future development plans to the Commission. 2. The placement of the bike path along Shier-Rings Road has not been finalized. Some engineering issues, Code requirements for screening, and planning issues for the Shier-Rings corridor remain, as well. 3. Building expansion areas should have been indicated. 4. The finalized location for the volleyball and basketball court and cross access between the facility and bus complex are not finalized and shown on all plans. 5. The location and phasing of sidewalks around the retention pond are unresolved. 6. Many landscape comments were not incorporated into the submitted plans. There are a number of lesser issues, as well. All of these matters would normally be addressed prior to the Council hearing, but the necessary time frame, complicated by holiday absences, has not permitted this. BACKGROUND: This westward expansion of the Dublin service complex is part of the former Thomas property, 103.4 acres annexed into Dublin in 1998. The property has been zoned R, Rural District since that time. Rezoning to PCD, Planned Commerce District is requested for the development of a 44,731 square-foot municipal maintenance building that will include warehouse and office components. The PCD composite plan (rezoning) establishes the permissible uses, density, development standards and preliminary layout. The Planning Commission must make a recommendation on the rezoning request. The application is then returned to City Council for a public hearing and final vote. Atwo-thirds vote of City Council is required to override a negative recommendation by the Commission. If approved the rezoning will become effective 30 days following the Council vote. This proposal also includes the concurrent review of the development plan under the provisions of Section 153.058. The development plan review is the consideration of all final details of the project including site layout, grading, architecture and materials, landscaping, utilities, lighting, signage, etc. Approval by the Commission at the development plan is the final stage of public review prior to the building permit process. CONSIDERATIONS: Site Characteristics: • This application includes 17.014 acres located on the south side of Shier-Rings Road, adjacent to the existing Dublin Maintenance Complex. The site is part of the former Thomas property, 103.40 acres of flat, agricultural land located between Shier-Rings Road and Woerner-Temple Road. Existing overhead utilities are located along the south side of Shier-Rings Road, and the site is separated from the existing service complex by an existing hedgerow. Baronscourt Way, a future single-loaded subdivision street with 50-foot right-of--way, will run parallel to the west property line with homes facing toward this site. • On the north side of Shier-Rings Road lies the Cosgray ditch, which flows eastward and crosses along Shier-Rings Road just east of the site through the existing school bus facility. Dublin Planning and Zoning Commission ' Staff Report -December 7, 2000 . Page 13 • The site is zoned R, Rural District, and was annexed into the city from Washington Township in 1998. To the south and west of the site are properties zoned PLR, Planned Low Density Residential District, for the future Ballentrae development and 18-hole public golf course. Approximately 350 feet to the west is the historic Rings Farm, located at 6665 Shier-Rings Road. The property is listed on the National Register of Historic Places and is zoned PCD, Planned Commerce District, for the future golf maintenance facility. To the east are the existing bus facility and municipal service complex zoned LI, Limited Industrial District. To the north across Shier-Rings Road are existing agricultural properties and residences within unincorporated Washington ~ Township zoned Suburban Residential District. .rr Operations and Development Standards: • The proposed service center is intended to consolidate employees of the Service Department from the 5800 Building and existing maintenance facility. It also provides for expansion levels that will meet the 2015 growth plan. The service complex has already been funded with a construction budget of $6 million. It provides office and warehouse space to carry out municipal services. Current staff levels for the department include 160 employees with additional employees during peak season. • The existing facility is currently used for fleet maintenance, storage of materials such as mulch and road salt, and other related activities. Under the proposed development scenario, the existing facility would continue to serve in that capacity, with mechanics increasing from 5 to 7 employees. The new facility will provide administrative and logistical support for the department, while more intense activities will remain on the existing municipal site. • Permitted uses for the complex include administrative offices and warehouses in association with office uses. The maximum permitted lot coverage for the site is 75 percent with a maximum permitted density by text of 3,400 square feet of gross floor area per acre. • Setbacks for the development vary greatly for the proposed development. Along Shier- Rings Road setbacks include 50 feet for pavement and 150 feet for buildings, as measured from the dedicated right-of--way. proposed along the western property line are a building setback of 80 feet and a pavement setback of 50 feet. This area is also buffered by a combined landscape mound with the Ballentrae subdivision. Setbacks along the rear property line have also been maximized to buffer future residences, with pavement and building setbacks of 100 feet and 200 feet, respectively. In contrast, a zero . setback has been proposed along the east property line because of the combined nature of the municipal and school district facilities. Ballentrae and the Development