A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR
THE AVERY - MUIRFIELD DRIVE, TULLYMORE DRIVE AND
AVERY ROAD INTERSECTION IMPROVEMENTS PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Avery- Muirfield Drive, Tullymore Drive and Avery
Road Intersection Improvements Project; and
WHEREAS, Council has determined that the bid submitted by Columbus
Asphalt Paving, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a " "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Columbus Asphalt Paving, Inc. in the total
amount of $334,928.97 is hereby accepted.

Section 2 . The City Manager is hereby authorized to enter into contracts
with Columbus Asphalt Paving, Inc. for performance and completion of the
Avery- Muirfield Drive, Tullymore Drive and Avery Road Intersection
Improvements pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Re: Resolution No. 03 -15 - Avery- Muirfield Drive, Tullymore Drive and
Avery Road Intersection Improvements — Bid Acceptance
Summary
On December 16, 2014, six (6) bids were received, publicly opened and read for the Avery- Muirfield
Drive, Tullymore Drive and Avery Road intersection improvements project, which involves the
construction of separate left turn lanes for drivers making left turns from Avery- Muirfield Drive onto
Avery Road and onto Tullymore Drive. These lanes will be created from the existing pavement and
median, keeping the outside curbs at or near their existing position. Drivers approaching Avery-Muirf field
Drive from the side streets will be directed to make a right turn only at their intersections with Avery-
Muirfield Drive. Small medians will be added to Avery Road and Tullymore Drive directing traffic to the
right.
The Engineer's estimate is $315,000. Funds for this project are budgeted from the Capital Improvement
Tax Fund. Columbus Asphalt Paving, Inc. submitted the lowest and best bid of $334,928.97. Staff has
reviewed all bids and a summary of the bids is listed below. As shown, the apparent low bid as read
was Decker Construction Company. However, after review of the bid tabulation, an error was
discovered. Due to the unintentional arithmetic error, Decker Construction Company has effectively
withdrawn their bid, in accordance with the City's bidding documents. The next lowest bidder and best
bid is from Columbus Asphalt Paving, Inc.

Bids were likely higher than the Engineer's estimate as a result of the aggressive construction schedule
to complete the work prior to the Memorial Tournament and due to the potential complications and /or
impacts resulting from inclement weather in the remaining winter months and early spring.
For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.

Staff anticipates the construction to commence this winter. Detours of Tullymore Drive and Avery Road
will occur with the project, each lasting approximately three weeks. Avery- Muirfield Drive will remain
open to traffic for the duration of the construction, with intermittent lane restrictions. The scheduled
completion date for the project is May 8, 2015.
Staff has thoroughly reviewed the bid from Columbus Asphalt Paving, Inc. Previous experience with
Columbus Asphalt Paving, Inc. has been favorable, including these recent projects:
• Metro Place North and South Shared -Use Path and Street Light Improvements (2010)
• Muirfield Village Waterline Improvements, Phases 1 (2012) and 2 (2014)
• 2013 and 2014 Storm Structure Maintenance Programs
Recommendation
Staff recommends Council approval of Resolution 03 -15, accepting as lowest and best the bid of
Columbus Asphalt Paving, Inc. in the amount of $334,928.97 and authorizing the City Manager to enter
into a contract with Columbus Asphalt Paving, Inc. for this project.
