An Ordinance Awarding A Grant to the Dublin Convention and Visitors
Bureau (DCVB) in Excess of the Twenty-Five Percent Allocated in
Accordance with Section 35.32 of the Codified Ordinances of the City of
Dublin to Provide Financial Assistance for the Relocation of the DCVB's
Operations And Declaring An Emergency
WHEREAS, the DCVB, through its Strategic Planning Process, has identified
long-range space needs; and
WHEREAS, it has been identified that additional office space is needed to
accommodate existing DCVB staff and to provide for the addition of a Visitor
Center; and
WHEREAS, the DCVB desires to relocate their business operations to 9 South
High Street (Old Dublin Town Center) to provide the office space needed to
implement its strategic goals; and
WHEREAS, the DCVB has requested financial assistance from the City to
relocate to the Old Dublin Town Center; and
WHEREAS, the Community Plan recommended that a centrally located "Old
Dublin Visitor's Center" be established to create a "sense of place", reinforcing
the role of Historic Dublin as the traditional town center for the City; and
WHEREAS, providing financial assistance to the DCVB to relocate to the Old
Dublin Town Center will assist the DCVB in implementing its strategic goals and
will help address the City's goal to revitalize Historic Dublin; and
NOW, THEREFORE BE IT ORDAINED by the Council of the city of Dublin,
State of Ohio, ~ of the elected members concurring that:
Section 1. The DCVB will be awarded a grant of up to $28,000 for actual
relocation cost. The relocation costs include office furniture, a telephone ~
operating system and the addition of a restroom for the Visitor Center as
identified in the attached Exhibit.
Section 2. The DCVB will receive an $80,000 grant on an annual basis for a
period of five years from the Hotel/Motel Tax Fund to provide financial
assistance with rent and staffing associated with their relocation to the Old Dublin
Town Center.
Section 3. The $80,000 grant will be paid in equal monthly installments
commencing with the beginning date of their lease and terminating with the
sixtieth monthly installment made by the City to the DCVB.
~ Section 4. The grant will be reviewed on an annual basis and may be adjusted ~
based on the following circumstances:
~ With the exception of calendar year 2001, if from its 25°Io allocation,

the DCVB receives an increase in excess of $60,000 as compared to
the previous calendar year, any amount above the $60,000 will be
adjusted against the following year's grant allocation.

1'~""' If hotel/motel tax revenues in any given calendar year are less than the
previous year's revenue or the revenues generated by the Dublin Irish
Festival are significantly impacted by inclement weather, an
adjustment to the grant amount may be made beginning with the
DCVB's next fiscal year based on mutual agreement between the City
and the DCVB.
Section 5. This Ordinance is declared to be an emergency measure necessary
for the immediate preservation of the public peace, health, safety and welfare of
the City and for the further reason to allow the DCVB to execute the lease
agreement for the office space in the Old Dublin Town Center as quickly as
possible; therefore, this Ordinance shall take effect upon passage.

Re: DCVB Relocation Costs
The following are estimates of various costs the CVB expects to incur in its relocation to
the Old Dublin Town Center at Bridge and High streets. We hope to take possession of
the space as early as October 1, 2000 and as late as November 1, 2000.
The DCVB budget is based on a July 1-June 30 year.

Visitors/Community Center Staff
To service visitors properly and maintain the retail integrity of the location, the
visitors/community center must be open extended hours. We estimate (and hours could
change) the amount of personnel coverage to equal 3600 hours.
A full-time person would cover 2080 hours, and apart-time person, 1520.

It appears that DCVB will have to incur the cost of building an additional restroom for
the visitors center. This could cost $8,000.

Office Relocation
At its current location, DCVB does not own the desks, dividers and bookcases. We own
some chairs, filing cabinets, computers and six new phone units, but not the phone's
operating system.
DCVB is prepared to pay for many of these items, as well as the move, but the costs
could exceed the amount in our savings account ($27,000). We must keep a minimal
amount in savings for cash flow.
We have not priced the cost of these items, but are in the process. The cost could be
between $25,000 and $35,000.

Visitors Center Exhibit Design
DCVB would like the visitors/community center to represent the community with
enticing visuals. We are researching corporate and foundation sponsorships/grants to
assist us with these costs.
In conclusion, DCVB could need as much as $108,000 for its relocation, as well as
$101,000 a year to support the new location.