Agreement: • The Development Agreement between Dublin and The Edwards Land Company acknowledges the use of the site for the purpose of a city maintenance facility. The agreement states that both parties will work to develop a suitable screening plan for the site that must be agreed to prior to the construction of the facility. The buffer must be implemented prior to occupancy, and all expenses for the buffer are the responsibility of the City. A letter of support for the proposed landscape buffer design has been provided by The Edwards Company. • The installation of street trees along Baronscourt Way will be required during the construction of the Ballentrae subdivision. Residential areas of the subdivision to the ' ~ Dublin Planning and Zoning Commission Staff Report -December 7, 2000 Page 14 south of the facility are shown as 2002 in the phasing plan. The construction of residences to the west of the facility is expected in 2004. Community Plan: • According to the Thoroughfare Plan the proposed right-of--way for Shier-Rings Road is 100 feet. Staff recommends that right-of--way be dedicated according to the Community Plan, and that all plans be revised to reflect this. • According to the future land use plan, the site is designated for residential development. p,.. After considering other sites, this one was considered to provide the most advantages in a reasonably cost-effective manner. The adopted Thoroughfare Plan designates Shier-Rings Road as a scenic road, and the Community Plan recommends a setback of 200 feet. The proposed setbacks from Shier- Rings are 50 feet for pavement and 150 feet for buildings. According to the pending "Road to Wow!" guidelines, Shier-Rings Road is designated as having Agricultural Character and would require a 200-foot setback. The golf course development was granted a waiver from the recommended "Wow!" setback. • The Community Plan also shows a future bike path along Shier-Rings Road, and a standard 8-foot asphalt bike path will be built across the proposed site. Staff recommends that the bike path also be extended along the existing maintenance complex. Design and installation of the bike path will set the tone for the remainder of Shier-Rings Road. Staff recommends that a slightly curvilinear design be implemented and that site adjustments be made to accommodate this. Access, Circulation and Parking: • Proposed circulation for the service complex will create a comprehensive loop system between the three parcels. Public and employee parking will be located in front of the building, while service vehicles and equipment will be located in the rear service yard. Cross-access points will permit internal movement across the bus facility. Design and construction of all parking areas and drives should meet all engineering standards, including turning radii and visibility triangles. The proposed entrance for the development aligns with an existing residential driveway. A counter-clockwise traffic pattern will reduce headlight trespass. The layout within the service yard is also intended to create apull-through system that will reduce back-up signals (beeping) by city vehicles. Staff recommends that landscape buffering be installed on the north side of Shier-Rings Road if requested by that resident. • There will be one curbcut along Shier-Rings Road, 650 feet east of the future Baronscourt Way. No curb cuts are permitted along Baronscourt Way. The primary entrance is proposed at a width of 28 feet, back-to-back of curb. The need for egress during peak times warrants the need for a left turn, outbound stacking lane. Staff recommends that the entry/exit portion of the• drive be increased to 36 feet, back-to-back of curb. • Shier-Rings Road adjacent to the site is currently a substandard, unimproved two-lane road. City policy requires the installation of a left turn lane for development along substandard roads. Staff recommends that the proposed turn lane design be revised to include lane widths of 12 feet to accommodate trucks and buses, and that the turn lane design be coordinated with the future turn lane at Baronscourt Way. Dublin Planning and Zoning Commission Staff Report -December 7, 2000 Page 15 • Sufficient accessibility for fire equipment has been provided on the site. Afire hydrant location along the east elevation of the building should be to the satisfaction of the fire department. • While designed in a comprehensive manner, the properties involved are owned separately. Cross-access easements for both the school district and city should be recorded prior to occupancy. • The proposed PCD development text requires the provision of 3.5 parking spaces per 1000 square feet of gross floor area for employee/visitor parking (157 spaces). The proposed building includes 16,165 square feet of warehouse and 28,566 square feet of office, requiring a total of 131 spaces by Code. The proposed development will provide a total of 163 spaces, with an additional 180 spaces for fleet vehicles. Additional expansion area is indicated for the service yard and will be utilized in the future if it is necessary. • The rezoning for the existing facility to LI, Limited Industrial District, in 1988 included a condition from the Commission that two left turn lanes be installed along Shier-Rings Road. Although discussed, this was not implemented. Tree Preservation and Landscaping: • The proposed development requires the removal of one tree on-site and the removal of trees and relocation of an existing mound along the west edge of the school property. A tree inventory was completed by staff on October 13, 2000. While the site contains a 19- inch Hackberry, the alteration of the existing mound and creation of the retention pond on the school site will impact a total of 124.5 inches of protected trees. Those caliper inches will be replaced according to the Tree Preservation