AN ORDINANCE WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8.04 ("CONTRACTING PROCEDURES"), PARAGRAPH `C' ("WAIVER OF COMPETITIVE BIDDING"), FOR THE PROCUREMENT OF LAPTOP COMPUTERS FOR THE DIVISION OF POLICE. WHEREAS, Section 8.04 (C) ("WAIVER OF COMPETITIVE BIDDING") of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) Members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City; and, WHEREAS, Council has determined that waiving competitive bidding requirements in the procurement of the above referenced computer equipment is in the best interest of the City; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That competitive bidding requirements are hereby waived for the purchase of laptop computers in the amount of $71,916.00, for the Division of Police and that such waiver is in the best interest of the City. Harding, Director of Human Resources/Procurement Peter Husenitza, Director of Information Technology Attached for your consideration, please find ordinance 01-00 waiving competitive bidding requirements for the procurement of laptop computers for the Division of Police. (Section 8.04(c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City.) This purchase involves the acquisition of twelve (12) Panasonic laptop computers (in the amount of $71,916.00), which would enable the City's Police Officers to have mobile computing capability while on patrol. The Division of Information Technology and the Division of Police, in a cooperative effort, have been researching the feasibility of equipping patrol officers with this capability since January 1999 and have now identified the Panasonic laptop as the best available, most suitable equipment meeting the Police Division's objectives for the use of such technology. Consequently, the Division of Police and the Division of Information Technology have recommended the purchase of the Panasonic laptops. As part of Division of Police and Information Technology's feasibility analysis, five other manufacturer's units were field-tested. The following were the primary considerations used to evaluate each manufacturer's unit: • User friendliness • Space constraints in cruisers • Ease of installation and • Reliability Based upon these four primary considerations, the Panasonic unit was deemed to be the most suitable equipment available. There is no doubt, in the judgement of the Director of Information Technology, that Panasonic is one of the most respectable and reliable manufacturer's of laptop computers. In addition, the City of Westerville has recently installed the same units in their cruisers and has given the equipment an excellent recommendation. Panasonic nor its authorized distributor (Pinacor) have a contract through the State of Ohio Cooperative Purchasing Program and, therefore, a purchase of this magnitude would normally require competitive bidding. Although the needed equipment is not available through State contract, Pinacor is offering governmental discount pricing on the Panasonic units. Given the extensive investment of time and energy involved in reaching the determination that the Panasonic unit best meets the Police Division's objectives and established criteria and that the distributor of such equipment has provided governmental discount pricing, the Director of Information Technology believes that waiving the competitive bidding requirements would be in the best interest of the City. The attached legislation, therefore, proposes that competitive bidding requirements be waived for the procurement of the above referenced equipment. Attachment
