Passed AN ORDINANCE AUTHORIZING THE CREATION OF A NEW POSITION (WEBSITE DESIGNER) WITHIN THE DIVISION OF COMMUNITY RELATIONS AND AMENDING SECTION 2 (WAGE & SALARY STRUCTURE/ ADMINISTRATION) OF ORDINANCE 98-96 (COMPENSATION PLAN). Y WHEREAS, Council has determined that the need exists for a new Website Designer position within the Division of Community Relations, and, WHEREAS, Council has determined that said position is necessary to enhance the effectiveness of the services provided by said Division; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the creation of a new Website Designer position is hereby authorized. Section 2. That Section 2. (Wage & Salary Structure/Administration), Subsection A. is hereby amended to include the following classification title and corresponding pay grade under the Community Relations categorical heading contained therein: Website Designer 8 Section 3. That an amendment to the 2000 appropriations shall be submitted after the annual salary and benefit costs have been determined. Section 4. That this Ordinance shall take effect and be in force at the earliest date permitted by law. Hansley, City Manager Date: September 7, 2000 Re: Creation of New Position (Website Designer) Within the Division of Community Relations By: David L. Harding, Director of Human Resources/Procurement Attached for your consideration please find Ordinance No. 118-00 authorizing the creation of a new `Website Designer' position within the Division of Community Relations. You may recall that during the 2000 Budget Hearings with Council, Ms. Puskarcik, Director of Community Relations, raised the issue of creating such a position. At that time, Council advised staff to submit a request for the position later in the year and it would be reconsidered at that time. Also attached for your reference is a copy of a proposed job description detailing the requisite duties and responsibilities. A work group comprised of Mr. Husenitza (Information Technology Director), Ms. Crandall (Management Assistant), and Mr. King (Intern) studied the need for this position, the nature of its duties, and what would be an appropriate level of compensation. The unanimous recommendation of this group is that this position should encompass the duties contained in the attached description and should be assigned to pay ` grade 8 ($40,317 - $58,963). Mr. Harding and I will be out of town for the September 18, 2000 Council Meeting as we will be attending the International City Management Association conference in Cincinnati; however Mr. Husenitza and Ms. Puskarcik will be in attendance at the Council Meeting to address any questions/concerns you may have regarding this matter. CITY OF DUBLIN CLASSIFICATION DESCRIPTION COMMUNITY RELATIONS SPECIALIST/WEB SITE DESIGNER OVERVIEW This is a professional, highly responsible position requiring a great deal of working knowledge of the internet, computer science, and public relations/marketing practices. The person holding this position needs to be able to work with minimal supervision in a fast-paced office setting and needs to have the multiple capacities of creativity and writing blended with strong computer abilities. The major task involves maintaining the City's Internet sites, computerized kiosks and intranet. Work is performed independently with general administrative supervision by the Director of Community Relations and is ~ reviewed through personal conferences; goal setting/attainment programs and by observation of results attained. Nature of Work Planning and Management _ ¦ Develop, research, layout, write/edit new sections/features for the City's web pages. ¦ Meet with other department/division contacts to develop their web pages. ¦ Search and review links for new categories. ¦ Proof/edit new sections of the City's web page. ¦ Develop and articulate the overall focus and concept of the City's web pages. ¦ Research new web features and tools which might be useful for authoring documents, for managing the web site and for expanding on-line offerings. ¦ Create aplan/process of implementing e-commerce on City of Dublin web pages. ¦ Develop a secure site for City of Dublin e-commerce page. ¦ Gather and organize information on auxiliary City pages such as the Dublin Irish Festival. ¦ Introduce/develop new pages relating to policies, notices, accomplishments, calendar lists and events of the City of Dublin. ¦ Develop and implement plans to purchase and utilize electronic kiosks. ¦ Develop plan and policies for City of Dublin employee Intranet. ¦ Design, write, research and produce Intranet. ¦ Develop home pages for each division that are web friendly. Web Site Development ,~.,a Writing, designing and implementing the following web tools: ¦ Search engines ~ Pagemill HTML ¦ FTP ¦ Viewers ¦ Plug-in Home Page Maintenance ¦ Fine tune current homepage based on feedback from users and stakeholders. ¦ Provide development support to departments for service development and planning. ¦ Convert submitted materials to web documents. ¦ Manage the day-to-day operation of the web site including the transfer, testing and updating of web materials. ¦ Monitor web page information, including links, to ensure it remains timely and accurate. ¦ Maintain information when kiosks are up and running. ¦ Train identified content owners to use web conversion tools, such as Word Internet Assistant to convert their own documents to HTML. ¦ Meet with Internet and Intranet committees regularly to determine path and focus. • Keep Internet and Intranet committees up-to-date on information content and placement. Page 2 Marketing/Outreach • Develop and implement marketing plan for home page. ¦ Work with communications team to market the web site through promotional items. ¦ Promote benefits of Dublin's web pages to City of Dublin employees on a regular basis. Information Technology Interface ¦ Coordinate, with the IT Division, the installation and change processes to maintain the web site, intranet, kiosks or other technology. This is especially critical when networking matters are impacted. ¦ Meet with the IT Division once a month. ¦ Adhere to the Technology Policy as stated in Administrative Order 1.23. ESSENTIAL FUNCTIONS OF WORK/COMMUNICATIONS (May not include all duties performed.) Develop, research, layout, write/edit new sections of the City's web pages. Define and manage the City's Internet and Intranet strategies and lead and execute technical implementation in conjunction with Division of Information Technology. Keep current on web technologies for possible inclusion into web site. Coordinate with other individuals or teams providing specialized services required for the Internet such as hardware/network support, graphics design, and applications development. ' Manage and coordinate organizational web page development, web-based application development, quality assurance and implementation processes. Create, organize and present training and other information pertaining to web services and related topics. Lead projects related to web-based application and programs. Work with users and internal teams to implement new applications and products into web site structure and to continually improve site. Develop and maintain web-related polices, strategies and standards. Provide expertise and guidance in web page development. Write technical user guides. Develop and implement e-commerce program for Internet. Ability to train people to put routine documents on the net e.g. board/commission agendas. Work with the Information Technology Division. GENERAL KNOWLEDGE & ABILITIES PREFERRED Possession of a bachelor's degree preferred in communications, journalism, marketing, public relations, or other related field, or commensurate experience; one to three years of experience with Internet web design and authoring of web pages and utilizing multi-media digital tools. Intermediate to advance HTML coding including tables, forms, in-line images, editing graphics to have transparent backgrounds and/or become interlaced. Ability to learn web server applications such as WebSite Pro, Web Trends and Polyform. Additional experience with Image maps, frames, JavaScripting, and Cold Fusion a plus. Knowledge of both the Internet and a-mail technologies. Knowledge of HTML, FTP, Viewers and Plug-ins. e Knowledge utilizing both Windows and Macintosh personal computer operating systems. rM• Knowledge of GIS. Ability to communicate effectively, both orally and in writing. Ability to project and present a favorable and professional image. PHYSICAL REQUIREMENTS Ability to maintain sustained computer work. Ability to operate standard office equipment in the performance of essential duties.
