Passed AN ORDINANCE DECLARING THE PROCUREMENT OF MOBILE AND PORTABLE RADIO EQUIPMENT FOR THE DIVISION OF POLICE, THE DIVISION OF GROUNDS & FACILITIES, AND THE DIVISION OF STREETS & UTILITIES AS A "SINGLE SOURCE" PURCHASE, AND WAIVING COMPETITIVE BIDDING REQUIREMENTS. WHEREAS, Section 8.04 C ("WAIVER OF COMPETITIVE BIDDING") of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) Members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City; and WHEREAS, Council has determined that there is a legitimate need to declare the procurement of the above referenced radio equipment as a "single source" purchase for reason that only one manufacturer's equipment is compatible with the City's existing equipment for "800 MHz trunking" purposes; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That the procurement of mobile and portable radio equipment, in the amount of $102,127.00, for the Division of Police, the Division of Grounds & Facilities, and the Division of Streets & Utilities is hereby declared to be a "single source" procurement. Section 2. That competitive bidding requirements are hereby waived for the procurement of the above referenced equipment. Section 3. That this Ordinance shall take effect and be in force at the earliest date permitted bylaw. Hansley, City Manager Date: September 7, 2000 Re: "Single Source" Procurement of Mobile and Portable Radio Equipment By: David L. Harding, Director of Human Resources/Procurement Rob Geis, Chief of Police Attached for your consideration please find Ordinance No. 117-00 declaring the procurement of mobile and portable radio equipment for the Division of Police, the Division of Grounds & Facilities, and the Division of Streets & Utilities as a "single source" purchase, thereby waiving competitive bidding requirements. (Section 8.04 (C) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that an item is available and can be acquired only from a "single source".) This purchase involves the acquisition of mobile (car) and portable (walkie) radios, which are part of the City's overall radio system capital improvements project. These mobile and portable radios are upgrades and are required to make the switch to a simulcast trunked 800 MHz system. This purchase will bring each Division up to the original number of radios utilized prior to the cut over to the new system. The total cost of the purchase will be $102,127, which includes a $9,700 trade-in value provided by Motorola for 41 of our old portable radios. r.« Expenditures for radio communications equipment in the amount of $20,000 or greater would normally require formal competitive bidding, however, given the nature of our upgraded radio system, Staff has determined that only one manufacturer's equipment (Motorola) is compatible with the City's existing technology and the City's need to upgrade to an 800 MHz trunking system. This trunking technology is proprietary to the vendor (Motorola) and portable and mobile radios from vendors other than Motorola will not be compatible with the trunking technology employed in the radio system upgrade. Additionally, Motorola Corporate Sales is the sole authorized direct seller of the needed radio equipment and has agreed to extend a purchase price equal with that of the City of Columbus' universal term contract for this equipment. Mr. Harding and I will be out of town for the September 18, 2000 Council Meeting as we will be attending the International City Management Association Conference in Cincinnati; however, Chief Geis will be in attendance at the meeting and will be prepared to address any questions you may have.
