An Ordinance Authorizing the Purchase of a 16.737 Acre Property Located
Northeast of the Intersection of Emerald Parkway and Perimeter Drive
(Parcel E) and a 5.457 Acre Property Located West of the Intersection of
Emerald Parkway and Perimeter Drive (Parcel B) for the Expansion of
Coffman Park
WHEREAS, a goal of City Council is to continue to acquire parkland for
recreation and open space purposes; and
WHEREAS, the Community Plan recommends that Coffman park be extended
south of Post Road to create a Civic Center area; and
WHEREAS, in conjunction with the extension of Emerald Parkway over
U.S.33/S.R.161, the City has the opportunity to significantly expand Coffman
Park south of Post Road; and
WHEREAS, funding for the acquisition of the property has been programmed in
the City's Capital Improvements Program.
NOW, THERE BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring that:
Section 1. The City Manager is hereby authorized to execute Real Estate
Purchase Agreements and any necessary closing documents related to the
acquisition of Parcels B and E as identified on the attached Exhibit.
Section 2. The Ordinance shall take effect and be in force in accordance with
~ Section 4.04(b) of the Dublin City Charter.

As City Council is aware, the administration has been working with the property owners for quite
some time to acquire the land south of Post Road and north of U.S. 33/S.R. 161 for the expansion
of Coffman Park and the construction of Emerald Parkway southward from Perimeter Drive. On
January 18, 2000, City Council adopted Ordinance No. 14-00 which provided for the acquisition of
the right-of-way and easements necessary for the construction of the roadway. The roadway is
identified as Parcel A on the attached map. The City obtained aRight-of-Entry to proceed with the
construction of Emerald Parkway.
The administration has reached agreement with the property owners for the acquisition of Parcel A
(roadway), Parcel B, Parcel E and damages to Parcel C as a result of the roadway construction. The
purchase price agreed to was within 10% of the City's appraised value.
The funding for the acquisition has been appropriated in the Capital Improvements Tax Fund
(Ordinance No. 14-00) and the 2000 Operating Budget's allocation for parkland acquisition. The
remaining funding will be available from the proceeds of the bonds being authorized by Ordinance
No. 138-00.