Ordinance. • Street trees must be spaced 2~-30 feet on-center instead of 40 feet. • An employee/public park area will be created around the. retention pond. Amenities include seating elements, and a future volleyball court, basketball court and two shelters. Staff recommends better placement of the sports courts for better usability and safety. Site development standards suggest a 10-foot wide buffer around the courts. Minor site adjustments should be made to accommodate the proposed amenities. Staff is also ~ concerned about the appearance of two pedestrian shelters overlooking the pond, and would recommend that a deck area be installed in lieu of one of the proposed shelters along with a commitment to install all park amenities within two years. Additional details need to be provided regarding the pond edge treatment. • Staff has reviewed the proposed landscape plans and has noted that certain plant species have susceptibility to frost or disease, as well as the difficulty of finding sufficient numbers of species from nursery stock. Changes should be made within the proposed landscape palette to increase survivability. • Landscaped mounds will be utilized to provide a distinct buffer between the service center and the surrounding residential development. The mound height will range from five feet along Shier-Rings Road to ten feet along the southern property line. The landscape buffers will include a mix of shade, evergreen and ornamental trees. • The western mound along Baronscourt Way will be a combined buffer located on both the service center site and the adjacent Ballentrae subdivision. The plan includes a variable, undulating design that will be significantly landscaped and have a maximum height of eight feet. The evergreens along this buffer should be dispersed on both sides of the mound. The mound will be irrigated to ensure survivability of landscaping. Staff recommends that a watering plan be created for the other landscape buffers. Without Dublin Planning and Zoning Commission Staff Report -December 7, 2000 Page 16 additional water, trees atop mounds will have a difficult time becoming established. Staff also recommends arrangements be made with The Edwards Company to construct the combined buffer. • In return for support of the proposed landscape buffers, Edwards has requested an access easement for the golf community so that it can maintain the mounds should it be deemed necessary. Both the City and Edwards are committed to create a successful, golf course community in the Southwest Area and an acceptable accommodation can be made. • The proposed buffer along Shier-Rings Road will be a uniform, five-foot tall mound with landscaping. Code requires screening around parking areas at a minimum height of 3.5 feet. With the potential of the site as a public park space, staff is concerned about visibility of the proposed parking lot. In conjunction with the design of the bike path, staff recommends that the mounding and landscaping be altered to provide better visibility into the site while meeting screening needs. • The plant list needs to be completed with quantities. There appears to be at least two replacement tree species, but only one species is shown in the plant list. Architecture: • The design of the new municipal service building is intended to provide for flexible use of interior space and to meet future growth demands. The building utilizes a U-shaped design to maximize space, while internalizing less aesthetic functions into the interior courtyard space. The eastern wing of the building will be for offices and administration. The central building connector will house meeting space and locker facilities, and the western wing stores hand tools, small motorized equipment, spare furniture and daily supplies for city facilities. In addition .to flexibility, the proposed layout is intended to maximize efficiency of the daily routines for employees. Workers will enter locker facilities, receive daily orders and collect small tools and equipment prior to exiting to the fleet parking area. Mezzanine areas at the northeast and northwest corners will be utilized for shop spaces and future growth. An additional area for future expansion is also proposed at the southeast corner of the building. Staff recommends that any expansion meet text requirements and that the expansion area be indicated on the plans. The proposed service building is intended to blend with the existing service facilities, while not appearing "industrial" in nature. The existing facility utilizes taupe, split-face block with dark brown block accents and standing seam roof system. The proposed building will be constructed of split-face block that utilizes colors and patterns to help break of the appearance of the building. Proposed colors include natural, buff, terra cotta and charcoal, and will be utilized in repeating block patterns. Dark bronze anodized aluminum will be used for trim, curtain walls, downspouts, gutters and the standing seam metal roof. • Height of the proposed building from grade to peak is approximately 30 feet for the mezzanine area and 26 feet for the remainder of the east and west wings. In comparison, the existing bus facility and city maintenance building are 36 feet and 38 feet from grade to peak, respectively. The central connector which will house locker facilities for employees will be substantially lower. By Code, the highest portion of the building will be approximately 25 feet. Utilities and Stormwater: • Water will be provided by a 12-inch main that currently terminates just west of the access drive to the existing service facility. An existing 18-inch sanitary sewer will be extended Dublin .Planning and Zoning Commission Staff Report -December 7, 2000 Page 17 from the school property. Infrastructure will be extended along Shier-Rings Road as part of the golf course