Passed AN ORDINANCE TO ACCEPT THE LOWESTBEST BID FOR THE STORMWATER MANAGEMENT SYSTEM MAINTENANCE PROGRAM GENERAL CONSTRUCTION SERVICES CONTRACT FOR THE CITY OF DUBLIN AND DECLARING AND EMERGENCY WHEREAS, after advertising, receiving and opening bids on August 7, 2000 for the Stormwater Management System Maintenance Program General Construction Services Contract; and WHEREAS, Council has determined that the lowest and best bid for said project is from the George J. Igel Company, Inc. in the amount of $34,264.00; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can take place during favorable weather conditions. N~,O~~' .THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from the George J. Igel Company, Inc. in the amount of $34,264.00 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with the George J. Igel Company, Inc. for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. Kindra, Director of Engineering/City Engineer Subject: Ordinance No. 110-00 Stormwater Management System Maintenance Program General Construction Services Contract Date: August 17, 2000 On August 7, 2000 bids were received and publicly opened and read for the Stormwater Management System Maintenance Program Contract. Two (2) bids were received, as shown on the attached bid form. This contract is for citywide repairs of manholes, inlets, structures and other components of the stormwater system in a "day labor" format of contract. George J. Igel Company's bid was $34,264.00. The second bid was in the amount of $96,880.00. This large discrepancy compelled us to investigate the reason for this difference. The most we can tell is that the Igel Company multiplied labor cost for one instead of the required number of two. This resulted in their bid being $10,000 lower than what it would have been otherwise. The Igel Company is experienced in dealing with "day labor" type of contracts. After consulting with them and the City's Law Director, I feel that we will not have a problem in executing various components of this contract. The available budget for this work is $145,000.00. The Igel Company has indicated that they will not want to extend this contract for another year, as provided for in the special provision. We do not see this as a problematic issue. Memo to Dublin City Council Ordinance No. 110-00 August 17, 2000 I recommend approval of this contract to the George J. Igel Company, Inc., the lowest and best bidder. Attached is an emergency Ordinance for approval by City Council prior to awarding the contract to the George J. Igel Company, Inc.
