Passed AN ORDINANCE AMENDING CERTAIN SECTIONS OF THE CITY COMPENSATION PLAN (ORDINANCE NO. 98-96) AND AUTHORIZING A LUMP SUM PAYMENT TO THE CLERK PROVIDE RETROACTIVE COMPENSATION FROM NOVEMBER 1999 UNTIL THE EFFECTIVE DATE OF THIS ORDINANCE. WHEREAS, Council has determined that the City Compensation Plan should be amended to include the position of Clerk of Council; and, WHEREAS, Council has determined that the Clerk of Council position should be assigned to pay grade 8 within the City Compensation Plan; and, WHEREAS, Council has determined that it would be appropriate to provide the Clerk of Council a lump sum payment to provide retroactive compensation from November 1999 until the effective date of this Ordinance. NOW, T EREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. That Section 2 ("WAGE AND SALARY STRUCTURE/ADMII~TISTRATION"), subsection A. of Ordinance No. 98-96 be amended by adding the following job classification title and corresponding pay grade under the following categorical heading: Legislative Classification Title Pay Grade Clerk of Council 8 rte. Section 2. That a lump sum payment to the Clerk of Council, in the amount of $9,474.05, to appropriately compensate the Clerk for retroactive wages during 1999 and 2000, is hereby authorized. Section 3. That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public welfare for the reason that the Clerk of Council position must be assigned to a set pay grade as soon as possible and further, that the incumbent of this position should also be appropriately compensated for retroactive wages during 1999 and 2000 as soon as possible. Therefore, this Ordinance shall take effect and be in force immediately upon passage. Hansley, City Manager DATE: October 12, 2000 RE: Amendments to City Compensation Plan (Incorporating Clerk of Council Position within Compensation Plan) INITIATED BY: David L. Harding, Director or Human Resources/Procurement In accordance with Council's direction at the October 2, 2000 Council Meeting, attached for your consideration please find Ordinance No. 128-00 amending the appropriate sections of the Compensation Plan to place the Clerk of Council position within the established wage/salary structure. As specifically directed by Council, the Clerk of Council position has been assigned to Pay Grade 8 ($40,317 - $58,963) in the City's wage/salary structure. In addition, Ordinance No 128-00 also authorizes a lump sum paym~nt t! lthe Clerk, in the amount of $9,474.05, to provide retroactive compensation from i ber 1999 until the effective date of this Ordinance. The retroactive payment was calculated and verified by the Department of Finance through their computerized payroll system. Please note that this Ordinance has been drafted as emergency legislation. Given that the Clerk of Council position should be assigned to an established pay grade as soon as possible, Staff believes it is in the best interest of the City for Ordinance No. 128-00 to be enacted by emergency. ~.w