development. • Stormwater management will utilize a retention pond at the northeast corner of the expansion site, partially located on the school property. Design of the pond will also handle future bus parking. In addition, the City will perform all maintenance of right-of- way .and the retention ponds to improve the overall appearance along Shier-Rings Road. The proposed retention pond is intended to serve as a site amenity. As required by text, rip rap is not permitted as an edge material, and the proposed design will utilize a grass edge. Proposed inlets, outlets and freeboard should be designed in an aesthetically pleasing manner; to the satisfaction of staff. Sufficient aeration should also be provided. • Initial review of stormwater management indicates that plans are in general conformance. Flood routing, however, should be indicated for the retention pond. The downstream capacity of the Cosgray Ditch should also be analyzed. • The proposed retention pond is in the general location of a transcontinental telephone cable. The applicant has received verbal permission to construct the pond within that easement. Staff recommends that written confirmation be obtained. • Plans indicate a future watering station along the east edge of the property that was incorrectly indicated as a `fueling station.' The station would be used for city equipment, maintaining landscaping, and for filling private construction equipment during winter months when hydrant permits are not issued. Staff requests that the plans be revised accordingly. Signage: • Main identification signage will be located near the new curbcut on Shier-Rings Road. The ground sign will be constructed with a stone base and wooden sign face, having a maximum permitted sign area of 36 square feet. Signage proposed is consistent with the City's approved sign palette. • Two wooden signs will direct visitors, bus traffic and deliveries through the site. Text indicates that the signage will meet Code requirements for height and area restrictions. Staff recommends that a revised sign detail be submitted. • In conjunction with this application, the City will be updating signage on the existing facility. The City is working to provide more consistent identity for both the school district and city properties. Accessory Structures and Fencing: • The service facility will have asix-foot high chain link security fence. All fencing will be located behind the front elevation of the building, within the side and rear yards. Fencing will be primarily screened by mounding and landscape buffers along the south and west sides. All fencing will be either painted black or have a black vinyl coating. No barbed or razor wire is permitted. Staff requests that all plans consistently indicate the proposed fence height of six feet. • All mechanicals, service doors and dumpsters will be located within the interior courtyard of the building to provide a visual buffer and to limit noise. They will be screened from public rights-of--way by landscape mounds or the building. Site Lighting: • Lighting for both the service yard and parking lot will utilize 28-foot cut-off fixtures. Site lighting for the existing facility was approved at a height of 35 feet. Staff Dublin Planning and Zoning Commission Staff Report -December 7, 2000 Page 18 recommends that all lighting conform to the Dublin Lighting Guidelines and that the proposed sagging glass lenses be changed to flat glass. All light poles along the perimeter of the site near future residences should be fitted with house-side shields to minimize potential light trespass. • The proposed development will utilize metal halide as a light source, while the existing school and maintenance facility uses high-pressure sodium (HPS). Designers were unable to both meet illumination requirements of the Lighting Guidelines and provide an acceptable quality for future residences with HPS. The proposed metal halide will reduce r~ color distortion that is characteristic of HPS light sources and minimize trespass. Staff recommends that house-side shields be utilized on perimeter light fixtures to direct light inward and further minimize off-site impacts. Staff also recommends that a street light be installed at the entrance along Shier-Rings Road. • Additional uplighting will be used to illuminate landscape or building features. No colored lighting will be permitted. STAFF RECOMMENDATION: Staff recommends this rezoning application with ten conditions: Rezoning Conditions: 1) That the provisions set forth within the Development Agreement be met; 2) That right-of--way be dedicated according to the Thoroughfare Plan, and that all plans be revised as such; 3) That written permission be obtained to construct site elements within the transcontinental cable; 4) That a landscape easement or other suitable agreement be obtained to construct and maintain the western landscape buffer; 5) That the .proposed bike path be extended along the bus facility and existing municipal facility, subject to staff approval; 6) That the proposed turn lane be revised and coordinated with Baronscourt Way, to the satisfaction of staff; f 7) That the retention pond be designed with minimal freeboard and that stormwater inlets and outlets be constructed to the satisfaction of staff; 8) That necessary cross-access easements or other suitable agreement be obtained and that plans indicate those locations; 9) That plans be revised to show proposed areas for future building expansion; 10) That~a revised plan and text be submitted prior to being heard at City Council; Bases: 1) That the proposed service complex is a continuation of the existing facility. 2) The proposed expansion will consolidate resources needed to provide necessary services to the community. 3) The proposed design will coordinate with the future residential development. The City agrees that the secondary review will be undertaken by the City Planning Commission within a reasonable period of time and shall not require the dedication of any additional land for park purposes other than which is already provided for herein or in the Development Text. (4) Extension of Certain Streets. The Parties agree that the City shall not require Edwards to extend streets from Kendall Ridge or Cramer Crossing into the Property. (5) Diversity and Architectural Materials. The Parties agree that the diversity and architectural materials standards which Edwards shall be required to follow in connection with the development of the Residential Community Development (as defined below) are set forth in the Development Text. (6) Other. The Parties agree that the Tree Preservation Ordinance, and City Ordinance No. 24-00 currently pending before Council, will not apply to the Property. (c) Maintenance Facility. The Parties ackno~~ledge that the City owns a 17.7f acre tract of land abutting the east side of the Property, south of Shier-Rings Road, which the City may use as a maintenance facility (the "Maintenance Facility"). The Parties agree to work together to develop a screening plan for the Maintenance Facility which shall be agreed upon by the Parties, prior to the construction of the Maintenance Facility, and implemented by the City prior to the occupancy of that Maintenance Facility. The Parties further agree that Edwards shall not be required to pay any expense related to the implementation of that screening plan. (d) Timing of Property Development. The Parties acknowledge that their respective, mutual cooperation and coordination will be necessary to complete the timely development of the Property in accordance with the terms of this Agreement. Accordingly, the Parties agree that the provisions of this agreement related to timing may be amended from time to time with the mutual consent of the Parties to provide for the efficient, coordinated completion of the development of the Property. Section 2. Property Acquisition and Development. (a) Property Acquisition. Rezoning Application - Composite Plan/Development Plan 00-104Z/DP - Dublin Service Center - 6555 Shier-Rings Road Carson Combs said this is a request for approval of the composite and development plans under the Planned Commerce District. The proposal is a 44,731 square foot municipal service facility. The PCD composite plan establishes the permissible uses, density, development standards and preliminary layout. This rezoning will be forwarded to City Council for final approval. He said this is also a proposal for the simultaneous approval of the development plan. It is the consideration of all the final details of the project, and approval by the Commission is the last stage prior to a building permit. Mr. Combs said this site contains 17 acres and is now zoned R, Rural District. It is immediately `"r to the west of the school bus complex, and the Ballentrae Golf Course borders the property to the south and west. Mr. Combs showed several slides. Mr. Combs said one of the issues is the design of the bikepath along Shier-Rings Road and how it enters the site. Staff supports a more curvilinear path. The building is U-shaped and clad in split-face block. Employee and visitor parking are located in the front, and 180 spaces of fleet parking is behind the building. Mounding is proposed along the north, west and south borders. The proposal includes relocating the mounding from the edge of the Dublin Schools' facility. An improved pond with some park amenities is planned in the front. He said the signs will be redesigned to meet Code. The right-of--way, consistent with the Thoroughfare Plan, will be dedicated. This part of Shier- Rings Road is in the Agricultural Character area. He noted that City Council waived the scenic road setback for the adjacent golf course development. The expected character will be similar to Dublin Model. The Development Agreement with Edwards recognizes that this facility will expand in the future. The City and the Edwards Companies are to work together on a suitable buffer. The buffer proposed along the west side of the property varies in height, is more curvilinear in nature, and irrigated. The site is located next to residential areas, and it will have a looped "pull-through" circulation pattern to limit the noise from the service yard vehicles. The nearby residential areas are expected in 2002 and 2004. The more intensive activities such as salt loading will be done on the existing (eastern) facility. Staff recommends widening the entrance to 36 feet. Mr. Combs said in connection with the 1988 rezoning for this facility, a turn lane on Shier-Rings Road was required but never built. The pond area includes seating, gazebo or shelter areas, and a basketball/volleyball court. Staff requests replacing one of the shelters with a deck and adjustment to these sports courts to improve their usability. He said four colors are proposed for the building. A six-foot chain link fence. is proposed around the service yard. The pole lighting is to be metal halide at 28 feet. The fixtures should not have sag lenses and need house-side shields along the perimeter. Mr. Combs said staff believes the best investment is to expand this site rather than building a new one. Mr. Peplow asked about the counterclockwise circulation and possible light trespass. Mr. Combs said there were two cross-access points with the bus complex. The northern one ties into the bus parking area, and buses can enter and circulate in a counterclockwise motion. The south access point permits service yard vehicles to use a counterclockwise motion. There is a cross access easement that runs across the rear portion of the bus facility. Mr. Combs said a security fence is proposed at the southern driveway and around the entire service yard. Mr. Combs said the pond is being sized to handle the stormwater from the area shown and also from the future parking lot addition. He said the bus parking expansion would be in the triangular area at the southwest corner of the bus facility. Ms. Salay was concerned about fleet vehicle and bus noise levels disturbing the residents. Mr. Combs said future homeowners will be aware of the complex prior to purchase, and the City is attempting to minimize the noise impact. There is to be a 10-foot mound along the southern property line, and the western mounding will be up to eight feet in height. Landscaping is also proposed to improve the buffering. Mr. Eastep said the two uses are incompatible and should not abut each other. He said Dublin already has a negative track record with its neighbors at the recreation center. This is a very intense use, and it does not mix with residential use. He suggested building a new complex elsewhere in an area without this degree of residential development. Dana McDaniel, Dublin Director of Service, said houses have been bought and sold next to the existing service complex. That residential developer came after the initial service complex. He did not think this should be a big problem. The buyers are notified in writing. He believes the 17-acre expansion area will be less intensive than the existing service facility. Mr. Fishman disagreed with Mr. Eastep and said a great job had been done. A golf course can also be noisy because it is mowed at 6:30 a.m. He was disappointed because the facility will be visible even though surrounded by houses. He did like the mounding, but he thought the split- faced block was below Dublin's usual standards. Ms. Salay asked if Dublin Schools would contribute financially to this project. Mr. McDaniel said no. He noted Dublin is encroaching on the school property for stormwater retention needs. He said there are trade-offs. Relocating their mound improves the school site. He said Dublin is asking for an access easement across the back of the school facility. He said this was a big cost saver. Ms. Salay thought the access should be restricted to keep the buses free from vandalism. Mr. McDaniel said part of the Kendall Ridge parkland is behind the existing school bus garage. Mr. Eastep asked if stormwater calculations were complete because the pond looked too small for the run-off. Mr. Hammersmith said initial calculations were submitted. Mr. Eastep was concerned about stormwater retention, including on the basketball and amenity areas. Mr. Combs said the existing pond on the school service site is designed with the water level set substantially lower than the existing grade. Mr. McDaniel said the pond in front of the bus Dublin Planning and Zoning Minutes -December 7, 2000 Page 13 garage was calculated for retention. With the Kendall Ridge development, Dublin permitted some of their storm water to be handled on the Dublin site. Mr. Eastep said if the pond is not big enough, the basketball court and the "amenities" will be lost when it is expanded. Mr. McDaniel disagreed. Mr. Eastep wanted no light trespass onto adjacent property. Mr. Combs said it cannot be guaranteed, but it must be minimized. To minimize it, the poles were lowered to 28 feet and the fixtures will have house-side shields. He said high-pressure sodium lighting is not being used because it gives off twice the number of lumens. Metal halide is a whiter light also. +w.,r Mr. Combs said the fencing will be inside the mound (on the interior of the site). It runs from the southwest corner of the building to the south and basically follows along the inside of the mound along the west and south property lines, then it comes up along the east side of the facility parking area. One gate is located at the southern cross access with the school site and another is located to the southwest of the proposed basketball court. Mr. Eastep asked if the fence could be seen. Mr. Combs said the mound will totally screen it from the residential areas. Ms. Boring asked why revised directional signage details are needed. Mr. Combs said those submitted do not meet Code. Ms. Boring requested that the condition be amended to say the directional signage should meet Code. Also, the first drawing should say "retention" pond. Mr. Lecklider asked about the sports court concerns of staff. Mr. Combs said general safety standards suggest aten-foot minimum buffer area to minimize any conflict between court users and landscaping, curbing, etc. Staff suggests that the first access point be shifted with the school site to the south to align with their parking configuration. The sport courts can be put in a more usable open area. There will be a bikepath connection. Ms. Boring thought this are would be used strictly by employees. Mr. Combs said it was not intended to be a formal park, but it is open to the public. Mr. Eastep said the facility is at 75 percent lot coverage, including the future parking lot. Many development are limited to 70 percent maximum lot coverage, and the City should respect that. Mr. Ezell said the meandering bikepath is a Wow element consistent with the Dublin Model character. The general layout is consistent with the golf course frontage. Mr. Lecklider asked about the previous requirement for left turn lanes. Mr. Combs said when the site was rezoned in 1988, the turn lane was discussed at length. It was made a condition of approval at the Commission level, and the record is unclear about why it was not installed. It was not followed through in the budget process. Mr. Lecklider thanked Dana McDaniel for consenting to all the conditions listed above. Dana McDaniel said all three facilities will have a uniform look and function as one facility. He said a survey had been done of the original landscape plan to make sure it met Code. He understands they will be part of a neighborhood. He said the signage will be redesigned to meet Code. The lettering on the existing wall will be replaced. The eastern entrance seems to be the Dublin Planning and Zoning Minutes -December 7, 2000 Page 14 main entrance. The western entrance has no signage. Mr. McDaniel said the sites are tied together internally, and there is two-way traffic at the new west entrance. Both the City and the schools will try to use the counterclockwise flow. The building is designed in a U-shape. Employees will park in the front, and the front part of the building will house "employee services". The eastern wing will be administration. The west side of the warehouse area is where employees will pick up tools, etc. and load their vehicles. The existing facility will be used for bulk materials (mulch, sand, gravel, etc.) and to service and fuel the vehicles. Mr. McDaniel said the site will have better flow than currently. He emphasized that this plan was developed in partnership with Dublin Schools. He said their '~i° interests and needs were kept in mind. He said they had met several times with the Edwards Companies and had hired Bird and Houk because they are the Edwards' landscape architects. Mr. McDaniel said this plan was developed based on the 1996-1997 Master Facilities Plan, as part of the Community Plan, and it used projected employment until 2015. He said they have 107 full time employees and 40 seasonal employees now. He said he was comfortable with the employee parking planned. This is to be a permanent facility and will not be relocated to Coffman Park when the new municipal building is built. Mr. Eastep suggested the front employee parking be a one-way circle and angled. Mr. McDaniel said the split face brick patterns will change on this building, but the colors are the same as on the other buildings in order to de-emphasize the building. Mr. Fishman said he liked that the complex was hidden, but he thought it should be made as attractive as possible. Mr. McDaniel said brick would cost more, and stucco stone would make it stand out too much. It is a utilitarian building. Mr. Sprague said the existing building was one of Dublin's better-looking buildings and is well maintained. Mr. Fishman was uncomfortable with using split face block. Bob Bevilacqua, Wandel and Schnell Architects, said the black and white renderings do not show the subtle color of the split face block. Mr. Lecklider agreed. Mr. Bevilacqua,_said the existing buildings have two to three subtle colors used, and the patterns will help break up the mass. Mr. McDaniel said there were several attempts to put the left-turn lanes in the budget, but it never happened. He said Franklin County improved Shier-Rings Road. He said the new addition will need left turn lanes less than the initial facility. At some point, they will be installed when Dublin widens Shier-Rings Road. Mr. McDaniel said in order for the bikepath to curve, the front mound will have to be reworked and lowered slightly. It far exceeds the requirement. Mr. Combs said staff believes this is an aesthetic issue for the area. Mr. McDaniel said they will contact the resident on the north side of Shier-Rings Road regarding headlight trespass and possible buffering. Mr. McDaniel said this project is the interim step for providing services. There has always been the understanding that the school site could be purchased in the future. There also could be changes made to the existing site. He did not expect more warehousing or fleet maintenance at the existing facility. There is sufficient acreage for future material storage and flexible offices. Ms. Newcomb said the landscaping will help to soften it. Mr. McDaniel said the west mound will meander. They have agreed to a watering plan, etc. to maintain the landscaping. Ms. Boring agreed with the concerns expressed regarding buffering the neighborhood. She wanted the words "...to meet Code" added to Condition 15 of the Development Plan. A rezoning is ,~„r proposed from R (Rural District) to PCD (Planned Commerce District) for the consolidation of municipal services. The existing site is flat, agricultural land with no exceptional natural features. Part of the original Thomas Property, the land was annexed to the city in 1998 and was purchased specifically for the proposed use. To the east are the existing Dublin City Schools bus service center and the existing City of Dublin service center. Proposed development of the site was acknowledged by City Council and The Edwards Land Company as indicated in the approved Development Agreement for the Dublin Golf Course Community (Ballentrae). The proposed rezoning and development is being carried out in order to meet future projections for staff and equipment needs as derived from the Facilities Plan within the 1997 Community Plan. The rezoning would provide a transition from industrial zoned properties to the newly proposed golf course community to the west and is being carried out to meet future projects for staff and equipment needs as derived from the Facilities Plan within the Community Plan Development Standards General Issues: (1) If standards within this text in any way conflict with the City of Dublin Zoning Code, then the standards within this development text shall prevail. Any applicable matters not covered within this development text shall be subject to requirements set forth within the City of Dublin Zoning Code. Access and Circulation: (1) Access from Shier-Rings shall be limited to one curbcut as approved by the City Engineer. Such curbcut shall be placed at a minimum distance of 200 feet from adjacent curbcuts, as measured from the centerline of the entrance drive. Opposing curbcuts shall offset no less than 100 feet, as measured from the centerline of the entrance drive or be directly aligned wherever possible, to the satisfaction of the City Engineer. (2) curbcuts are prohibited onto Baronscourt Way. (3) Primary entrance drive shall have a minimum width of 28 feet, back-to-back of curb, or as modified as a condition of approval. (4) Applicant shall be responsible for the installation of a left turn lane on Shier-Rings Road. Such turn lane shall be provided to the standards and specifications of the City Engineer. (5) All internal access drives between the site and existing City and Dublin Schools site shall be a minimum of 28 feet, back-to-back of curb. (6) Access easements or other acceptable agreements will be obtained as needed for all shared, internal access drives between the City of Dublin and the Dublin City School District. (7) An 8-foot asphalt bike path shall be constructed along Shier-Rings Road to City standards. Dublin Service Complex PCD 2 December 27, 2000 Stormwater and Utilities: (1) In accordance with the development agreement for the Dublin Municipal Golf Course, or any further alterations to that agreement, utilities will be extended to the site from existing infrastructure located to the east of the site at the existing bus service complex. (2) All utilities shall be installed to the satisfaction of the City Engineer. (3) Provided Stormwater retention capacity will serve to meet all site requirements, in addition to future parking expansion needs for the existing bus service facility, as applicable. (4) In order to provide a more visually pleasing retention pond, no rip rap or similar treatment shall be permitted. (5) It is the intent of the applicant to design the retention pond area as a park feature that will serve the proposed service facility and adjacent bus service facility. The applicant also reserves the right to utilize the retention pond area as a public space for general public-use in the future. The applicant reserves the right to phase installation of park features such as seating elements, gazebos, basketball court(s) and volleyball court(s) or in a time frame as modified as a condition of approval. No additional public review shall be required for such elements. (6) A water station may be installed within the service yard. Such water station may be installed in the future and will not require further review from the Planning and Zoning Commission. Accessory Structures, Storage and Equipment: (1) Accessory structures shall be permitted according to Code and will be subject to further review. (2) All service doors shall be internally-oriented and not be visible from public rights-of- way, or be screened according to Code requirements. (3) All mechanical units and dumpsters shall be located within the internal courtyard or be screened according to Code requirements. (2) All chain link fencing shall be painted black or shall have a black plastic or vinyl coating. Signage: (1) Main Identification Sign: one main identification sign will be permitted. Signage ~•a must be ground-mounted with stone base. Maximum permitted sign face area will be 36 square feet and will be constructed of wood. Applicant will utilize the sign palette i..: as passed by Council for all City of Dublin properties for Signage shape, lettering, logo and colors. (2) Directional signage: two minimal signs will be permitted to provide directional information for visitors, buses and deliveries. Signage will meet Code requirements for height and sign area. Sign face will be constructed of wood. No logos are permitted. (3) Identification signage shall be limited to frontage along Shier-Rings Road. Signage shall have a minimum required setback of 10 feet from edge right-of-way. (4) All signage will be limited to ground-mounted floodlighting. All optional lighting methods will require the approval of the Planning and Zoning Commission. Site Lighting: (1) All lighting shall conform to the Dublin Lighting Guidelines. (2) Permitted surface lighting for parking lots and service yards shall be limited to a cut- off fixture. All light poles/standards shall be dark in color and be finished with dark wood, dark brown, black or bronze metal colors. (3) Maximum permitted height shall be 28 feet from grade. (4) Building and landscape lighting shall be from concealed sources and shall utilize non- colored lights. Cut-off landscape lighting and building uplighting shall be permitted. Landscaping: (1) As indicated in the development agreement for the Dublin Golf Course Community, screening shall be agreed upon by both parties and shall be implemented prior to occupancy. (2) The existing mound and trees on the western property line of the bus service facility shall be removed to permit future expansion of the existing bus parking. All trees greater than six inches in caliper shall be replaced on-site in accordance with the Tree Preservation Ordinance. (3) Street trees shall be installed according to Code, to the satisfaction of the City Forester. (4) No interior landscaping/landscape areas shall be required within the service yard. (5) Interior landscaping for employee/visitor parking shall be limited to one interior island as indicated on the approved development plan. (6) All perimeter mounding and landscaping shall be installed as indicated on the approved development plan. Irrigation shall be required for all landscaping along the western property line. Dublin Service Complex PCD 4 December 27, 2000 Construction Phasing Initial construction shall include the primary structure, retention pond, parking and service yard areas and all proposed mounding and landscaping. The applicant reserves the right to install park features/elements, install water pump(s) and expand the service yard or building at an undetermined- future date, or as modified as a condition of approval, without the need for additional review in such a manner as indicated on the approved composite plan. The City, based upon the needs of municipal employees and the general public, shall determine such installation and expansion.
